Special Joint Meeting of the Ukiah City Council
And Ukiah Valley Sanitation District
Wednesday, February 2, 2005
The Ukiah City Council met at a Special Joint Meeting with the Ukiah Valley
Sanitation District (UVSD) on February 2, 2005, 2004, the notice for which had
been legally noticed and posted, at 4:05 p.m. in the Civic Center Council
Chambers, 300 Seminary Avenue, Ukiah, California. Roll was taken and the
following Councilmembers were present: Crane, McCowen, Rodin (arrived at
4:08 p.m.), Baldwin (arrived at 4:20 p.m.), and Mayor Ashiku. Staff present:
Water-Utilities/Project Engineer Burck, Wastewater Treatment Manager Gall, City
Manager Horsley, City Attorney Rapport, Public Utilities Director Ziemianek, and
City Clerk Ulvila. Ukiah Valley Sanitation District Board Members present:
Wattenburger and Crane. District Board member Delbar was absent by
prearrangement. Also present: Chief Deputy County Counsel Frank Zotter and
Deputy Clerk of the Board/District Secretary Janelle Rau.
2. UPDATE ON THE VALUE ENGINEERING REVIEW OF THE
WASTEWATER TREATMENT PLANT DESIGN
Public Utilities Director Ziemianek advised that during the week of August 30,
2004, a Value Engineering (VE) Review commenced on the engineering details
and design of the proposed Wastewater Treatment Plant. The VE Team was led
by a certified Value Engineering Consultant and included engineering experts in
all phases of wastewater treatment plant design, construction, contracting, and
project management. The VE Team met for a full week and focused on Brown
and Caldwell's proposed design for the City of Ukiah and specifically reviewed all
aspects of the plant operational needs. Director Ziemianek proceeded to
describe the process utilized in the review; discussed getting safety compliance
issues addressed, and provided a report on acceptable engineering standards
and procedures in businesses today. He introduced the VE Team comprised of
Renee Hoekstra, CVS (Team Leader); George Riek, PE/CVS; Richard Steele,
PE; Frank Dryden, PE, Vincent Plansky, PE, Ron Grant, and Dave Ewing, CE.
Max Bridges, representing Willdan, provided additional introductory remarks
concerning the VE Team.
Renee Hoekstra, CVS and Team Leader, provided a Power Point presentation
to Council and discussed the following topics:
Value Engineering Methodology and Why it is Used
Applicability- whenever cost and/or performance improvement is desired
Value Study - occurs during a 6-step job plan
Project Goals and Objectives
Project Criteria - ratings in order of importance
Project Constraints
VE Team Observations

Functions Identified - the VE team had to make sure these functions were
achieved.

analysis of all the systems the VE Team brainstormed

In conclusion, Ms. Hoekstra reported that the VE review provided a good
validation of Brown & Caldwell's design approach, both technical and fiscal. The
VE process was successful even though there were few large cost saving ideas.
There was a good showing of fiscal responsibility by the City and the Ukiah
Valley Sanitation District (District). She noted that there was a potential for future
savings identified during the construction phase.
Ms. Hoekstra and Director Ziemianek clarified the interaction through the
review with the contractor (Brown and Caldwell), the next steps associated with
accepting and/or rejecting the Review recommendations, and tangible evidence
of the results of the VE Study.
Director Ziemianek advised that staff is very satisfied with the way in which the
VE Study was conducted and noted it can be used in a very positive way when
looking at potential future savings, etc.
City Manager Horsley commented regarding the history and prior discussion
leading to the request to conduct the VE Study.
Public Comment: The following members of the audience spoke regarding the
VE Study: Mike Johnson and Mr. Lee Howard.
Both the City Council and the District expressed appreciation for the
presentation, as well as the efforts of the Value Engineering Team.
No action taken by the City Council, nor the District.
