1. ROLL CALL
Ukiah City Council met at a Regular Meeting on June 17, 2020, having been legally noticed on June
12, 2020. Mayor Crane called the meeting to order at 6:22 p.m. Roll was taken with the following
Councilmembers Present: Maureen Mulheren, Jim O. Brown, Stephen G. Scalmanini, Juan V.
Orozco, and Douglas F. Crane. Staff Present: Sage Sangiacomo, City Manager; David Rapport,
City Attorney; and Kristine Lawler, City Clerk.
MAYOR CRANE PRESIDING.

Motion/Second: Mulheren/Brown to approve Minutes of June 3, 2020, a regular meeting, as
submitted. Motion carried by the following roll call votes: AYES: Mulheren, Brown, Scalmanini,
Orozco, and Crane. NOES: None. ABSENT: None. ABSTAIN: None.

Fiscal Year 2020/2021, in the Amount of$6.25 per Column Inch for the First Insertion and $4.26
per Column Inch for Each Subsequent Insertion of the Same Advertisement— City Clerk.

to Diamond D Construction, LLC of Ukiah, Ca in the Amount of$120,946.20 —Electric Utility.

Related to the California Environmental Quality Act with the Pioneer Law Group— City Attorney.
Motion/Second: Brown/Mulheren to approve Consent Calendar Items 7a-7f, as submitted. Motion

b. Wastewater Rate Protest Hearing, Adoption of Sewer Rate Resolution, and Introduction
by Title Only of Amended Sewer Charges Ordinance.

Motion/Second: Brown/Scalmanini to introduce the sewer charges ordinance amendment. Motion

13. NEW BUSINESS
a. Presentation and Preliminary Read, Review, and Discussion of Draft Administrative
Report on Water Rate Analysis for the City of Ukiah; and Consideration of Water Rates for
the City of Ukiah.
Presenters: Sean White, Water Resources Director and Bob Reed, The Reed Group.
Motion/Second: Brown/Crane to direct staff to initiate the Prop 218 process to adjust water rates
annually for a five-year period, effective October 1, 2020. Motion carried by the following roll call
votes: AYES: Mulheren, Brown, Scalmanini, Orozco, and Crane. NOES: None. ABSENT: None.
ABSTAIN: None.
b. Council to Receive Status Report and Consider Approval of the 2020/2021 Capital
Improvement Plan for the Ukiah Municipal Golf Course operated by Tayman Park Golf
Group, Inc.
Presenters: Maya Simerson, Interim Community Services Administrator and Frank Johnson,
Tayman Park Golf Group.
Motion/Second: Mulheren/Scalmanini to approve the 2020/2021 Capital Improvement Plans for the
Ukiah Municipal Golf Course operated by Tayman Park Golf Group, Inc. Motion carried by the

Mayor Directive to continue the proposal of an equity ad hoc committee to the next meeting, and
suggests that in respect to the proposed Investment Policy ad hoc, that Vice Mayor Orozco – if
becoming Mayor in December – become an Alternate Member on the Investment Oversight
Committee, which already oversees City investments; then determine – as Mayor – whether a
separate ad hoc needs to be established.
Council Consensus to agendize an item to discuss and evaluate the City's status regarding the
Inland Water& Power Commission (IWPC) project and funding requests.

d. Approval and Adoption of Resolution(s) Amending and Extending Memoranda of
Understanding with Employee Bargaining Units.

280 Department Head; COU No. 1920-281 Management; COU No. 1920-282 Police Chieo between
