AMENDMENT NO. 1
TO AGREEMENT FOR PROFESSIONAL CONSULTING SERVICES
DATED DECEMBER 7, 2016
TERMS AND CONDITIONS
All terms and conditions of the Agreement for Professional Consulting Services dated
December 7, 2016 shall remain in force and effect except as modified by this first
amendment.
AUTHORIZATION
Upon execution of this amendment, service provider is authorized to provide the service
described under the Scope of Additional Work identified in this Amendment No. 1.
SCOPE OF ADDITIONAL WORK
Work authorized by this amendment shall include that work described in the
July 8, 2019 letter proposal. A copy of said letter is included in this first amendment.
COMPENSATION
Compensation for the performance of the additional work shall be made on a time and
expense basis at Consultant's customary fees. Expenses shall not exceed a maximum
total cost of $22,000.

Subject: Proposal for Additional CEQA Sections for the Preparation of an Environmental
Impact Report for the Ukiah Landfill Closure Project
Dear Mr. Thiele:
SMB Environmental, Inc. (SMB) is pleased to submit this Proposal to the City of Ukiah (City) to
prepare additional or updated sections pursuant to the California Environmental Quality Act
(CEQA) to the Environmental Impact Report (EIR) for the Ukiah Landfill Closure Project (Proposed
Project). As we discussed, the delay in the Proposed Project by negotiations with the State has
caused several sections of the 2016 Initial Study/Mitigated Negative Declaration to become
outdated and which need to be updated in the preparation of the EIR. Specifically, the Biological
Resources, Cultural, and Tribal Resources sections were not anticipated as being needed in the
EIR in 2017 as the 2016 IS/MND addressed them adequately. However, as time has passed, the
biology and cultural sections need to be updated and the Tribal Cultural resources section needs
to be prepared to be in compliance with Assembly Bill AB 52. What follows is a brief scope and
budget for these activities.
Task 1: Update/Amendment for Biological Habitat Assessment: SMB will review the California
Department of Fish and Wildlife's (CDFW's) California Natural Diversity Database to update the
2016 Biological Habitat Assessment including the list of potentially occurring special status animal
species within or near the project area. We will conduct a one -day reconnaissance -level survey of
the project site at the 40 acres of permitted landfill area on a 284 -acre parcel located at 3100
Vichy Springs Road, approximately three miles east of Ukiah, document the habitats on site, and
identify the potential for any special status plant and wildlife species to be impacted by the
project, with special attention paid to special status amphibians, roosting bats, and nesting bird
species. Special attention will be paid to the foothill yellow -legged frog (Rana boylii), a species
that was raised to a State Candidate as Threatened by the California Department of Fish and
Wildlife on July 7, 2017. We will also prepare a CEQA Biological Resources section, including, the
impacts and mitigation measures as needed. Proposed Budget $10,000.

• Task 2: Update and Prepare Cultural and Tribal Resources Sections. SMB will prepare
updated Cultural and Tribal Resources sections pursuant to CEQA and Assembly Bill AB
52. The overarching criteria for determining the significance of impacts to cultural
resources are the significance of the cultural resources themselves, as defined by the
National register Criteria (36 CFR Part 60.4). This study will consist of an archeological
inventory of cultural surveys and archeological reports, contacts with Native Americans,
as well as a cursory reconnaissance survey of the Proposed Project Area. Proposed
Budget: $12,000.
In short, SMB proposes to complete these tasks for an additional $22,000, bringing the total
budget from $147,977 to $169,977.
