HomeMy WebLinkAbout911430 ORDINANCE ,~;0. 911 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF UKIAH ADDING ARTICLE lA OF CHAPTER 4, DIVISION 1, OF THE UKIAH CITY CODE, ESTABLISHING THE CULTURAL ARTS ADVISORY BOARD, AND AMENDING ARTICLE 1 OF CHAPTER 4, DIVISION 1, OF THE UKIAH CITY CODE, REGARDING PARKS, RECREATION AND CULTURAL ARTS COMMISSION. The City Council of the City of Ukiah does hereby ordain as follows:. SECTION ONE. Article la is hereby added to Chapter 4 of Division 1 of the Ukiah City Code to read as follows: Article la - Cultural Arts Advisory Board Section 1010 - Creation: There is hereby created a Cultural Arts Advisory Board. This advisory body shall report to the City Council for the City of Ukiah, California. Section 1011 - Membership; Appointment: Said Advisory Board shall consist of nine members who shall be appointed by the Mayor with the approval of the City Council. There shall be four members at large with five members representing the Grace Hudson Museum Endowment Fund, Sun House Guild, the Ukiah Civic Light Opera, the Ukiah Symphony, and Ukiah Community Players Theatre. A recommendation for appointment shall be provided by a majority vote of the Board of Directors of each respective entity acting at a duly called meeting according to the Bylaws of the organization. Section 1012 - Term of office; Vacancies: Ail appointments to the Advisory Board shall be for a term of three years. Appointments to fill vacancies during a term of office shall be filled as provided in Section 1011. Reappointments to the Advisory Board shall be pursuant to Chapter 4, Article 5, of the Municipal Code of the the City of Ukiah. Section 1013 - Duties and Powers of the Advisory Board: The Cultural Arts Advisory Board shall have the power and duty to recommend and advise on: (a) Policies to be adopted and enforced for the master planning, operation, and management of the Sun House/Grace Hudson Museum. (b) Policies to be adopted and enforced for the operation, use, and management of all cultural arts activities and facilities. (c) Policies for the planning of cultural arts programs for the community, promote and stimulate public interest therein, and to that end, solicit to the fullest extent possible the cooperation of school authorities or other public or private agencies interested therein. (d) Policies for the acquisition, development, and improvement of facilities for cultural arts. 431 Section 1014 - Expenses of members; no compensation: The members of the Advisory Board shall receive no compensation, except such travelling expenses as are authorized by law. Section 1015 - Chairperson; Officers: The Advisory Board shall elect a Chairperson from among its members for a term of one year and may elect such other officers as it may determine. SECTION TWO. Chapter 4, Article 1, is hereby amended to read as follows: Article 1 - Parks and Recreation Commission Section 1000 - Creation: There is hereby created a Parks and Recreation Commission. This advisory body shall report to the City Council of the City of Ukiah, California. Section 1001 - Membership; appointment: Said Commission shall consist of seven members who shall be residents of the City of Ukiah and shall be appointed by the Mayor with the approval of the City Council. Section 1002 - Term of Office; Vacancies: No members of the Parks and Recreation Commission will lose their term of office by enactment of this ordinance. Ail appointments to this Commission shall be for a term of three years. Reappointments to the Commission shall be pursuant to Chapter 4, Article 5, of the Municipal Code of the City of Ukiah. Section 1003 - Duties and Powers of the Commission: The Parks and Recreation Commission shall have the power and duty to recommend and advise on: (a) Policies to be adopted and enforced for the operation, use, and management of all recreation activities and facilities, parks, and parkways. (b) Policies for the planning of recreation and parks programs for the inhabitants of the City, promote and stimulate public interest therein, and to that end, solicit to the fullest extent possible the cooperation of school authorities and other public or private agencies interested therein. 432 (c) Policies for the acquisition, development, and improvement of parks, playgrounds, and facilities for recreation. Section 1004 - Expenses of members; no compensation: The members of the Commission shall receive no compensation, except such travelling expenses as are authorized by law. Section 1005 - Chairperson; Officers: The Commission shall elect a Chairperson from among its members for a term of one year and may elect such other officers as it may determine. SECTION THREE This Ordinance shall take effect thirty (30) days after its adoption and shall be published as required by law.
