DEPARTMENT: Police PREPARED BY: Justin Wyatt, Police Chief PRESENTER: ATTACHMENTS: 1. Proclamation Recognizing Police Week Summary: The City Council will consider issuing a proclamation recognizing May 10th through the 16th as Police Week in the City of Ukiah. Background: In 1962 President John F. Kennedy signed a bill into law designating May 15th of each year as Peace Officers' Memorial Day, and the week in which it falls as Police Week. Each year during Police Week, communities across the United States have gathered to hold memorial services in tribute to the more than 22,000 law enforcement officers who have made the supreme sacrifice for their communities. There are currently 22,217 names engraved on the walls of the National Law Enforcement Officers Memorial in Washington D.C., including the names of local law enforcement officers killed in the line of duty. There were 135 law enforcement officers killed in the United States in 2019, and thus far in 2020 forty-two officers have lost their lives while serving their communities. Discussion: Currently more than 900,000 law enforcement officers proudly serve their communities across the nation, including the dedicated officers of the Ukiah Police Department and in Mendocino County. To honor fallen officers since 1982, the Annual National Peace Officers Memorial Service is held May 15th at the U.S. Capitol, in Washington D.C. This day is designated as Peace Officers' Memorial Day in recognition of the fallen officers and their families. For the first time in 39 years, due to health concerns and travel restrictions across the country, the public events of National Police Week 2020 have been cancelled. The fallen officers of 2019 are deserving of all the honor they would have received during those public events. The City of Ukiah Electric Utility Department and Building Maintenance Division has arranged for the exterior of the City of Ukiah Civic Center to be accented in blue lighting throughout the week in commemoration of Police Week, as the color blue has been long associated with those charged with maintaining order during unrest. As May 15th is designated as Peace Officers' Memorial Day in recognition of the fallen officers and their families, U.S. flags should be flown at half-staff. The proclamation recognizing May 10th though May 16th as Police Week in Ukiah, is attached. Recommended Action: Present Proclamation. ATTACHMENTS: None Summary: The City Council will receive a status report and consider any action or direction related to the Novel Coronavirus (COVID-19) Emergency including operational preparedness and response; continuity of City operations and services; community and business impacts; and any other related matters. Background: On March 4, 2020, California Governor Gavin Newsom declared a State of Emergency in California in response to the COVID-19 pandemic. The County of Mendocino declared a State of Emergency related to the COVID-19 on March 4, 2020. On March 17, 2020, the City Manager acting as the Director of Emergency Services declared the existence of a local emergency. On March 18, 2020, City Council approved a Resolution ratifying the proclamation declaring the existence of a local emergency. Since the onset of the emergency, the City of Ukiah has worked to respond to the public health and safety needs of the community in cooperation with the County of Mendocino and other partners. The local response for public health is lead regionally by the County of Mendocino and the County's Public Health Officer. In addition, the City of Ukiah has worked to maintain the continuity of public services including public safety, water, sewer, electric, airport, public works, and other essential activities. Discussion: As the coronavirus "COVID-19" continues to evolve, the City of Ukiah continues to monitor the situation and respond to emerging needs of the community. The City is in continued contact with local and state agencies, as well as community partners, hospitals, schools, and neighboring cities to ensure we have the most updated information pertaining to COVID-19 and are coordinating efforts. Reports and/or information from the City of Ukiah's Emergency Operation Center (EOC) will include: * Emergency Operation Center (EOC) Status * COVID-19 Case Updates * Public Information Officer * Medical Services Page 1 of 2 Page 6 of 7 * School/Education * Public Safety (Police/Fire/EMS) * Shelter in Place Monitoring and Compliance * Community Service Groups * Homeless Response * Business Impacts/Services * Public Infrastructure/Construction Status * City Finance * Recovery Efforts and Planning * Other Related matters Staff will provide a status report to City Council and will seek direction or action on operational preparedness and response; continuity of City operations and services; community and business impacts; and any other related matters.
