ORDINANCE NO. 877
AN ORDINANCE OF THE CITY COUNCIL OF THE
CITY OF UKIAH ADDING SECTION 3035 TO THE
UKIAH CITY CODE TO REQUIRE ELEVATORS IN
CERTAIN MULTISTORY APARTMENT BUILDINGS
RENTED EXCLUSIVELY TO SENIOR CITIZENS.
The City Council of the City of Ukiah ordains as follows:
SECTION 1. FINDINGS.
The City Council of the City of Ukiah ("City") finds that:
1. There exists within the City of Ukiah a need for affor-
dable housing designed to meet the unique needs of the elderly.
2. Due to the unusually hot summers in Ukiah elderly
citizens who must climb stairs as the exclusive means of access
to their apartments run a significant risk of injury and sudden
illness. These unique climatic conditions reasonably require ad-
ditional building code requirements in the City of. Ukiah for
senior citizen housing which requirements are not now Dart of the
State Building Standards Code. '
3. This ordinance that requires elevators in all apartment
buildings of 25 units or more rented exclusively to senior
citizens which are two or more stories is reasonably necessary
because of the uniquely hot summers experienced in Ukiah.
SECTION 2. ADOPTION OF NEW SECTION 3035.
A new section 3035 is hereby added to the Ukiah City Code to
read as follows:
Section 3035. Elevators required in larqe senior citizen
apartment buildinq~.
A. Definitions. For purposes of this section:
1. "Large senior citizen apartment building" means a
multiple dwelling (as defined in section 9290) containing twenty-
five (25) or more dwelling units (as defined in section 9293)
rented exclusively to senior citizens which buildina contains two
or more floors or stories. '
2. "Senior citizen" means a man or woman 62 years of
age or older. -
B. Elevators required.
Elevators shall be installed in large senior citizen apart-
ment buildings subject to building permit applications submitted
on or after the effective date of this ordinance. Said elevators
must provide access to all apartments not located on the ground
floor of large senior citizen apartment buildings.
SECTION 3. PUBLICATION AND EFFECTIVE DATE.
A copy of this Ordinance shall be published as provided by
law and shall become effective 30 days after its adoption by the
City Council.
