Dear_ Citi_z~s,
I am running for a seat on the City Councit for the City of Ukiah. I am an Airport
Commissioner and a small business owner, married with three children, living in this
wonderful city.
It has become apparent to rue that the c~ City C~il is mm coneem~ W~h their
own personal agenda than solving our common community problems. I promise to be a
voice for alt.
This great town has been neglected for the past two years while problems as traffic, gang
warfare, tmmetessness, and agg~-~ssSwe panhandling, am tatting plac~ in our str~s. The
impacts of county services on the City of Ukiah must be discussed as well as a regional
water plan that is inclusive of all water districts in'the Ukiah Valley.. I will open a dialogue
with the County Supervisors to address those issues.
The growth of tt~ L,~iah is a concern to alt of us as is the quality- of life-to which we've
become accustomed. I'll be a strong advocate for smart growth, and a safe community so
that our children are secure and our city may prosper. I ask for your support.

I grew up in Ukiah, graduated from Ukiah High and Chico State University. I have se.wed on
the Grand Jury, Overall Economic Development Plan Committee, City of Ukiah Planning
Commission, and the Board of Directors of local non-profits. Since 1997 1 have setwed on the
Mendocino County Planning Commission.
Each Councilmember is responsible to fully prepare for each meeting, fairly consider differing
points of view, treat each person, application or concern with respect, and make fair and
balanced deciSions that are in the community interest.
With intelligent planning and leadership we can encourage economic development; protect
prime agricultural land and the environment; facilitate housing development for all income
levels; reduce urban blight; and maintain our "small town" quality of life. I support stable
funding for public safety, and urge everyone to vote "yes" on Measure N.
Instead of stamping brick patterns in the streets, the City should seek to improve traffic flow,
resolve the issue of the Palace Hotel and encourage the railroad to properly maintain its
property. Now that the shelter is open, the transient population should be encouraged to seek
help or comply with existing laws.
I ask for your support. Together we can make a difference.

Mr. Mayor and Council Members:
As you consider the candidates to replace Council Member Andersen, you must again review the
criteria for the appointment. From previous Council discussions, there is no clear picture of what
qualifications you will consider.
My background working in government at county and special district levels in addition to city
government provides a perspective of how each level of government functions. Current
challenges facing the Ukiah valley require cooperation between the City of Ukiah and other
governments of the valley. I will work for reasonable solutions that provide the best future of
our community. As the recently retired City Finance Director, I understand the City budget and
the operations of City departments.
Unless the final tally changes the outcome of measure "N", financial issues will be at the
forefront of Council topics. With ten years of Ukiah budget development, no other candidate is
as qualified to understand the revenues and expenses of the City. The effective government
moves from identifying, listening, studying and analyzing to action in a reasonable timeframe.
My interest in completing tasks assists me to move to the action step as quickly as possible
without stagnating on the rhetoric. I will work to keep the governmental process moving
forward making Ukiah an even better place to live.
As an involved community member, I've volunteered with community-based organizations
providing services to the homeless, to victims of domestic violence and food to the hungry.
As a small business owner, I've experienced the difficulties of establishing and growing a
business. After virtually shutting down the business when my wife was called to active duty
with the Air Force in Iraq, I'm working to rebuild our business. Faced with the potential that my
wife may be called to active duty again, I understand the impact government decisions at all
levels have on our local community.
The Council must select the candidate that is best prepared to meet the difficult fiscal challenges
the City will immediately face. This candidate must also work for the best interests of Ukiah as
a whole. During the past three months, I devoted my time to completing my retirement from the
City and growing our family business. As a result my election efforts were minimal and my vote
count reflected this level of effort. As a council member, I offer my time, experience, and energy
as a voice of understanding, consideration, and reason as I ask for your consideration for
appointment to the City Council vacancy.

As your City Council member I will work diligently for a Safe and Sane Ukiah and to improve
the local quality of life.
As Director of Finance for the City of Ukiah from 1994 to 2004, I am uniquely qualified to serve
as your council member. I have experienced the many ups and downs of this community. My
combined professional, and personal experience includes over 34 years in governmental finance,
not-for-profit organizations, and private business enhances my ability to serve you.
As a small business owner, my wife and I operate Party Supplies of Ukiah and Ready, Set, Go!'
and I am well aware of the challenges government places in front of Small businesses. My
volunteer experience includes serving as past President and Vice President of the Ukiah
Community Center, and board member of the North Coast Striders.
Education: Ottawa University, Bachelor of Arts- Business Administration.
Family: Married for over 20 years, two sons, one daughter-in-law, and two granddaughters.

As we approach peak production of natural gas and oil, our community is embarking on a
new era. The forthcoming gap between demand-and-supply of fossil fuels will-severely
impact our lives. We need only remember when oil production peaked nationally in the
1970s to understand what lies ahead. The difference between then and now is there are no
more new places from which to import oil.
I believe we must be proactive to the changes ahead. I envision educational campaigns to
reduce energy consumption and vigorously transition our community to renewable
energy. We must also develop programs like community gardens and seed banks,
municipal compost production, car co-ops, equipment libraries, and localized
manufacturing of solar technology. Simultaneously, we must promote affordable and
sustainabl,., housing, better neighborhood representation on city council, and our social
capital: the arts, sports, science and education. I have the vision and experience to work
cooperatively to do this.
I have a business degree and have co-owned a family business. Additionally, I have years
of experience in public administration. I served 16 years as a human service nonprofit
executive director and am currently Executive Director of the Solar Living Institute.

Counselor at Project Sanctuary, networking with Nuestra Casa, Department of Social

RESOLUTION OF THE CITY COUNCIL OF THE CITY OF UKIAH
MAKING APPOINTMENT TO FILL THE UNEXPIRED COUNCIL TERM OF
PAUL ANDERSEN
WHEREAS, Paul Andersen was elected to a four-year term as City Councilmember
on November 5, 2002; and
WHEREAS, Paul Andersen resigned from the position of City Council member
effective October 31,2004, thereby creating a vacancy on the City Council; and
WHEREAS, the City Council met with candidates who applied for this vacancy on
November 10, 2004.
NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of Ukiah
does hereby appoint to fill the unexpired term of office on the City
Council that expires November 2006.
