Special Meeting
Thursday, May 3, 2001
The Ukiah City Council met at a Special Meeting on May 3, 2001, the notice for which had
been legally noticed and posted, at 4:00 p.m. in the Civic Center Council Chambers, 300
Seminary Avenue, Ukiah, California. Roll was taken and the following Councilmembers
were present: Larson, Libby, and Vice-Mayor Baldwin. Councilmembers absent:
Councilmember Smith and Mayor Ashiku. Staff present: City Manager Horsley, Deputy
Public Works Director Seanor, Public Works Director/City Engineer Steele, and City Clerk
Ulvila.
2. PROCLAMATION - TV TURNOFF WEEK MAY 7-13, 2001
Vice-Mayor Baldwin read a Proclamation designating the week of May 7-13, 2001 as TV-
Turnoff Week in the City of Ukiah.
Anne Molgaard, Executive Director of the Mendocino County Children and Families First
Commission, accepted the Proclamation. She explained that the Children and Families
First Commission have the privilege of dispersing the Tobacco Tax funds. Their goal is
working with children 0-5 years old for the basic health and well being of all children and
their families in Mendocino County. They receive about $1 million per year and most of the
funds go towards grants throughout the County. So far this year they have disbursed
about $500,000 and some of the funds are set aside for certain policy issues, such as TV
Turnoff Week.
3. Approval of Revocable License Agreement with Sonoma County for Limited Use
of the Healdsburg Transfer Station and Authorize City Manager to Sign
Agreement
City Manager Horsley advised that the proposed Agreement has been approved by
Sonoma County for use of Solid Waste Systems, Inc. to transport the City of Ukiah's
garbage to the Healdsburg Transfer Station until the Taylor Drive Transfer Station in Ukiah
is in operation. She explained that she requested of Sonoma County emergency use of
the Healdsburg Transfer Station for a three-month period until the Taylor Drive Transfer
Station is complete. In addition, she asked them to extend the agreement for a seven-
month period to provide for any other unanticipated delays or problems after the Transfer
Station is open. The Sonoma Board of Supervisors approved the agreement between the
County of Sonoma and the City of Ukiah on May 1,2001.
Councilmember Libby requested clarification on the agreement for no cost to the City's
ratepayers and when the agreement was made.
City Manager Horsley advised that the agreement was made with Jim Ratto of Solid
Waste Systems about one year ago, in case the transfer station was not completed on
time. The Council approved the agreement with Mr. Ratto whereby they will pack out our
garbage at no additional cost to the City of Ukiah's residents.

M/S Larson/Libby approving a Revocable License Agreement with Sonoma County for
limited use of the Healdsburg Transfer Station and authorizing the City Manager to sign
Agreement.
Councilmember Libby inquired about the plan for the self-haulers.
City Manager Horsley explained that the City has arranged for them to go to the landfill.
There will be space and drop boxes at the landfill for self-haulers. She explained that 90%
of self-haulers are from the County area. Solid Waste, Inc. met with County staff today and
is trying to get the County to allow them to open the Transfer Station when the first phase
of the construction is completed for Empire Waste trucks and perhaps the self-haulers.
Motion carried by the following roll call vote: AYES: Councilmembers Larson, Libby, and
Vice-Mayor Baldwin. NOES: None. ABSENT: Councilmember Smith and Mayor Ashiku.
ABSTAIN: None
4. ADJOURNMENT
There being no further business, the City Council meeting was adjourned at 4:10 p.m.
