If there is a matter of business on the agenda that you are interested in, you may address the Council when this matter is considered. If you wish to speak on a matter that is not on this agenda, you may do so at this time. In order for everyone to be heard, please limit your comments to three (3) minutes per person and not more than ten (10) minutes per subject. The Brown Act regulations do not allow action to be taken on audience comments in which the subject is not listed on the agenda. 3. NEW BUS]:NESS a. Joint Meeting of Ciy ITEM NO: Council & Planning Commissior DATE: September 29, 2004 AGENDA SUMMARY REPORT SUB3ECT: .10:[NT C]:TY COUNCI'L - PLANNI'NG COMM]:SS]:ON MEET:I:NG TO RECE]:VE REPORT REGARDI'NG GENERAL PLAN :I:MPLEMENTATI'ON, PR:EORTTI'ZE 2004-2005 TMPLEMNENTAT]:ON PRO.1ECTS, AND D1'SCUSS REG]:ONAL PLANN]:NG TSSUES SUMMARY: The City Council and Planning Commission conduct an annual joint meeting to discuss General Plan implementation and land use and environmental planning issues in our community. The goal of the meetings is to review progress in implementing the General Plan, prioritize implementation projects for the coming year, and discuss strategies for addressing local and regional planning issues. Attachment No. 1 to this Agenda Summary Report is a list of General Plan implementation projects Staff has been working on over the past year. The Attachment also lists suggested projects for the coming year. Attachment No. 2 provides the Council and Commission with a sample list of local and regional planning issues to help initiate discussions. RECOMMENDED ACiION: Conduct joint meeting, receive report regarding General Plan implementation, prioritize implementation projects for the coming year, and discuss strategies for addressing local and regional planning issues. List of local and regional planning issues APP Manager GENERAL PLAN ]:MPLEMENTATI'ON 2003-2004 Attachment ~ There are nearly 500 implementation measures contained in the Ukiah General Plan. While some are project specific like establishing Creek Master Plans, many are implemented on a daily basis and are considered ongoing and routine. Many of the ongoing and routine implementation measures pertain to and provide direction for the review of development proposals. For example, OC-22. l(a), states, "When reviewing proposals for development, require that all valley oaks on the project be identified, and ensure that all reasonable efforts have been made to protect the trees." Planning Staff accomplishes this as a routine task when reviewing proposed development projects. Specific Implementation projects that we have been working on over the past year include: 1. The Sign regulation revisions 2. The Hillside zoning regulation revisions 3. The Doolin Creek Habitat Enhancement and Public Access Plan GENERAL PLAN :I:MPLEMENTAT]:ON 2004-200S Staff will continue to implement the routine and ongoing implementation measures during development proposal review and as otherwise directed in the General Plan. Staff anticipates completing the revisions to the Sign and Hillside regulations, and adoption of the Doolin Creek Study early in 2005. The major project specific implementation measure Staff recommends for the 2004- 2005 fiscal year is to begin implementation of the newly adopted Housing Element. 1.
