RESOLUTION OF THE CITY COUNCIL OF THE CITY OF UKIAtt DECLARING "CALIFORNIA'S FORGOTTEN VICTIMS WEEK°% WHEREAS, It is the duty of all citizens and institutions to play positive roles in improving the plight of victims of violent crime and their survivors and to restore effectiveness in the administration of justice; and 7 WHEREAS, According to the National Institute of Law Enforcm. 8 ment and Criminal Justice in Washington, D.C., older citizens in 9 this country suffer more crime than almost any other group and 10 seldom fully recover, financially, physically, or psychologically; 11 and 19. WHEREAS, The criminal epidemic has been projected as likely 18 to affect, directly or indirectly, one of every three Californians 14 in 1977, with the poor and minority citizens more likely to be 16 victims than most other groups; and 16 WHEREAS, "California's Forgotten Victims Week" is being 17 observed to provide a framework for two broadly based educational 18 programs to be simultaneously conducted in Sacramento and Los 19 Angeles during the week of April 25 through April 29, 1977; and 9.0 WHEREAS, Assistance has been solicited and is expected 9.1 from the Law Enforcement Assistance Administration, the Los An~e 9.9. Witness. Project, the Office of Criminal Justice Planning, the 9.8 National District Attorneys Association, the California District ~4 Attorneys Association, the California Peace Officers Association, 9.6 the California Sheriffs Association, the California Police Chiefs Association, the Sacramento County District Attorney's Office, 9.7 the Los Angeles County District Attorney's Office, the California ~8 Commission on the Status of Women, the California Chamber of ~9 Commerce, the California Labor Federation, the California Office 8O of Aging, and the League of California Cities, with business, 81 labor, and professional associations expected to assist; and -1- 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 2O 21 22 23 24 25 26 27 29 30 31 32 WHEREAS, The City Council desires to take this opportunity to encourage the Honorable Edmund G. Brown, Jr., Governor of the State of California to officially proclaim April 25-29, 1977, as "California's Forgotten Victims Week" NOW, HEREFORE, IT IS HEREBY RESOLVED that the City Council T extends public recognition to the observance of "Califo~nia,s For- gotten Victims Week," April 25 through April 29, 1977, and nrqes the citizens of the state to become aware of their responsibilitie~ to restore effectiveness to the administration of justice and the need to improve the plight of victims of violent crime and their survivors; BE IT FURTHER RESOLVED, That a copy of this resolution be transmitted to Governor Edmund G. Brown, Jr., and that suitably prepared copies be transmitted to the Law Enforcement Assistance Administration, the Los Angeles Witness Project, the Office of Criminal Justice Planning, the National District Attorneys Asso- ciation, the California District Attorneys Association, the Cali- fornia Peace Officers Association, the California Sheriffs Asso- ciation, the California Police Chiefs Association, the Sacramento County District Attorneys Of.fice, the Los Angeles County District At'torney's Office, the California Commission on the Status of Women, the California Chamber of Commerce, the California Labor Federation, the California Labor Federation, the California. Office of Aging, and the League of California Cities.
