RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
UKIAH IN THE MATTER OF REQUESTING THAT THE
STATE DEPARTMENT OF TRANSPORTATION APPROVE PRO-
CEDURES AND CRITERIA FOR DETERMINING A 3-YEAR
PROGRAM AND PROJECT PRIORITIES FOR THE UKIAH
AREA FEDERAL AID URBAN SYSTEM
WHEREAS, the Congress of the United States has in the Federal Aid
Highway Act of 1973 declared it to be in the national interest for federal
funds to be expended for highway projects on the Federal-Aid Urban System
and transit projects in the Ukiah Urban Area in Mendocino County; and
WHEREAS, the Legislature of the State of California has enacted
legislation creating Chapter 7, Division 3 of the Street and Highways Code,
by which federal funds may be made available for use on county highway, city
streets, and State highways and transit projects in accordance with the intent
of the federal act; and
WHEREAS, Assembly Bill 3941, enacted by the Legislature in 1974,
further implements provisions of the Federal Aid Highway Act of 1973; and
WHEREAS, the State Department of Transportation has required that a
3-year program be established for the expenditures of Federal-Aid Urban
System Funds; and
WHEREAS, before Federal Aid will be made available for Urban System
Projects within the Ukiah Urban Area of Mendocino County, procedures and
criteria for determining project priorities of the 3-year program must be
submitted to the State Department of Transportation for approval thereof.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of
Ukiah requests that the following procedures and criteria for determining
Federal Aid for Urban System Projects be approved by the State Department of
Transportation for utilization of 1973-74, 1974-75, 1975-76 Fiscal Years'
Federal Aid Urban apportionments.
1. The City Council hereby recognizes the Ukiah Federal Aid Urban
Area Selection Committee, hereinafter called the Selection
Committee, which consists of the Mendocino County Director
of Public Works, the Director of Public Works of the City of
Ukiah, and the District Director of the State Department of
Transportation, or their authorized representatives. In the
event that a transit agency is formed in Mendocino County, a
representative from the transit agency shall be appointed to
the Selection Committee.

Members of said committee are charged with the responsibility of
preparing a list of projects arranged in order of priority
2. Project priority recommendations shall be reviewed by the
Selection Committee for the preparation of a recommended 3-year
program with priorities based upon the following criteria:
a. Urban area-wide significance and benefit to the total urban
transportation system.
b. Transportation corridor benefit.
c. Traffic needs on the route proposed for improvement as
compared to other submitted projects.
d. Continuity of the proposed improvements related to other
segments of the system.
e. Potential for accident reduction.
f. Geometric and structural conditions to be improved by the
proposed project.
g. Benefit to proposed bus service of bus routes.
h.~ Ability of the responsible agency to program and finance the
project within the deadlines established for the use of
Federal Aid Urban Funds.
i. Environmental considerations.
3. Said 3-year program shall be subject to review by the Mendocino
County Board of Supervisors and subject to the approval of the
Ukiah City Council and forwarded to the State Director of the
Department of Transportation for approval.
4. Said 3-year program, and the procedures and criteria utilized
to develop said program, shall be reviewed and revised annually,
as needed, to include additional and/or revised projects or
revised procedures, as may be submitted by eligible agencies or
required by the Federal Highway Administration.
5. In the event that the preliminary project cost is increased by
more than 10% for any of the following reasons: -
a. Cost Update - Increased total cost due to price changes
caused by inflation or by mistakes in preliminary estimate.
b. Quantity Increases - Changes in quantity due to mistakes in
preliminary estimate or by changes in scope of project.
c. High Bids - Bid price which exceeds total of Engineer's
Estimate, or right of Way purchase price which exceeds
appraised value.
- the responsible agency shall notify the Selection Committee.
The Committee shall review the increase and forward to the City
Council with recommendations to either: Approve the increase,
disapprove the increase and revise the program, or take other
appropriate action.

BE IT FURTHER RESOLVED that copies of this resolution be forwarded to
the District Director of the Department of Transportation for approval of the
above procedure.
