HomeMy WebLinkAbout75-551 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 29 30 31 RESC'LUTION NO. 75-55 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF UKIAH URGING STATE OFFICIALS TO STREAMLINE ENVIRONMENTAL CONTROLS UNDER THE FOREST PRACTICE ACT WHEREAS, the members of the City Council are concerned that requiring Environmental Impact Reports prior to logging on private land will cause considerable delay and possibly prohibit logging of timber from smaller ownerships whose contributions to the overall timber supply situation is significant, and WHEREAS, the landowners will be put to unnecessary hardship and substantial additional expense as a result thereof, and WHEREAS, existing forest practice rules were carefully prepared after exhaustive study and input by both the public sector and professionals resulting in forest practice rules that provide for adequate and practical environmental protective measures, and[ WHEREAS, the forest practice rules, through the vehicle of the Timber Harvesting Plan, provide for both public notice and public availability of proposed harvesting operations, and WHEREAS, the additional requirement of Environmental Impact Reports places an unnecessary, expensive, repetitive and delay-producing burden on all private timberland owners. NOW, THEREFORE BE IT RESOLVED that the Ukiah City Council request the Governor, the Secretary of Resources and the 32 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 30 31 32 California Legislature recognize the Z-Berg-Nejedly Forest Practices Act of 1973 as a special act that embodies adequate comprehensive environmental protection in concert with statutes relating to Fish and Game and Water Quality protection, while at the same time encouraging tember production. PASSED AND ADOPTED this day of March, 1975. ATTEST: Mayor
