RESOLUTION NO. 75-3
RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF UKIAH APPROVING THE APPLICATION FOR 1974
STATE GRANT FUNDS (TENNIS COURTS AND SOFTBALL
FIELD PROJECT)
Whereas, the people of the State of California has enacted the "State
Beach, Park, Recreational, and Historical Facilities Bond Act of 1974 which
provides funds to the State of California and its political subdivisions for
acquiring lands and developing facilities for public outdoor recreation and
historical purposes; and
Whereas, the State Department of Parks and Recreation has been delegated
the responsibility for the administration of the program within the State,
setting up necessary procedures governing application by local agencies under
the program; and
Whereas, said procedures established by the State Department of Parks
and Recreation require the applicant to certify by resolution the approval of
applications prior to submission of said applications to the State; and
Whereas, said applications contain assurances that the applicant must
comply with; and
Whereas, said procedures further require the applicant to possess and
adopt plan showing parks and recreation lands and facilities, existing and
proposed; and
Whereas, the City's Recreation and Parks Master Plan was first adopted
by the Recreation Commission on November 23, 1971; and
Whereas, the proposed Tennis Courts and Softball field project appears
on the City's plan, is consistent with the California Outdoor Recreation
Resources Plan and is in conformity with the State Environmental Goals and
Policy Report; and
Whereas, the project must be compatible with the land use plans of
those jurisdictions immediately surrounding the project;
NOW, THEREFORE, BE IT RESOLVED that the City Council here:
1. Approves the filing of an application for 1974 State Grant assistance; and

2. Certifies that said agency understands the assurances in the application
and
3. Certifies that said agency has or will have sufficient funds to operate
and maintain the project; and
4. Certifies that said agency meets the planning requirements and that the
project is compatible with the land use plans of those jurisdictions
immediately surrounding the project; and
5. Appoints the City Manager as agent of the City to conduct all negotia-
tions, execute and submit all documents including but not limited to
applications, agreements, amendments, payment requests, and so on which
may be necessary for the completion of the aforementioned project.

AGREEMENT BETWEEN THE CITY OF UKIAH
AND THE GREATER UKIAH SENIOR CITIZENS,
INC. PROVIDING FUNDS FOR THE OPERATION
OF THE GREATER UKIAH SENIOR CITIZENS
CENTER
WHEREAS, the City Council of the City of Ukiah desires to
provide services for its senior citizens, and
WHEREAS, the Greater Ukiah Senior Citizens, Inc. is estab-
lished to provide services to seniors,
IN CONSIDERATION OF THE FOREGOING RECITALS, and in considera-
tion of the following, the parties hereto agree as follows:
1. The CITY will provide to the SENIORS the sum of $4,500.00
in four equal quarterly installments over a one year period
commencing upon execution of this agreement;
2. The SENIORS will use said monies for the purpose of
premises
operating the Senior Citizen's Center now located on the/of 319
East Perkins Street in Ukiah, California. The purposes for which
the SENIORS may spend said monies shall be those set forth as
follows:
To provide a building at 319 East Perkins Street in Ukiah
for the use of Senior Citizens as a meeting place for
formal and informal social and recreational activities,
for educational classes, for nutritional services (e.g. hot
lunches daily for $1), for the headquarters for a referral
service which attempts to put senior citizens with problems
in touch with the governmental or private agencies which can
assist in a solution, for the headquarters for a "Tele-care"
project and a Shut-in Visitation Project which keep in touch
with Senior Citizens who by virtue of age or disability are
unable to' leave their homes, and which organizes individuals
who wish to visit shut-ins in their homes and thereby provide

necessary companionship, and for the heretofore unimplemented
plan of organizing transportation for Senior Citizens;
3. The SENIORS will use their best efforts to enlist support
and funding from other governmental a~d private sources;
4. The SENIORS shall provide a written report to the CITY
within 10 days of the termination of each funding quarter describ-
ing how the prior quarterly grant was expended, what activities
the SENIORS have engaged in for the prior quarter, and describing
future plans of the SENIORS. Said report shall be subject to audit
by CITY.
5. Should the CITY become dissatisfied with the SENIORS
performance of their obligations hereunder, they shall notify
the SENIORS of such in ~.riting and provide the SENIORS with a
hearing before the City Council. At said hearing the SENIORS will
have an opportunity to present evidence to explain or rebut any
complaints or dissatisfactions expressed by the CITY.
Should the CITY remain dissatisfied after such a hearing, they
shall have the right to terminate this agreement at the end of the
next full funding quarter.
6. Should the SENIORS believe they cannot continue to
perform as promised hereunder because of funding shortages, they
may terminate this agreement upon written notice to the CITY, but
the SENIORS must either refund any portion of the quarterly funding
which they have received and for which they have not performed as
promised hereunder or continue to perform as promised until the
end of said quarterly' funding period for which they have received
funding from the CITY.
7. The period of this agreement shall be July 1, 1974, through
June 30, 1975.
8. Funds provided in each quarter shall be spent during
that quarter except with the specific approval of the City

Manager to carry funding forward.
IN WITNESS WHEREOF, the parties hereto have executed this
agreement on the date first above written at Ukiah, California.
