EXTENSION OF MAIN LINES OR OTHER PLANT FACILITIES
A. ELECTRIC'
(1) APPLICABILITY'
li~ ~City will extend its electric system along public roads and streets and
upon private property across which satisfactory easements or rights of way
have been obtained.
(2) SYSTEM EXTENSION WITHIN THE BOUNDARIES OF A SUBDIVISION OR OTHER
DEVELOPMENT TO BE SERVED'
The applicant shall provide at no cost to the City and in accordance With City
standards and specifications all trenching, backfill, resurfacing, equipment
pads and landscaping. Upon acceptance by the City, the applicant will transfer
-ownership of such facilities to the City. Conduit, junction boxes, vaults and
subsurface housings required for power distribution within the development will
be supplied by the City. Applicant to reimburse the City cost thereof. Such
costs to include an appropriate charge for purchasing and warehousing.
(a) Construction by Applicant-
Applicant shall install all conduits, vaults, equipment pads and
subsurfacing equipment with pull wires or ropes installed in all
conduit runs ready for City forces to pul~l in conductors. Prior
to backfilling or pouring of cement for equipment, or subsurface
equipment, facilities must be inspected by City electric department
representative.
(b) Construction by the City'
After acceptance of the facilities provided by the applicant, the
City will furnish and install all cable, transformers, switches and
other equipment required for the system extension. Applicant to
reimburse the City cost thereof. As used, herein, the term "cable"
may, at the option of the City, include preassembled cable-in-conduit
or direct-buried cable.
(c) Connection Charges'
Charges for connection to the system will be as detailed in Schedule 1615,
Utility Connection Charges, with full credit allowed for any oversizing
or extra facilities required by the City in order to provide for areas
beyond the boundaries of the development. Such credit will be computed
on the basis of the City's costs for the materials involved.

(3) SYSTEM EXTENSIONS OR REINFORCEMENT OUTSIDE THE BOUNDARIES OF
A SUBDIVISION OR OTHER DEVELOPMENT TO BE SERVED:
(a) Construction by City:
The City or its contractor will construct the necessary underground
facilities to deliver electric power to the development site, and
connection to ti]ese facilities will be subject to charges in accordance
with Schedule 1615, Utility Connection Charges. Applicant will reimburse
City all material costs attributed to his development as determined
by the City Engineer.
(b) Construction by Applicant:
Where mutually agreed upon by the City and the applicant, all or part
of the required system extension may be constructed bythe applicant
in accordance wi th the standards and specification of the City of Ukiah.
(c) Temporary Overhead Construction:
Based on a finding by the City Engineer under Section 3854E, Underground
Utilities, of the Ukiah Municipal Code, that underground facilities are
not feasible, temporary pole lines may be constructed by the City to
provide electric power to a subdivision or other development remote
from existing power lines until permanent underground facilities are
established. Included among reasons for such determination may be:
(c-l) Remoteness of new development.
(c-2) Uncertainty as to possible road widening or realignment.
(c-3) Uncertainty as to probable development patterns.
(c-4) Insufficient area development to warrant the expense of an
underground system.
The overhead lines ~,,~ill be replaced by an underground system at such
time as determined to be practicable by the City Engineer. All applicants
served from such lines will be subject to charges in accordance with
Schedule 1615 Utility".Connection Charges.

REPLACEI.IENT OF OVERHEAD WITH UNDERGROUND DISTRIBUTION FACILITIES
I. POLICY AN~ PRIORITIES:
The City of Ukiah Electric Department will replace existing overi~ead distribution
facilities with underground facilities for the operating convenience of the utility,
or upon~ application of an individual or group of individuals, and/or at the direction
of t~e City Council, subject to budgetary ~.consideration$,the priority schedule listed
below, and minimum project size specified in the applicable section of this rule.
The extent of tile City's financial participation in a conversion project will depend
upon ~hether the locale of the project is designated by the City Council as an area
of general public interest and benefit, or an area of primarily local public benefit,
or whether tile area fails to qualify for either of the foregoing designations.
Underground conversion in areas of general and local public benefit will be considered
in accorcance with the following order or priorities.
(1) First priority ~vill be given to overhead utility lines
along streets, roads, or rights-of-way on which major
new roadway construction or realignment will take place.
(2) Second priority will be given to overhead utility lines
along streets, roads, or rights-of-way ~vhich are estab-
lished as areas of greatest aesthetic need.
(3) Third priority will be given to overhead utility lines
along streets, roads, or rights-of-way in areas zoned for
commercial, light industrial, and limited manufacturing.
(4) Fourth priority will be given to overhead utility lines
along streets, roads, or rights-of-way in areas zoned
residential.

(5) Fifth priority will be given to overhead utility lines
which are hidden or partially hidden by surrounding tree:
foliage along streets, roads, or rights-of-way.
(6) Sixth priority will be given to overhead utility lines
along rights-of-way through the interior of blocks or
areas which have the least aesthetic need for under-
grounding.
The priority schedule shall not be construed to be inflexible.
Overhead utility lines located in streets, roads, or rights-of-way
in areas classified as areas of less aesthetic need may be included
for engineering and operating reasons in an Underground Utility
District which is primarily an area offg~rmater'aesthetic need for
und er ground ing.
II. IN AREAS OF GENERAL PUBLIC INTEREST AND BENEFIT:
The City will replace its existing overhead distribution lines
with electric underground distribution facilities at the City's
expense along public streets and roads, dn public lands, and on
private property across which satisfactory easements or rights-of-
way have been obtained or may be obtained without cost or condem-
nation by the City, provided that:
.gA) The project extends a minimum distance of two City blocks or
750 feet.
(B) The City Council has:
(1) Determined that such undergrounding is in the general
public interest. Included among the reasons for such
determination may be:
(a) Such undergrounding will avoid or eliminate an
unusually heavy concentration of overhead distri-
bution facilities or the reconstruction of,an existing
pole line to accommodate additional overhead circuits.

(b) Said street or road or right-of-way is extensively
used by the general public and carries a heavy volume
-of vehicular traffic.
(c) Said street or road or right-of-way is scheduled for
major new roadway construction, reconstruction, or
realignment.
(d) Said street or road or right-of-way adjoins or passes
through a civic or public recreation area or an area
of scenic . interest to the general public.
(2) Adopted an ordinance creating an underground district in
accordance with ~he applicable sections of Chapter 3,
Section 3800, Underground Utilities, of the Ukiah Municipal
Code, which further provides, among other things'
(a) That all existing overhead communication and electric
distribution facilities in such district shall be
removed.
(b) That each property owner served from such overhead
distribution facilities shall provide within a period
of time established by City Council and at the pro-
perty owner's expense and in accordance with the City's
applicable utility rules and regulations and schedule
of charges for underground service connections, all
electrical service facility construction and changes
on his premises necessary to receive service from the
underground distribution facilities after they are
completed and in operation.
(c) That the City is authorized to discontinue overhead
services after the period of time astablished by the
City Council for reconnection to the underground
distribution facilities has expired.

III. IN AREAS PRIMARILY OF LOCAL PUBLIC BENEFIT:
The City will replace its existing overhead distribution facilities
with underground distribution facilities along public streets, roads,
or other locations mutually agreed upon when requested by a group
of applicants or an authorized representative of a group of appli-
cants, provided that:
(A) The project includes at least one block or 600 feet.
(B) The City Council has:
(1) Determined that such undergrounding is in the general
public interest but primarily of local benefit.
(2) Adopted an ordinance creating an underground district in
accordance with the applicable sections of Chapter 3,
.Section 3800, Underground Utilities, of the Ukiah Municipal
Code, which furhter provides among other things'
(a) That all existing overhead communication and electric
distribution facilities in such district 'shall be
removed.
(b) That each property owner served from such overhead
distribution facilities shall provide within a period
of time established by City Council and at the property
owner's expense and in accordance with the City's
applicable utility rules and regulations and schednt&~,
of charges for underground service connections, all
electrical service facility construction and changes
on his premises necessary to receive service from
the underground distribution facilities after they
are completed and in operation.

(c)
The applicant or group of applicants pays 75 percent of the total
costs, exclusive of transformers and associated equipment, for the
replacement of the overhead distribution lines with underground dis-
tribution facilities in the public riqht-of-way or easement. The
City will pay 25 percent of said cost] Where the street-liehting
facilities shall be replaced in accordance with the standards and
requirements of the City, and the cost shall be included in the
total costs.
IV. IN AREAS OF INSUFFICIENT PUBLIC BENEFIT TO QUALIFY UNDER SECTIONS II. OR III'
Where mutually agreed upon by the City Engineer, and an applicant, overhead
distribution may be replaced with underground distribution facilities pro-
vided that' '
(A) The applicant requesting the change enters into an agreement with
the City to pay, in advance, a nonrefundable sum equal,, to 100 percent
of the estimated total cost df the replacement of overhead distribution
lines with underground distribution facilities in the public right-
of-way easement. '
(B) Each property owner served from such overhead distribution facilities
shall agree to provide at his own expense, within a period of time
established by the City Engineer, all electrical service facility
construction and changes on his premises necessary to receive service
from the underground distribation facilities after they are completed
and in operation.

ELECTRIC SERVICE COIINECTIONS
APPLICABILITY:
This sciledule applies to all connections to the City's electric distribution
system except those which serve street lighting or traffic signals.
TERRITORY:
Within the incorporated limits of the City and land owned or leased by the City.
GENERAL DESCRIPTION OF CHARGES:
A. Underground Systems:
The connection charge for underground residential, commercial, or industrial
service will consist of one or more of the following types of fees, where
applicable:
1. Service Connection Fee:
Where the City installs the service conductors, a service connection
fee shall be charged.
B. Overhead Services:
No overi~ead service for new construction shall be permitted except with the
approval of the City Engineer and only after a finding in accordance with
Section 3854, Exemptions of Article 6, "Undergrounding of Utilities" of the
Ukiah Municipal Code, that an underground service is not feasible, l.!here
such a service is allowed, an overhead service fee shall be charge.
C. Temporary Service:
A fee shall be charged to connect a temporary service. For an underground
service, the customer Shall furnish and install all material up to the
designated point of connection. For an overhead service, the City will
supply only the service-drop conductors from existing facilities. All
additional facilities, when required, shall be supplied and removed at the
customer's expense.

D. Replacement Service'
Where, in tile opinion of the City Engineer, replacement of service conductors
is necessary, such replacement will be made without charge except under the
following circumstances'
1. Customer wishes to change the existing service to a 125-ampere, 3-wire
service but the existing conduit is inadequate.
2. Customer ~.~ishes to change the existing service to a size larger than a
125-ampere, 3-wire service.
3. Customer or his agents have damaged the service.
4. The original installation was not installed in accordance with City
standards and the City has not accepted responsibility for maintenance.
When the City replaces a service without charge to the customer, the customer
is obligated to accept a shutdown of service during regular working hours to
achieve the replacement. The time of the shutdown shall be agreed upon as
mutually acceptable.
When the City replaces a service for the convenience of the customer during
other than regular working hours, it shall be done at the customer's expense.
CHARGES:
I. Underground Systems:
A. Residential:
These charges apply to developments in which electric metering will be
on a single-family basis.
1. Service Connection Fee:
a. 125-ampere maximum, 250-volt maximum, 3-wire,
lO0-foot maximum service length ............ $135.00
b. 200-ampere maximum, 250-volt maximum, 3-wire,
lO0-foot maximum service length ............ $165.00

For a temporary underground service, tile customer shall furnish and install
all material up to the designated point of connection; the City will provide
