HomeMy WebLinkAbout74-17 amending classification plan $ 6 ? 8 9 10 11 12 18 14 16 1'7 18 19 ~2 28 24 25 26 28 29 80 81 82 RESOLUTION NO. 74-17 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF UKIAH AMENDING THE CLASSIFICATION PLAN WHEREAS, the budget for fiscal 1973-74 calls for the reassignment of certain personnel, and WHEREAS, said reassignment requires the revision of the Position Classification Plan, NOW, THEREFORE BE IT RESOLVED that the position classification description attached hereto and made a part hereof titled "Airport Manager" and"Assistant City Manager for Planning and Community Development" are hereby approved and the City Manager is directed to add the same to the Class Plan. NOW, THEREFORE BE IT RESOLVED that the classification description titled, "Airport Foreman" and"Assistant City Manager" be deleted from the plan at such time as the incumbents of those classes retire or are reassigned. 1973. Augusn !, 1973 CITY OF UKIAH Assistant City Manager for Planning and Community Deve 1.o~oment Definition U~der administrative direction~ to be responsible for administration .of all City planning~ redevelopment, renewal and related activities, to assist the City ~.ianager in administering and coordinating municipal pro- grams and activities; and to do related work as required. Examples of Duties Plans and directs the development and administration of comprehensive and detailed physical plans, the functions of subdivision review, pro- cessing of use permits and variances, record keeping, drafting and cartography, capital improvement planning, Federal and State program administration, confers with the City Manager to ascertain City policies, drafts and recommends administrative policies and practices; performs personnel management functions such as recruitment, testing, interviewing and approval of step increases; conducts research projects and administra- tive analyses; confers with officials of agencies and organizations to coordinate actions in matters on which basic policy has bean established; may act for the City Manager in his absence or as directed. Employment Standards Any combination of education and experience equivalent to a B.A. Degree in Planning or architecture and four years of increasingly responsible professional experience in governmental planning or a related field. Knowledge of municipal planning principles, practices and techniques; knowledge of Federal and State government programs of general planning and local laws affecting planning, building construction, and zoning, ability to gather, analyze and evaluate facts'and to prepare concise and informative reports; ability to size up situations and people rapidly and accurately; ability to establish and maintain cooperative and effec- tive relationships with legislative and administrative officials, other employees~ citizen boards, and the public; ability to speak effectively in public and to present ideas orally. AIRPORT MA~NAGER August 1, 1973 Definition Under administrative direction, to plan, organize~ and direct the activities and operation of the municipal airport, and to do related ~ork as required. Examples of Duties Promotes the use and logical growth of airport facilities. Super- vises the use of airport facilities by tenants and transient aircraft; assigns tie down spaces, parking, and hangar rentals; maintains finan- cial records pertaining to' airport fees, charges, etc; enforces regula- tions pertaining to flying and public safety, assists in preparation of contracts and leases; coordinates airport construction and mainten- ance activities with the public works department; directs and assigns work to airport personnel; recommends policies to airport commission and City Manager; maintains records of airport operation for Federal, State, City, and local agencies; investigates complaints and issues information regarding airport activities. Employment Standards Education and Experience: Any combination equivalent to a B.A. degree in Business Administration or a closely related field and four years of management experience. KnoWledge and Abilities 'Knowledge of regulations dealing with general airport operations; knowledge of safety principles and practices; knowledge of servicing and storing aircraft; ability to direct the operation and maintenance of the airport; ability to maintain records and develop detailed re- ports; ability to develop and maintain good public relations.
