RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF UKIAH AUTHORIZING THE APPLICATION
AND ACCEPTANCE OF A GRANT FOR LAW ENFORCEMENT
PURPOSES MADE AVAILABLE THROUGH THE OMNIBUS
CRIME CONTROL AND SAFE STREETS ACT OF 1968
WHEREAS the City of Ukiah desires to undertake a certain
project designated Police Building and Grounds Security to be
funded in part from funds made available through the Omnibus
Crime Control and Safe Streets Act of 1968, PL 90-355, as
amended, PL 91-644, (hereafter referred to as the Safe Streets
Act) administered by the California Council on Criminal Justice
(hereafter referred to as CCCJ).
NOW THEREFORE, BE IT RESOLVED that the Mayor of the City
of Ukiah is authorized on its behalf, to submit the attached
application for grant for law enforcement purposes to CCCJ and
is authorized to execute on behalf of the City of Ukiah the
grant award contract for law enforcement purposes including any
extensions or amendments thereof.
BE IT FURTHER RESOLVED that the applicant agrees to provide
all matching funds required for said project (including any
extension or amendment thereof) under the Safe Streets Act
and the rules and regulations of CCCJ and the Law Enforcement
Assistance Administration and that cash will be appropriated
as required thereby.
BE IT FURTHER RESOLVED that grant funds received hereunder
shall not be used to supplant on-going law enforcement expendi-
tures.

This project is designed to provide maximum security to the current facility utilized
by the Ukiah Police Department (originally constructed in 1957). Project would include
remodeling of the current police headquarters lobby and fehcing of the area that currently
houses all police vehicles, auxilliary power plant and communications tower (100' X 145' X
100' X 58'). The department presently operates with only one officer assigned to station
duty during each night shift. Reconstruction and new construction as proposed would provide
adequate internal and external security of the facility during all shifts. The reconstruc-
tion of the current lobby will eliminate access by the general public to restricted areas
of the facility. (Original construction was designed with open lobby-hallway-office areas.)

Gentlemen:
In 'accord with the procedures for the preparation of environmental impact
statements, an environmental assessment has been performed on the proposed
agency action below:
This project is designed to provide maximum security to the current facility
utilized by the Ukiah Police Department (originally ~onstructed in 1957).
Project would include remodeling of the current 'police headquarters lobby.
and fencing of the area that currently houses all police vehicles, auxilliary
power plant and cormnunicatzons tower. (I00' x 145' x 100' x 58'.) ~ne de-
partment presently operates with only one officer assigned to station duty
during each night shift. Reconstruction and new construction as proposed
would provide adequate internal and external security of the facility during
all shifts. The installation of surveillance equipment and lighting in the
fenced area would permit this section to be utilized also as a minimum secur-
ity exercise area for city jail inmates. The reconstruction of the current
lobby will eliminate access by the general public to restr cted areas of the
facility. (Orig.inal construction was designed with open lobby-hallway-office
areas. )
The assessment process did not'indicate a significant environmental impact
for the proposed action. Consequently, an environmental impact statement
will not be prepared.
An environmental impact appraisal, which summarizes the a~sessment and the
reasons why a statement is not required, is on file at the above office and
will be available for public scrutiny upon request.

Gentlemen:
This environmental impact assessment has been prepared pursuant to the
California Council on Criminal Justice "Environmental Procedure Require
ments" received by the North Coast Region Criminal Justice Planning Board
on September 19, 1972.
The proposed actions of this project are as follows:

utilized by the Ukiah Police Department (originally constructed in 1957).
Project would include remodeling of the current police headquarters .lobby
and fencing of the area that currently houses all police vehicles, auxilliary
power plant and communications tower. (100' x 145' x 100' x 58'.) The de-
partment presently operates with only one officer' assigned to station duty
during each night shift. Reconstruction and new construction.as proposed
would provide adequate internal and external security of the facility during
all shifts. The installation of surveillance equipment and lighting in the
fenced area would permit this section to be utilized also as a minimum secur-
ity exercise area for city jail inmates. The reconstruction of the current
lobby will eliminate access by the general public to restricted areas of the
facility. (Original Construction was designed with open lobby-hallway-office
areas. ) ~
An appraisal of the .environmental impact of this project gives the project
director reason to believe that there will be positive advantages, if there
is to be an impact at all. Considering noise levels, aesthetic, and historic
or recreational aspects of this project's impact, there will be negligible
effect upon the environment. The ecological balance of land or water areas,
or living patterns of non-human species will be unaffected by the activities
of this project.
Except as this assessment of environmental impact contributes to law enforce-
ment awareness, it is concluded that there will be no environmental impact.

28. Budget Narrative: Begin below and add as many continuation pages

Closed-circuit television camera, monitor and installation; and remote
door latch for lobby area.

Camera will be outdoor, weatherproof, total darkness-low light unit' with
silicon diode and ~-inch wideangle lens, 12.5 mm, F/1.4. Monitor will
b'e 17-inch, all transistorized with frequency response of 10 Mz and
resolution of 800 lines. Lobby area lock will be an electric strike model
with 'Push-button buzzer to release door.
Cost estimate for the equipment was ma. de by recognized electronics firm.
Bids will be called by the City Purchasing Officer, with the contract
awarded by the City Council.
25. SUPPLIES AND OPERATING EXPENSES
Secure lobby (construction)
= 3,000
This will include relocation of some counter space, installation
of walls, installation of tempered, laminated security glass
business windows and installation of ventilation screen.
Cost estimate is by city personnel and private contractors.
Bids will be called in the manner described in the equipment budget
narrative section.
install floodlighting (construction)
= 2,244
This portion of the project will be carried out by city electrical de-
partment construction crews. Actual cost will be charged against the
cfty budget cash item for this project. The City of Ukiah operates
the electrical utility for the city, and as such, does not subcontract
items of this type. This item will include two, 30-foot poles, two
1,000-watt mercury vapor lights; necessary switches, conduit; wire
and labor to install. ~
Cost estimate was made by the city electrical department.
Fence antenna tower (construction)
This item will include 8-foot fencing, or sheet metal, around
base of the tower.
Cost estimate is by a local vendor.
Informal bids will be taken by the Purchasing Agent.

32. PROBLEM STATEMENT
Physical aspects in the design of the Ukiah Police Department and jail leave
that department open to the possibility of attack and theft.
The police building is constructed in such a way that p~rsonnel cannot view
the parking and equipment area at the rear. In that location, presently open
to access by the public, are the emergency power generator, the radio antenna,
out-of-service patrol cars, and parking for police personnel, all subject to
sabotage.
The department has been the subject of bomb threats in the past. One arrest
and conviction resulted. The department recently was the subject of movie
filming by suspicious persons unknown. When approached by an officer, the
film maker fled.
There have been incidents of theft of city-owned equipment (parking meters)
and articles from vehicles parked at the rear of the building.
The lobby of the building is designed so that the general office area is
separated from the public only by a counter. Corridors to interior offices
are readily accessible. The department operates with only one officer assigned
to station duty during night hours. Proper facility planning would have elim-
inated the vulnerability created. Estimates are that between 40 and 50 members
of the public use the lobby area daily.
33. APPROACHES CONSIDERED
(Not applicable. This project is contained in the 1973 North Coast Region Plan.)
34. PROJECT 'OBJECTIVES
Provide a secure working environment for the staff and operating station
house equipment of the Ukiah Police Department by:
A. Providing remote television monitoring of rear yard; and security devices
for vulnerable exterior equipment.
B. Providing security barriers, locking devices and other security measures
between public lobby area and departmental operating and jail areas.
35. METHODOLOGY
A. Description of proposed approach
A survey of the security vulnerabilities of the Ukiah Police Department
has been made by department personnel. This information will be developed
into construction and equipment plans and specifications satisfactory to
the Chief of Police. Bids will be called for construction and necessary
installations, followed by bid opening, award of contract, and performance
by contractors.

cedure. Item c, being minor in nature, will be the subject of informal
bids solicited by the Purchasing Agent.
3. Construction and installation of equipment -- this will be accomplished
in accordance with the contract awarded the low bidder. Time required,
estimated at 180 days after award of contract.
