RESOLUTION NO. 73-31
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
UKIAH ADOPTING REVISED ELECTRIC SERVICE RATES
AND CUSTOMER SERVICE POLICIES RELATING TO
ELECTRIC SERVICE: EFFECTIVE DATE: REPEAL
OF PRIOR SCHEDULES
The City Council of the City of Ukiah does hereby RESOLVE:
That the schedule of electric service rates and changes in customer
service policies attached hereto, be and the same are hereby adopted as
the applicable rates and policies of electric service for the City of Ukiah.
Said schedule shall become effective at 12:00 a.m., on the 8th day of
February, 1973, and shall continue until modified, amended, or repealed.
All prior rate schedules or service polices in conflict herewith are re-
pealed upon the effective date of this resolution.
PASSED AND ADOPTED this 7th day of February, 1973 by the following
roll call vote:

1. PURPOSE: ]n accordance with your C~tyas obje, ctive of pr. vid;nc the best
possible service at the lowest possible cost consistent w~th sound business
principles, it is the intent ar~,d purpose of the Service Potic[es to insure
that all customers of the City receive ~form end equitable com~derat~Ono
2. SCOPE: These Service Policies ~re a p~rt of ell or~l or wr~tte,~ contracts
for delivery of electric energy. They ~re equ,~lIy b~nding o~ your &~ty
and its customers. Copies of these Service Policies shall be available
for inspection at al,! t~mes in the off'ice~ of your C~,ty Hail.
3. REVISION: These Service Policies may be rev]sed~ amended or otherwise
chan~ed at any time by ac~o~ of your City Council. These Service Policies
can~'~;~l and supersede a~ previous ~les a~:d R~egulat~on~ or Service Po~c~eso
4. CONFLICT° tn case of conflict between any prov~s~ons of the rate schedule~
and these Service Policie$~ the provisions of the rate schedule shall app]yo
DEPOSIT: Your City may require cash or' other acceptab~.e co! lateral as a
guarantee of payment of bil~s for electric serv~ce~ ~n any amour~t but ,not
less than five dollars ~$5.00) o ~n the c~ase of c~stomers who have pre®
viously established satisfactory credit with the C~t¥'~ your City may~ in
its discretion~ waive collection of a deposit.
Upon term[natlon of service and payment of accounts in ful~ the c~stomer~s
deposits will be refunded. The customerOs deposits may be refunded st any
time in the discretion of the City° '
6. B;LLINGo Bills will be rendered monthly e~d are due and payable on re-
ceipt. Failure to receive a bitl w~11 not release the customer from
obligation of payment.
If service is connected not more than 7 deys before the route reading date,
~ separate bill for this period w~ll not be rendered but these read~,ngs
· ,~,;;!1 be included with the readings of the mext regular bill:ng.
'i'i'~: opening and closing bill for a fractional billing per~od may, at the
opt;on of the City, be calculated on the basis of a thirty day per~od.
Your City reserves the right to read the meter for a final b~ll within a
t~.~o workin9 day period from the time requested by the customer°
S~!{R;~'~C:~: CHARGES: Whenever service has been d~sconnected for fraudulent
use, or non-compliance with the Service Policies, or whenever a service
.:'~!! is necessary to collect an amount~ or to d[sconnect for nora-payment,
a service charge of three dollars ($3.00) may be made~ ~f service call is
mad=, during regular working hours. ]f service c~11 is made outside of
re ,:'i~-~r working hours, the charge may be the actual cost of labor, trans~

8. APPLICATION FOR SERVI_C_[E: Each prospect)ye customer requesting electric
service sha)) sign the City°s standard form of application for service, a
copy of which is attached hereto amd ~ncorporated herein by reference, and
supply the City with information relatlng to )oad~ voltage, phase, the
manner in which power wi)l be utilized~ amd credit reference, Large indus=
tria) or commercia) contracts may be written on a specia) ,form, and shall
contain such provisions and stil~ulat~oms as may be necessary or desirable
to protect the interests of both C~ty and Customer.
In every case the person s~gning the application whal) be personally re-
sponsib)e for all charges incurred, Where the person signing indicates in
the application that he is doing so as agent of another, acceptance of
service by the named pr)nc)pa) sba)) conclusively establish such agency and
shall render such principal jointly and severally responsible with the
person signing for all charges [ncurredo
)n the absence of a signed agreement or appJicat)on for service, the
delivery of service by the City~ and ~ts acceptance by the customer shal)
be deemed to constitute an agreement~ and acceptance of the City Service
Poi icies,
DiSCONTiNUANCE OF SERVICE BY CITY: Your City may refuse to connect or may
discontinue service for vjolat~o~ of ~ny of [ts Service Policies, or for
failure to pay charges for electric service when due, or for violation of
r~te schedule or contract provis[ons~,, or for theft, or illegal diversion of
current. The discontinuance of service for any of these causes does not
release the customer from his obligation to pay for energy received, or
charges specified ~n any existing contract.
Your City may also refuse to serve loads of a cha~'acter which, in its
opinion, are detrimental to the service being rendered to other customers.
10. CUSTOMER'S W~R~NG AND EO.U~PMENT: ~t shall be the customer"s responsibility
to provide suitable protectiVe equipment such as fuses, circuit breakers
and relays adequately to protect his equipment. ~f three phase equipment
is used, it shall be the customerOs responsibility to protect it against
phase failure, also under and over voltageo Your City will take all reason-
able precautions to prevent phase failure or abnomal voltage variation
but cannot guarantee that such conditions may not occur, due to circumstances
beyond its control.
The customer's wiring shall be in accordance with the editions of the
National Electric Code and the Uniform Electric Code presently adopted
and in force as part of the Ukiah City Code and such revised, modified or
subsequent editions thereof which may from time to time be so adopted.
Your City reserves the right to refuse or discontinue service to customer's
equipment or where such equipment is Jn hazardous condition, or not in
cor~Formity with lawful codes and local regulations°

TP.e customer shall be solely responsible for the maintenance and safety
of his wi ring and equipment and the City shall not in any w~y be liable for
accident, or damages, occuring to the customer or to third parties because
of contact with or failure of any portion of the customer°s i~stall~t~o~o
11. CUSTOMER'S RESPONSIBiLiTY FOR CITY~S PROPE~BTY: ~t shall be the responsi-
bility of the customer to take all reasonable and proper precautions to prevent
damage to your City's property on his premises. Th~s shall ~nclude meters~
instruments, transformers~ services~ and connections~ and any other equipment
installed by and remaining the property of the Cityo ~n the event that the
City's property is damaged because of the customer's negligence~ the C~ty
may collect from the customer the cost of repairs or replacement.

~s detrimental to the service of other customers of the City~ such as welders,

X~ray apparatus is separately served it shall be classed as power
equ'ipment and service wi l l be rendered in accordance w~th the rates for~ml~W~la

21. METER READING: Meters shall be read monthly° Your City ~1!~ as hearty

nor shall the total load controlled by a single thermostat exceed th~s
amount. If a central electric heating plant is us~d~ the he,at,rig ~leme~ts
sh~l be so controlled that not to exceed 30 amperes is connected or d~$~

26. POINT OF DELIVERY: The point of delivery ~s that point on the consumer"s

customer, or his electrical contractor, to advise the City of h~s service

tion is not desirable, the customer shall furnish and install a suitable

to service of a temporary nature~ and to operations of a speculative

following conditions:
1o The applicant for s~ch ~emporary service shall be required to pay

quired by standard practice°
32. RELOCATION OF' POLES OR [QUg?~ENTp~T___C_IU.~OM_ER REQUEST: ~n the event any
customer requests h~s delivery point be moved to a new location on an
existing structure~ the C~ty will remove and reconnect its service drop
at the new delivery point without cost to the customer provided the service
so relocated does not exceed 150 feet in~ length, or at option of the City
the leng~ may be restricted not to exceed 120 feet, and provided no pole

equipment to increase the power factor of any such devices to r~ot less than
90 per cent.
37. ROOMING AND BOARDING HOUSES: Rooming and boarding houses shall be served at
the commercial rate, If more than 50% of the total m~umber of sleeping
rooms in the house is available to roomers on a recital b~sis or if the house
is licensed as a place of business, the commercial rate shall apply. ~f not
more than three rooms are available for re,~t, 'it shall not ~e recognized as
a rooming house and the residential rate shall apply.
A boarding house Is defined as one which serves more than three guests~ or

8. SCHEDULE 1608 -.!, 22 3~..OU. TDOOR LIGHTING SCHEDULE: It is proposed
that these rates be increased 5% and to eliminate the schedule for
incandescent lamps. Due to the greater light output and less main-
tenance of Mercury Vapor Lamps, we have discouraged the use of the
incandescent lamps. There are no customers on the incandescent
rate. Incr~ase in annual revenue would be approximately $450.
The outdoor lighting schedule has proven to be a very effective
program for the City in providing off peak demand as ~ell as
assisting lighting dark areas for better police surveillance. We
recommend that the City return to its original policy of making
this service available without the contract requirements imposed
in 1969. We believe the experience with this program justifies
the encouragement of it, and that the City is adequately protected
from loss by the investments which the o~ner also must make in
most lighting installations.
9. CHANGES IN CUSTO?IER SERVICE POLICY: The following changes are
recommended:
(a) Section 13, Paragraph 2 - Proposed to change X-ray service
~from Power Schedule 1605-1 to General Service, Schedule 1602.
Required since the power schedule is proposed to be eliminated.
(b) Section 19 and 22 - Increase charge for unnecessary service
calls and meter tests from $3 to $5. This will reflect more
nearly the actual cost to the City for these calls.
(c) Section 29 - This entire section should be changed as follows:
Your City encourages underground services whereever feasible.
Due to the changing requirements and facilities for such
service, it is recommended that you contact the City Electric
Department to plan and coordinate all underground services.
(d) Section 30, Item 1 - It is recommended that the change for
temporary service be increased from $20 to $25. This change
is required to reimburse the City for added costs in this ser-
vice.
(e) Section 30, Item 5 - Delete the word :'Commercial" in the
schedule title. This will conform to the change in the
General Service Schedule 1602.
(f) Section 38 - It is recommended that this section be changed
to read "Your City will render individual service to trailers
· at residential rates". This change will conform to currently
accepted practices for trailer courts and mobile home parks.

APPLICABILITY:
Applicable for service to outdoor lighting instal'lations on private property
for incandescent filament or mercury vapor lamps~ ~here the City usually owns and
maintains the entire system.

Schedule 1. Steel Standards-City owned and maintained- Where the customer installs
the base, conduit, and wire to City specification, the City will provide and install
the standard and maintain the entire system.
Schedule 2. Wood Poles-City owned and maintained. Where a wOod pole is installed to
support the light. Service to lights on this schedule will normally be by overhead
conductor. Where additional poles must be installed to support the service conductors
an additional charge of 50 cents per pole per month will be made.
Schedule 3. Existing City wood poles-City owned and maintained. Where an existing
City pole can be used to mount the lighting facilities.
SPECIAL CONDITIONS:
1. Billing: Service rendered under these schedules will be billed monthly.
2. Lamp Servicing and Relocations: Upon receipt of notice from customer of
failure of light to operate as scheduled, the City will within a reasonable period
of time, make the necessary repairs.
The City will, at customer's request, relocate existing outdoor lighting
service equipment, provided customer reimburses City for the net expense to City
incurred therewith.
3. Type of Service: The City will supply alternating current, 60 cycle,
single phase, at voltage specified by the City. Lamps shall be controlled to burn
from dusk to dawn each night so as to give apporximately 4100 hours of lighting
service annually.
