RESOLUTION NO. 73-19
RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF UKIAH ADOPTING AN INTERIM
OPEN SPACE PLAN
WHEREAS, the Government Code requires adoption of an open
space element by June 30, 1973, and
WHEREAS, the Ukiah General Plan does not include an open
space element, and
WHEREAS, General Law cities are required to adopt Interim
Open Space Plans for submittal to the Resources Agency,
NOW THEREFORE BE IT RESOLVED that the attached Interim
Open Space Plan for the City of Ukiah be attached hereto and be
made a part hereof and
BE IT FURTHER RESOLVED that the Interim Plan is hereby
adopted by the City Council.,/

INTERIM OPEN SPACE PLAN
City of Ukiah
The City of Ukiah general plan was last revised in 1961. The City
Manager has requested authority to recommend to the City Council a pro-
cedural summary of the steps required to bring about a complete review
of the general plan document. The general plan will be scheduled for ..
final adoption prior to June 30, 1972 and will include an open space
elemant. The schedule for general plan preparation is:
October 1 - November 1 Solicit and review Consultant's proposals
for general plan preparation assistance.
Citizens committee selected.
November 15, 1972 - Citizen's Committee appointed
Planning Consultant named
March 15~ 1973 ~ Consultant's final report to Citizen's Committee
May 3, 1973 - Committee final recommendation to Planning Commission.
June 7~ 1972 - Planning Commission recommendation to Council.
June 20, 1972 - Council adopts General Plan'
Open space resources currently in public ownership will be inventoried
by City staff. The Citizen's committee and Consultant will review these
findings along with open space requirement standards to be developed by the
Consultant and Citizen Committee. The committee will also evaluate existing
vacant and agricultural lands to determine if they should remain as open space
lands. '.
The City .Council hereby approves the following as goals and policies
to guide the preparatipn of the Open Space Element.
1. All land currently in public ownership shall be evaluated to
determine if they should remain in public ownership.
2. Lands designated as open space should be improved t9 maximize
their recreational use wherever such development would be con-
sistent with preservation of open space values.
3. "The open space plan should seek to prevent intrusion of sub-
divisions and other uses into prime agricultural areas"* ~

4. An evaluation should be made of all existing vacant and agri-
cultural lands to determine if they should be designated open
space lands.
5. High natural hazard areas should be identified i.e. areas prone
to landslide, earthquake, flooding, mudslides, etc. and evaluated
for inclusion as part of an open space area.
