RESOLUTION OF THE CITY COUNCIL OF THE CITY OF UKIAH
GRANTING PERMISSION TO UKIAH-MENDOClNO LIBRARY TO
APPLY FOR PUBLIC LIBRARY DEVELOPMENT ACT FUNDS AND
APPROVING THE PLAN CF SERVICE NEEDED FOR THAT APPLICATION
WHEREAS, the State of California has adopted the Public
Library Development Act, and
WHEREAS, that act provides for establishment grants to be
paid to libraries which enter a library system, and
WHEREAS, Ukiah Public Library and Mendocino County Library
have entered into a contractual arrangement as Ul<iah-Mendocino
Library, and
WHEREAS, the aforesaid libraries meet the necessary quali-
fications as set forth in the Public Library Development Act
due to their membership in the North Bay Cooperative Library
System
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the
City of Ukiah, that the following Plan of Service is hereby
approved and the Library Director of the Ukiah-Mendocino Library
is authOrized to make application for Public Library Development

l) .Selection of Haterials - Responsibility for the selec-
tion of all' materials for 'the 'Ukiah-Mendocino Library will lie
with the Library Director. The professional staff at headquarters
will assist her by making specific recommendations and by
judicious weeding and rep'lacement.

placement lists developed by San Francisco Library are used as
much as possible.

3) Organization and Physical Preparation of Materials -

but this amounts only to a minor number; when this becomes
necessary, headquarters does this for all outlets.

5) Reference and Research Service - The professional staff
from both City and County buildings has already been integrated
to handle reference and research in a continuous, smooth opera-
tion. Requests not immediately filled on the bookmobi ]e or at
the Fort Bragg branch are transmitted to headquarters by d pli-

6) Interavailability, of Materials and Information - Head-
quarters has a master shelf list which shows the location of
books. All materials are made available on an equal basis to
all residents of the service area. (The entire County except
?ii 1Ii ts and Point Arena). Every effort will be made to draw
the latter two also into the system at the earliest possiO]e
time. Telephone and mail communication of requests is done on
a regular basis as is delivery of materials.

County is just being started for, which a state grant has been
awarded in the amount of ~;454-.

12) S_ystem-wide Services -
a) Ukiah-Menclocino Library will continue its
status as a state depository of documents,
b) The l ibrar'y plans to augment its German
collection and to develop a Finnish and a Portuguese
col lection.

material. Ukiah Public Library owned a tape-recorder
prior to July 1, 1968.

iately at headquarters for children for whom it is
feasible to reach that outlet. As the system develops,
an attempt wi]] be made to instigate similar programs
at other out]ets.
13) Provisional Eli_qibility of Sy.stem- We qualify under
' Section 27131 of the Education Code as part of a qualifying
!system, namely, North Bay Cooperative Library System
