An application for variance having been duly presented
and filed, the Planning Commission of the City of Ukiah
having duly held a public hearing, taken evidence, and made

City of Ukiah, having duly considered the recommendations
of the Planning Commission;
The City Council hereby finds that the proposed variance
is in harmony with the general purpose of the Zoning Ordinance
of the City of Ukiah and meets the conditions thereof; and

We have reviewed the application in questionnaire furnished by Applicant
and wish to make the following observations and recommendations:
0BSERVATI 0NS:
l) The Applicant's proposed plot plan contemplates 55 trailers.
No setback is provided from adjacent properties or from
Leslie Street.
2) The Variance requested is for the same property for which a
previous variance was granted for a convalescent hospital.
This Variance has now expired.
3) A variance was '~ alSo~ grmuted to the Elks Club on property
across Leslie Street to the east.
$) To the south of the proposed Elks Club Development is an
apartment complex approximately opposite the proposed entrance
to the Park.
There are adequate utility facilities available to service the
proposed development. Street Improvements are now constructed
except for sidewalk. The Applicant does not propose construc-
tion of the sidewalk.
6) A "wire fence" is proposed around the property. No special
treatment for landscaping or screening is proposed in him
application.
7) CM Zoning requires a $0 foot setback in the front area together
with special landscaping and fencing. Side and rear yards
require 15 foot setbacks.

From our review of the application we have made the following con-
clusions:
l)
The dimensions of the property makes its development under
the CM Zone difficult, and special consideration may be
warranted due tothe setback requirements.
In our opinion, mobile home park usage is generally compatible
with present uses in the area provided a good development is
constructed and would not adversely affect property values in
the area.
Applicant has proposed a maximum usage of the property with no
proposal in his application to screen, landscape or otherwise
enhance the appearance of the development from the street or
adjacent properties°
In view of our studies, we recommend the following:
We recommend that if the Planning Commission after public
hearing finds the facts to favor granting the requested
variance that the following minimum requirements be made a
part of any variance which may be granted.
b)
Standard Conditions 1 through 9 with the exception
that additional time may be permitted for stage
construction upon approval of the Planning Commission.
The 40 foot front setback area be reduced to 10 foot
along Leslie Street with sui'table landscaping planted
and maintained therein during the life of the
vari anc e.
c) Six foot high solid fences shall be constructed
behind the l0 foot setback area and along all
exterior boundaries of the property. Fences are
to be of good material and pleasing in appearance.
d~) Concrete walk shall be installed along entire
Leslie Street frontage.
e) No ~obile Home or building shall be located closer
than ~ feet from side or rear property lines.

Roadways and Parking areas within the mobile home
