RESOLUTION NO. 79-20
RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF UKIAH AMENDING PERSONNEL POLICIES OF THE
CITY OF UKIAH
The City Council of the City of Ukiah Resolves as follows:
The Personnel Policies of the City of Ukiah are hereby
revised in part to read as follows:
Chapter 1. General Provisions Section 3. Participation in
Political Activities is repealed
Chapter III. Employment in the Classified Service Section 1.
Types of Appointment
Ail eligible applicants shall be refused appointment to a
division or office in which a member of their immediate family
is employed and where a supervisory or subordinate relationship
would be created. When an appointment is refused for this reason,
however, the applicant's name remains on the eligible list for
openings in the same classification should one be available in
any other department or office where no members of the immediate
family are employed.
Chapter III. Employment in the Classified Service Section 2.
Applications and Applicants
Announcement: Notice of all tests for positions in the classified
service shall be published by posting announcements in the City
Hall on official bulletin boards and in such other places as
the Appointing Officer deems advisable, including a "want ad"
in at least one newspaper of general circulation in the City.
The announcement shall specify the title and pay ranges of the
class for which the test is announced; the nature of the work to
be performed; experience and education desirable for the perform-
ance of the work of the class; the date, time, place, and manner
of making applications; closing date for receiving applications;
and other pertinent information. The information in the "want
ad" shall be limited to title, salary range, place and time of
application, and a statement that women and minorities are invited
to apply.
DisqUalification: The Appointing Officer shall reject any
application which indicates on its face that the applicant does
not possess the minimum qualifications required for the position.
Applications also shall be rejected if the applicant is physically
unfit for the performance of the duties of the position to which
he seeks appointment, is addicted to the habitual excessive use
of drugs or into-xicating liquor; has been convicted of a felony
where an examination of the facts of the particular situation
demonstrate that the applicant would be incapable of adequately
performing the duties of the position, or practiced, or attempted
to practice any deception of fraud in the application. Whenever
an application is rejected, notice of such rejection with state-
ment of reason shall be mailed to the applicant by the Appointing
Officer. Defective applications may be returned to the applicant
with notice to amend same, providing the time limit for receiving
applications has not expired.

Chapter III. Employment in the Classified Service Section 3.
Competitive Examinations; Subjects and Methods
of Tests
Personal interview: In oral examinations, appropriate behavior
and appearance may be counted as a factor in the test. The
applicant may be questioned on the duties of the position,
training and experience pertinent to the position applied for,
nature of work performed, and other reasonable questions to
determine fitness for the position.
Chapter III. Employment in the Classified Service Section 4.
Eligible Lists-
As soon as possible after the conclusion of a test, the Appoint-
ing Officer shall prepare and keep available an employment list
consisting of the names of persons successfully passing the test
arranged in the order of final ratings received from the hightest
score down to the lowest passing score. The final rating shall
be determined by the total of the score received by each appli-
cant for each part of the test, based upon the relative value
assigned to-each part of the test before the test was given.
Other regulations governing eligible lists are:
Identical grades: Wherever identical grades exist, names shall
be arranged in the order of application date.
Chapter III. Employment in the Classified Service Section 5.
Appointment to Positions
Regular Applintments: Whenever a vacancy in the classified
service is needed to be filled, the department head shall notify
the Appointing Officer. In the case of an appointment from a
closed promotional list, the Appointing Officer shall certify the
top three names from the appropriate eligible or promotional
list in the order of rating. The department head shall investi-
gate and interview the top three candidates. If there are less
than three names on the list the department head may request a
new examination or may utilize the short list at his option. In
the case of all other vacancies the Appointing Officer shall
certify the top five eligibles. The department head shall
designate his choice of the eligibles by means of Personnel Action
Form to the Appointing Officer for approval. The Appointing
Officer shall thereupon notify the person appointed and if the
applicant accepts the appointment and appears for duty within the
prescribed time, the applicant shall be deemed to be appointed.
Otherwise, the applicant shall be deemed to have declined the
appointment.
Chapter V. Leaves of Absence Section 12. Maternity Leave
Sick leave may be used for doctor's appointments or disability
related to pregnancy subject to regular sick leave provisions.
Upon request, the City will grant 60 days leave without pay when
medically required. Additional maternity leave without pay up
to one year may be granted with the consent of the City Manager.
Chapter VII. Separation from the Service Section 4. Resignation
Any classified employee may resign from a position at any time.
Any employee resigning from a position, however, shall give a
minimum of one week's notice to the Department Head or Division
Head, in order to enable the City to make proper provisions

for the filling of his position. Failure to give at least a
week's notice will be cause to enter on the employee's service
record the statement "Release with prejudice". All resignations
must be filed by the Department Head with the Appointing Officer.
The Appointing Officer, after checking with the Department Head
and the personnel record of the employee, shall have the final
payroll Prepared. The Personnel Officer shall conduct an exit
interview with each terminating employee.
Chapter IV. Salary Plan Section 6. Overtime
Overtime Work - Approval; It is the policy of the City that over-
time work is to be discouraged. In case of emergency, however,
or whenever public interest or necessity requires, any Department
Head may require any employee in his department to perform
overtime work. A record of the amount of the overtime and reason
for the overtime work must be submitted to the City Manager in
accordance with the established procedure.
Overtime Work - Defined: Overtime work is work performed by
any employee at times other than those normally required for
his employment. Time worked in increments of one hour shall be
accumulated and recorded as overtime.
Overtime Work - CompensatJ_on: Employees shall be compensated
for approved overtime work with pay at 1 1/2 times the rate of
his regular salary. The City Manager's Office will maintain a
complete record of the date and time of overtime work, reasons
for the overtime and time of payment.
The following positions are exempted from those eligible to
earn overtime. (Note - as listed in Chapter V, Section 1)
Overtime compensation may be paid as compensatory time off at
straight time with the consent of the employee. No employee
shall accumulate more than 48 hours compensatory time. Use of
compensatory time accrued shall require consent of the employee
and Department Head. Employees who terminate their employment
with the City of Ukiah shall be entitled to payment for accrued
compensatory time in cash at the straight time rate in effect at
the time of termination. Employees who are not eligible to earn
overtime credits shall not be eligible to earn compensatory time
credits.
Chapter XII. General Employment Conditions Section 4. Residency
No current employee shall be required to move from his current
residence in order to comply with this portion of the residence
requirement rules. However, all current employees establishing
new residences afker January 1, 1979, shall be expected to comply.
Ail sworn Fire Department Personnel. Within six months of the
date of employment all sworn Fire Department personnel shall
establish residence within a zone allowing response to nearest
Fire House within twelve (12) minutes of notification to report.
Ail Police Department Personnel shall establish residence within
a zone allowing response to the Police Department Headquarters
Station within twenty (20) minutes of notification to report.
All Street Division, Water and Sewer Division personnel shall
establish residence within a zone allowing response to the Cor-
poration Yard within twenty (20) minutes of notification to
report.

All Airport Personnel shall establish residence within a zone
allowing response to the Airport within twenty (20) minutes of
notification to report.
All Treatment Plant Division Personnel shall establish residence
within a zone allowing response to the Treatment Plant within
twenty (20) minutes of notification to report.
Ail employees of the Electric Division shall establish residence
within a zone allowing response to the City Corporation Yard
within twelve (12) minutes of notification to respond.
Ail other employees not listed above shall establish residence
within a zone allowing response to City Hall within thirty
(30) minutes of notificaton to respond. All these time require-
ments shall be graphically displayed on a map to be developed
by the City in cooperation with the Union which shall be the con-
trolling documents in determining residence areas.
Chapter XI Miscellaneous Secton 2. Use of Private Automobiles
Ail employees required to use private automobiles in the per-
formance of the duties of their positions shall be reimbursed
on the basis of 20¢ per mile for actual miles driven. The payment
shall be considered as full reimbursement and under no conditions
shall any private automobile receive gasoline, oil or service
from the City facilities.
Chapter V Leave of Absences Section 11. Holidays
All Government Code holidays which include January lst; the
third Monday in February; the last Monday in May; July 4th;
first Monday in September; September 9th known as Admission Day;
the second Monday in October known as Columbus Day; November llth
known as Veteran's Day; the fourth Thursday in November known as
Thanksgiving Day and the following Friday; December 25th; Good
Friday from 12:00 noon until 3:00 p.m.; every day appointed by
the President or Governor for a public feast, thanksgiving, or
holiday.
Each employee shall be given eight hours leave with pay as a
f.loating holiday. Fire shift employees shall be credited with
12.6~hours floating holiday credit.
Chapter XI Miscellaneous Section 3. Parking
Ail employees for whom parking is not provided shall be
furnished with a Parking District Parking Permit.
Chapter V Leave of Absences Section 4. Special Leave Consideratior
Special leave with pay may be granted by the City Manager for
employees to attend approved professional conferences and meeting
to visit other cities in the interest of the City, or for other
justifiable reasons, including family illness, not to exceed 5
days. Request for approval of such leaves is made by completing
the Personnel Action Form. Leave shall not exceed five days per
calendar year.
Chapter XII General Employment Conditions Section 1. Courtesy
Utility Discount
A 25% courtesy utility discount shall apply to all employees of

the City of Ukiah whose initial day of employment was prior to
January 1, 1979, and who reside within the City's utility service
area (water, electricity, sewer). Employees whose initial date
of employment is after October 1, 1978, shall not be entitled
to a courtesy utility discount.
Chapter IV Salary Plan Section 3. Original Appointment - Rate
of Compensation
Section 3 shall be amended at a(2) as follows:
Step B. This step is available to each employee who successfully
completes six months in Step A. Each probationary employee
shall be under continual observation by a Supervisor(s) and
Department Head. A standard employee evaluation form shall be
completed and submitted to the personnel at 5 months and 11
months of probationary work. These reports shall be the basis
for approval of completion of probation unless the employee's
performance deteriorates' to below an acceptable level. If this
occurs, a subsequent evalUation form shall be submitted which
may serve as a basis for termination prior to completion of
probation. If, earlier during the probationary period, perform-
ance is unsatisfactory, it shall be reported on the evaluation
form and may result in earlier termination.

ACCOUNTANT
DEFINITION
Under general-direction of the Finance Director, to perform professional
accounting tasks involved in the preparation and maintenance of the City's
accounting records; to design and implement finance-related data processing
applications; and to do related work as assigned.
EXAMPLES OF DUTIES
Maintain the general ledger, including the preparation and posting of
journal vouchers.
Design and implement new and/or modified accounting systems.
Advise office personnel with regard to proper accounting methods and
procedures.
Consult with Finance Director regarding accounting methods and procedures.
Prepare a variety of financial reports.
Prepare general ledger closing entries.
Design and implement finance-related data processing applications
including systems design and programming.
Assist in the selection, installation, and maintenance of computer system.
Coordinate accounting and data processing activities with other City
departments and divisions, and with outside agencies.
Supervise, train, and evaluate assigned staff.
QUALIFICATIONS
Knowledge of:
Principles and practices of municipal accounting, auditing and
budgeting.
Ordinances, resolutions, and laws affecting municipal financial
operations.
Systems and programming, and the operation and application of
data processing equipment.
RPG computer language.
Operation and care of computer equipment.
Modern office practices, procedures, equipment and standard
clerical techniques as applied to municipal accounting.
Ability to:
Apply and adopt established methods to a variety of accounting
transactions and problems.
Document system design and operations.

Definition
Under supervision, to do clerical work involved in keeping or reviewing
financial records; to operate billing and posting machines, and to do
related work as required. '
Examples of Duties
Posts, checks, balances, and adjusts accounts; .qathers, tabulates and
summarizes financial data; keeps various financial records requiring
ttle. ti.se of sonle independent judgment; collects utility payments; sorts
and posts bills, invoices, warrants, receipts and other data; checks
and reconciles accouters; operates typewriters and adding machines;

APPRENTICE FIREFIGHTER
Definition
Under immediate supervision, to respond to fire alarms and other emer~ency
calls to protect life and property; ~and to do related work as require~.
Examples of Duties
Responds to alarms, places hose, carries and sets up ladders, ventilates
buildings, performs rescue work and salvage, and cleans up after fires to
prevent water damage; responds to calls for emergency illness and traffic
accidents with the fire rescue units; renders first aid; transports emergency
patients or injured persons to hospitals; washes, polishes, services and
maintains fire apparatus and equipment; makes company fire prevention in-
spections and hydrant checks; assists in maintaining fire station and qrounds;
attends drill classes; studies department rules and reQulations, manuals and
other training materials; may drive engines or other v~hicles when assigned;
reports to station or to fires in the event of major alarm when called off
duty.
Employment Standards
Education and Experience- Any combination equivalent to Qraduation from high
school. -'
Knowledges and Abilities' Ability to learn technical firefighting principles
and techniques; ability to understand and carry out oral and written directions-
ability to meet age, height and weight standards established by the City;
physical endurance and agility; ability to obtain a basic first aid certificate

Goal ·
Upon completion of eighteen months of comprehensive training, the apprentice
firefighter Should be capable of successfully competing for a permanent fire-
fighters' position with a State or Municipal Fire Agency.

OFFICE SUPERVISOR
Definition
Under direction, to supervise the day-to-day operations of the Finance
Department; to serve as Acting Finance Director' and to do related work
as required. '
Examples of Duties
Performs office management duties to insure that accounting and clerical
work is performed in accordance with administrative and fiscal policies
and procedures; assists in the design, implementation, and operation of
finance-related data processing appiications; prepares nlonthly revenue
and expenditure reports; supervises and trains clerical employees engaged
in billing, collection and recording operations and the maintenance of
records and preparation of reports; performs coral)lex studies concerning
finance-related problems; signs warrants for the City in the absence of
the Treasurer and for tl,e Redevelopment Agency in the absence of the
Finance Director.
Employment Standards
[ducation and E-xper'ience- Any combination equivalent to graduation from
high school suppleme~ted by additional college level training in accounting
and data processing, a~d four years' experience in maintaining accounting
records.
Knowledges and Abilities: Knowledge of the principles and practices of
accounting; knowledge of data processing applications for accounting;

Definition
Under direction, to be responsible for the clerical and secretarial ·
functions of a department or division of City government; to provide
administrative assistance .in assembling, compiling, and summarizing
information for departmental reports and projecCs- and to do related
wol'k as required.

Distinguishing Characteristics
This class differs froln that of Senior Stenoqrapher-Clerk in that incum-
bents of the lower class primarily perform s[enograp~Lic or semi-technical
tasks rela,ted to the department function whereas incumbents in the

INTERPRETATION OF CLASS SPECIFICATIONS
This manual contains the specifications of the different classes of work in
the City of Ukiah. The specifications are intended to be descriptive and
explanatory by defining classes rather than prescribing restrictions. They
should be interpreted in their entirety and in relation to one another;
particular phrases of examples should not be isolated and treated as the full
definition of the class.
Each class description includes a definition of the general nature of work;
a list of examples representative of the work; a list of qualifications in-
cluding knowledges, abilities, experience and training. The latter section
refers to qualifications at the time of appointment and does not necessarily
reflect those of incumbent employees. They are not intended to be used as
controls in establishing qualification standards.
CLASS TITLES
The class title is a brief and descriptive designation of the type of work
performed. The class title on payrolls, budget estimates, personnel reports
and other official forms and reports dealing with positions or personnel,
will provide a common understanding of the positions. It should be under-
stood that the class title is selected to serve this purpose.
DEFINITION
This section is a general description of the work. Included are such factors
as supervision exercised and received, responsibility and difficulty, and the
like.
DISTINGUISHING CHARACTERISTICS
This section, when used, describes the level of work in relation to higher or
lower classes in the same series.
EXAMPLES OF DUTIES
This section is intended to enable the reader to obtain a more complete concept
of the actual work performed in positions allocated to this class. It lists
typical task's which are common to positions of the class. These examples Show
further the range of duties performed by employees in the class. The list is
descriptive, but not limiting. It is not intended to describe all the work
performed in all positions in the class, nor do all examples apply to all
positions allocated to the class. This section merely serves to illustrate
the more typical portions of the work.
qUAL IF I CAT IONS
This section lists those knowledges and abilities which are desired to be
possessed by applicants for a position to be allocated to the class. Also
included is the desirable level of experience and training when appropriate.
It should be stressed that this section does not in any way have reference to
the qualifications of present employees.
NECESSARY OR DESIRABLE SPECIAL REQUIREMENTS
In certain classifications, legal or special provisions require possession of
a specific license or certification issued by a board or l icensure as a con-
dition of employment. In other classes such licenses or certifications may be
a desirable condition of employment. These requirements appear on the class
specification under the section entitled Necessary Special Requirement or
Desirable Special Requirement.

DEFINITION
Subject to policy direction by the City Council, to plan, direct, coordinate,
and review the activities and operations of the City departments; and to do
related work as assigned.

Direct and participate in the preparation and administration of the City budget.
Enforce and administer the provisions of the laws and ordinances of the City.

legislation and policies required in the public interest and report on City

Review the operations of City departments to establish work standards and

Conduct continuous research in administrative practices and recommend to the
City Council those practices which will produce greater efficiency and economy
in City government.
Prepare a long-term plan of capital improvements with plans for their financing.
Direct the personnel program of the City.

COMMUNITY SERVICE OFFICER
DEFINITION
Under supervision, to perform varied and routine non-sworn police work with
emphasis on records and communications, assisting in the processing,
securing, and transporting of prisoners; and to do related work as assigned.
EXAMPLES OF DUTIES
Receive telephone and radio-telephone calls requesting police and other
emergency services.
Dispatch routine and emergency police and other emergency services.
Receive complaints and give out information by letter, over the telephone,
and personally over the desk.
