HomeMy WebLinkAbout79-07 - supporting wastewater treatment methods 1 2 6 8 9 10 11 12 13 15 16 17 18 19 2O 21 22 23 24 25 26 27 $0 31 RESOLUTION NO. 79-7 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF UKIAH SUPPORTING ALTERNATIVE WASTEWATER TREATMENT METHODS WHEREAS, the treatment of urban wastewater is an essential responsibility of all local governments, and WHEREAS, conventional methods of wastewater treatment which are currently acceptable to the California Water Re- soureces Control Board are both capital and energy intensive and generally fail to utilize the resources of fresh water and useful nutrients which are inherent in wastewater, and WHEREAS, economy in government and efficient utilization and recovery of energy, fresh water and other resources are high priority matters for governments throughout California, and WHEREAS, many local governments in California are seek- ing to experiment with alternative methods of wastewater treatment which are economical as well as resource, water and energy conserving, such as aquaculture, fresh water marsh creation and agricultural land treatment, and WHEREAS, the California Water Resources Control Board has generally not been receptive to such experimentation, and even when policies are adopted to encourage such projects, in practice, little has actually been done, NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Ukiah urges the California Water Resources Control Board to adopt cost saving, energy conservation, water reclamation and resource utilization in wastewater treatment projects as top priority for planning and implementation of solutions to water pollution problems, and BE IT FURTHER RESOLVED that the City Council of the City of Ukiah urges the modification or elimination ! 4 10 11 14 15 15 17 ~0 ~0 of inflexible Water Resources Control Board regulations and grant policies such as the Bays and Estuaries Policy and the promotion of centralized regional systems because these policies discourage innovative use of alternative wastewater technology. PASSED AND ADOPTED this 21st day of July, 1978, by the following roll call vote: AYES: Councilmembers Hickey, Myers, Simpson, Snyder, Mayor Brannon NOES: None ABSENT: None ATTEST: Mayor City Clerk
