RESOLUTION URGING RECONSIDERATION OF
DECISION T0 REDUCE LABOR FORCE OF
MENDOCIN0 STATE HOSPITAL
THE CITY COUNCIL of the City of Ukiah hereby
RESOLVES-
That the following message be immediately sent to Governor
Ronald Reagan:
To: The Honorable Ronald Reagan, Governor of the State of
California,
It has been widely rt~nored and reported that you, Mr. Governor,
plan to reduce the labor force at Mendocino State Hospital by ap-
proximately 20~. Since what affects our neighbors at Talmage
undoubtedly will affect us all, we the elected representatives of
the people of Ukiah do urge you to reconsider this decision for the
following reasons:
1. Being annually faced with the problem of preparing a budget we
can live with, we are not unmindful of the need for economies in
government; however, this need must be balanced against the damage
which could come from sudden blow 'to local economy. The whole Ukiah
area (including Talmage) has a work force of around 5,700 persons°
The proposed cut at Mendocino State Hospital will affect at least
180 workers, which is in excess of 3~ of our total labor force.
To illustrate the effect tlhis would have, if such a cut were carried
out statewide, over 200,000 workers would become unemployedo Such
a blow would be staggering to the economy of any area, and especiall
one which has been suffering through the throes of a localized
depression to lumber, our chief manufacturing industry.
2. If such a reduction is carried out, it can have no effect other
than forcing local city and county taxpayers to pick up more and
more of the burden of mental health programs, a luxury we can ill-
afford at this time.
3. If reductions are in order, we urge that they be made in such a

t manner as to permit our local economy to have time to prepare for the
2 impact of losing between 1~ million and 1½ million dollar~ per year
s income to our local citizens. What would be a very minor reduction
4 in a metropolitan area is of critical importance in our small city.
5 We respectfully urge you to reconsider your proposed action.
6 To sum up our position, Mr. Governor, we have built our homes,
? started our businesses, and improved our community all on the hope
8 of a bright and prosperous future. While we do not know whether
9 more or less mental hospital workers are needed, we well know the
t0 impact this action will have on this community.
11 BE IT FURTHER RESOLVED that copies of this Resolution be ira-
t2 mediately sent to Congressman Don Clausen, Senator Randolph Collier,
ts Assemblyman Frank Belotti; the State Department of Mental Hygiene;
