RESOLUT ! ON AHENDI NG RESOLUT! ON NOS. 63- 17
AND 60-19 (Regarding Private Practice of
Law by City Attorney).
The City Council of: the City of Ukiah does hereby
RESOLVE:
The City Attorney shall be permitted to engage in the
private practice of law under the terms and conditions and for
the compensation all as set forth in the memorandum from the
City Attorney to the City Hanager dated Hatch l, 1966 which is
incorporated herein by reference.

SUBJECT--
c. At my private office to confer by telephone with key
City officers and employees without additional compensation, and
in cases of emergency situations requiring immediate attention
which cannot be delayed until a conference at City Hall, to
confer with and advise key City officers and employees without
additional compensation.
d. To provide, at my private office, adequate stenographic
services to prepare necessary forms, papers and douuments for
City use, without additional charge.
e. At my private office, to review, draft and prepare all
papers, documents, ordinances, resolutions, letters, communications
and similar material which may involve or relate to City legal
matters.
f. At my private office, to prepare and draft written
legal opinions on matters involving City business whieh may be
requested in writing by key City officers and employees.
g. To continue to review and arrange existing City ord-
inances into proper Code form and to arrange for future City
ordinances, where applicable, to be included in Code form. From
time to time to prepare revisions and rewritings of the City
Code in its codified form.
h. To provide such legal services for the City personally
whenever possible; provided that qualified associate counsel
acceptable to the City may be provided at no additional cost to
City in substitution therefor when necessary due to other
committments.
Provided that satisfactory arrangements can be worked out,
it would be m~ intention to perform the greater part of my private
legal practice in my office, thereby making it possible for me to
me more available to the City than if I were in Court all the time.
Knowing your reluctance to go to a part-time attorney position, I
should reiterate that I believe that the City legal functions can
be quite satisfactorily performed on this basis, and should save
the City at least $10,000 per year~

SUBJECT--
STATUS CHANGE FOR CITY ATTORNEY
I have been invited to join a private law firm in this City
as a full partner; however, since I would not desire to terminate
my relationship with the City, I propose that you consider
recommending to the City Council that my office be made part-time.
I believe that it could be mutually adventageous to both the City
and to me if this were done, and that I could continue to render
complete legal service to the City under such circumstances.
I propose that a one-year contract, automatically renewable
if not cancelled, be considered by the Council. Such contract
would contain substantially the following terms and conditions:

Salary fixed at $10,000 per year, plus the following items:

2. Duties to be enumerated as follows:
a. To handle all City legal work as required, including
preparation and review of contracts, documents, ordinances and
resolutions, representation of the City in civil litigation
(except in cases where representation is provided by insurance
carrier), prosecutions i~volving violation of City ordinance,
appearances before County, State and Federal boards and commissions
as required, attendance at all Council meetings,and at such City
board and commission or other meetings where attendance of a
legal officer is required, substantially in the same manner as
such attendance has been performed in the past, preparation of
necessary forms, and rendering legal advise and counsel to City
officers, boards, commissions,departments and employees as
required.
b. To be at City Hall (except when otherwise required to
be away on City business) for at least l0 hours per week, said
time, whenever possible, to be arranged to provide 2 hours per
day attendance at City Hall for the purpose of conferring with
City officers and employees.
