RESOLUTION NO. ~33- 22
RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF UKIAH DECLARING ITS INTENTION
TO FORM A PARKING DISTRICT TO BE KNOWN
AS "PARKING DISTRICT NO. 1 OF THE CITY
OF UKIAH" AND FIXING THE TIME AND PLACE
FOR HEARING THEREON AND GIVING NOTICE
THEREOF.
WHEREAS, on October 27, 1965 there was filed with
the City Clerk of the City of Ukiah a petition for the for-
mation of a parking district under the Parking District Law
of 1951 (hereinafter called the "Law") being Part 4, Divi-
sion 18 of the Streets and Highways Code of the State of
California; and
WHEREAS, the City Clerk examined said petition
and thereafter certified to this City Council that said
petition was signed by the requisite number of qualified
signers; and
WHEREAS, this City Council adopted Resolution
No. 66-21 on October 27, 1965 approving said petition; and
WHEREAS, this City Council proposes, by Ordinance
No. 574 introduced November 3, 1965, to declare and agree
that certain City lands hereinafter described lying within
the proposed district and being used for the purpose of
public off-street parking shall for all purposes of said dis-
trict be held, used and treated in all respects the same as
the parking places to be acquired with the proceeds of bonds
issued under the Law; and
WHEREAS, the City Engineer did make and file with
this City Council his report containing the matters required
by Section B5257 of the Streets and Highways Code of the
State of California;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL
OF THE CITY OF UKIAH, as follows.
Section 1. This City Council hereby declares its
intention to form a parking district and to issue bonds in
the amount and for the purposes hereinafter stated.
Section ?_. The name of the proposed parking dis-
trict is "PARKING DISTRICT NO. 1 OF THE CITY OF UKIAH."
Section 3. A description of the exterior bound-
aries of the proposed district is set forth in Exhibit A
to this Resolution, which is incorporated herein as if set
forth herein in full.
Section 4. A general description of the parking
places proposed to be acquired within said district is as
follows ·
PARCEL NO. 1
That portion of Block 33 of the City of Ukiah consisting of
that area bounded on the North by Standley Street, on the West
by Pine Street, on the South by Perkins Street and on the East
by Oak Street, excepting therefrom the properties identified
as Parcel Nos. 2-218-3 and 2-218-6 as shown on the map enti-
tled "City of Ukiah-Parking District No. 1 - District Bounda-
ries'' dated July, 1965 and on file in the office of the City
Engineer of the City of Ukiah, which said map is incorporated
herein by reference.
PARCEL NO. 2
That portion of Block 35 of the City of Ukiah particularly
described as BEGINNING at the Northwest corner of the inter-
section of South Oak Street and West Stephenson Street in the
City of Ukiah; thence running Westerly along the North line
of West Stephenson Street, 100 feet; thence running Northerly
and parallel with the West line of South Oak Street, 100.50
feet; thence running Easterly and parallel with the North line
of West Stephenson Street a distance of 100 feet more or less,
to the West line of South Oak Street; and thence running
Southerly along the West line of South Oak Street, a distance
of 100.50 feet more or less to the point of beginning.
Section 5. A general description of the improve-
ments to be made or constructed on the proposed parking
places is as follows:
(a) demolition of any existing structures; and
(b) grading and levelling; and
(c) paving and landscaping; and'
(d) installation of appropriate markings and
parking meters and facilities for draining
and lighting, and otherwise making said
parking places suitable for off-street
parking of motor vehicles.
Section 6. That the estimates of costs, expenses
and revenues, and the assessed value of real property in the
proposed district, as set forth in the report of the City
Engineer above referred to is as follows:

Section 7. The estimated amount of bonds proposed
to be issued to pay the costs of said acquisitions and im-
provements is the sum of $175,000, the maximum number of
years the bonds are to run is twenty years, and the maximum
rate of interest to be payable thereon shall not exceed six
per cent (6%), payable semi-annually except that the first
interest coupon may be for a different period.
Section 8. The limit as to time during which ad
valorem assessments may be levied upon taxable real property
in the parking district herein described shall be twenty
(20) years from the date of the bonds to be issued pursuant
to the Law for said acquisitions and improvements; and the
limit as to rate upon ad valorem.assessments upon said tax-
able real property shall be seventy-five cents ($.75) on each
one hundred dollars ($100) of assessed valuation.
Section 9. A general statement of the public ways
within the proposed district on which it is proposed that
the City maintain or continue to maintain parking meters,
the net revenues from which will be allocated and pledged to
any of the purposes specified by the Law, including the pay-
ment of the principal of and interest on any bonds issued
to finance the acquisitions and improvements herein described
and to payment of operation and maintenance costs of said
parking places and to the establishment and maintenance of
any reserve funds, sinking funds or other funds designed for
securing or paying said bonds and the interest thereon, is
as follows:

provided, that, in the proceedings relating to the formation
of the proposed district and to the issuance of said bonds,
the City shall provide that if, under the circumstances per-
mitred by the Law, the City shall cease to maintain parking
meters on some or all of the above mentioned streets or pot-
tions thereof, the City shall install and maintain on other
streets in the proposed district, on which meters are not now
installed, parking meters which will produce net revenues in
an amount equal to the net. revenues of the parking meters no
longer maintained.
The period of time, measured from the date of said
bonds, for which it is proposed that the City agree to main-
tain parking meters as aforesaid is twenty (20) years from the
date of said bonds or such portion of said twenty (20) years
as is necessary to produce from said parking meters net reve-
nues which, together with other revenues and money available
for the purpose, will be sufficient to pay the principal of
and interest on said bonds as the same fall due.
Section 10. On November 3, 1965, this City
Council did introduce its Ordinance No. ~74 wherein
this City Council proposes to declare and agree that
that parcel of land owned by the City, which is now being
used for the purpose of public off-street parking and
which is within the boundaries of the proposed~district,
which said parcel is more particularly described as fol-
lows, to wit:
A portion of Block "E" of the City of Ukiah as shown on Rice's
Map of the City of Ukiah, filed in the County Recorder's office
of Mendocino County, State of California, and more particularly
described as'
BEGINNING at a 5/8" iron pin set at the intersection of the
southerly line of Smith Street and the easterly line of the land
owned or formerly owned by Paul and Peter McCarty and described
in a deed filed in the County Recorder's office of Mendocino
County, State of California, in Book 19~ and page 10B of the
Official Records of that county, and running thence easterly
along the said line of Smith Street a distance of 141.~7
feet to a point and thence southerly along the westerly line
of the land owned by Ruddlck, a distance of 180.48 feet to
the northerly line of the right-of-way for the proposed extension
of Standley Street, and thence westerly along said northerly
line a distance of 272.61 feet to a point on the easterly line
of Main Street, which point lies 16 feet northerly along said
east line of Main Street from an iron pipe, and runs thence
northerly 70.26 feet along said east line to a chisel cross in
the concrete pavement and thence easterly a distance of 1~1.69
feet to an iron pipe as shown on that certain map entitled
"Survey and Map of Block in City of Uklah, Mendocino County,
California" and filed at the office of the County Recorder of
Mendocino County, State of California, in Case l, Drawer 7,
page lB0 and running thence northerly a distance of ll0.5~ feet
to the point of beginning. ~
shall for all purposes of the proposed district be held, used
and treated in all respects as a parking place acquired with
the proceeds of bonds issued under the Law.
Section 11. Notice is hereby given that the
8th day of December, 1965, at the hour of 8:00 P.M., in
the Council Chambers of this City Council in the City
Hall in the City of Ukiah is the time and place for the
hearing on the proposed formation of said district and the
time within which and the place where protests may be
filed. Any person interested in and objecting to the for-
mation of said parking district, the extent thereof, the
proposed acquisitions and improvements, the issuance of
bonds, or to any other proposal set forth in this Resolu-
tion of Intention, may file a written protest with the
City Clerk not later than the date and hour above fixed
for hearing at his office in said City Hall.
Section 12. Reference is hereby made to the re-
port of the City Engineer on file in the office of the City
Clerk. Said report may be examined by any interested per-
son.
Section 13. The City Clerk is hereby authorized
and directed to publish notice of hearing by causing a copy
of this resolution to be published in the Ukiah Daily Journal
once a week for two (2) successive weeks, the first publica-
tion to be at least thirty (30) days prior to the date of
the hearing fixed herein. Not less than twenty-five (25)
days prior to the date of hearing, the City Clerk shall mail
a copy of this resolution, postage prepaid, to each person
to whom real property in said proposed parking district is
assessed, as shown on the last equalized assessment roll,
at his address as shown upon the roll, and to each person,
whether owner in fee or having a lien upon, or legal or

equitable interest in, any real property within the district,
whose name and address and a designation of the real prop-
erty in which he is interested is on file in the office of
the Clerk.
