CIVIL DEFENSE AND
WREREAS, Ordinance No. ~_~_ of the City of
relating to civil defense and
disaster provides that the civil defense and disaster
organization, the distribution of civil defense powers
and duties, the assignment of functions and services
and the recruitment, direction and training of person-
riel shall be prescribed by resolution adopted concur-
rently with the adoption of said ordinance now, there-
fore, be it

S~.c?IoN 1. The civil defense and disaster organ-
ization of this city shall be as hereinafter more particu-
larly described and as shown on the attached, chart
marked Exhibit A and entitled, "Suggested Model
Local Organization of Civil Defense." Said Exhibit A,
including all information shown thereon, is as much a
part of this resolution as if the materials and informa-
tion set forth by said exhibit were all fully described
herein.
S~,c. 2. Division of Operating Services. There is
hereby created a division of operating services. For the
purposes of civil defense planning and organization,
the chief of each operating serivce within this division
shall be responsible to the director through the assist-
ant director.
Within this division, there shall be the following
civil defense and disaster services: (1) Fire service;
(2) Law enforcement service, which shall include
the plant protection service;
(3) Engineering service, which shall include util-
ity service, shelter protection and rescue service;
(4) Health and medical services, which shall
include special weapons defense; and,
(5) Emergency welfare service, which shall include
mass feeding, clothing and shelter.
The director shall appoint a chief of each such serv-
ice, except as hereinafter provided. ~T,h_e. c.hief of the

S~.c. 3. Division of Special Services. There is
hereby created a division of special civil defense and
disaster services. This division shall be under the direc-

tion and control of a deputy director of civil defense,
who shall be appointed by the director. For the purpose
of civil defense and disaster planning and organiza-
tion, the deputy director is responsible to the director
through the assistant director of civil defense and dis-
aster.
Within this division there shall be the following
services;
(1) mutual aid plans;
(2) evacuation service;
(3) transportation service;
(4) warden service;
(5) communications service, which shall include
civil air raid warning;
(6) supply service;
(7) public affairs and information service;
(8) training service;
(9) personnel service, which shall include the re-
cruitment of civilian auxiliaries to military
activities; and,
(10) general administration service.
The director shall appoint a chief of each such serv-
ice who shall be responsible to the deputy director of
the division of special services.~' The director may ap-
point the same person as chief of two or more services.
S~.c. 4. Legal. The city attorney shall serve as
the legal advisor to the director of civil defense and to
the civil defense organization.
S~,c. 5. American Red. C,ross. The American Red
Cross in the City of ~~,tt~ will, in
natural disaster, furnish food, clothing, shelter, regis-
tration and information service, supplementary med-
ical service when requested, and rehabilitation to indi-
viduals and families affected by the disaster.
In war-caused disaster, the American Red Cross will
furnish only food, clothing and shelter to affected indi-
viduals and families.
~ In cities which do not have a full-time engineer or director of
public works, it will be necessary to appoint some other full-time
or part-time city official or a qualified citizen having related experi-
ence to serve as chief of the division of engineering servces. In
cities having a full-time health officer, the chief of the health serv-
ices should be the health officer. Where there is no full-time city
health officer, in most areas it will be necessary to organize medical
and other health services on a county area basis through the county
medical association. In such cases, the county medical association,
after consultation with the director, should designate a doctor to
serve as chief of the health services division. Appointment of the
chief of the emergency welfare service will depend upon local
conditions.
e The same person may, of course, be deputy director and also
chief of one or more of the services within the division, depending
particularly upon the size of the city. Similarly, one person may
serve as chief of more than one of the services. The point to
emphasize is that regardless of the size of the city, each of the jobs
referred to above as special services must be done on a scale com-
mensurate with the size of the city.

The American Red Cross will provide funds with
which to finance all its relief operations during natural
disaster. Civil defense financing will be provided by
public or private agencies other than the Red Cross for
Red Cross functions in war-caused disasters.3
The .director shall be responsible for arranging,
through the chairman of the local Red Cross chapter,
for the participation of the Red Cross in civil defense
as a part of the mass care service in case of war-caused
disaster, and for the relationship between the Red
Cross and the civil defense organization in case of
natural disaster.
~ The wording of this section has been approved by the Ameri-
can National Red Cross. Local chapters suggesting changes therein
should be referred to the Pacific Area Office, American National
Red Cross. For war-caused disaster, it is contemplated that under
the authority and direction of the Director of Civil Defense, the
Red Cross will assume leadership in organizing community
resources for providing food, clothing and shelter. In the operation
of war-caused disaster responsibilities, the Red Cross chapter will
lose its identity as an organization and will function as ~ com-
ponent of citizens in the civil defense structure.
SEc. 6. Duties. The civil defense and disaster
duties of the deputy director and the chiefs of operat-
ing services and special services shall be as described
in "United States Civil Defense," National Security
Resources Board Document 128, dated September 8,
1950, copies of which shall be filed in the office of the
city clerk for use and examination by the public. Such
duties as described in "United States Civil Defense"
may be changed from time to time by the director by
written administrative orders, particularly for the pur-
pose of conforming to recommendations of the State
Director of Civil Defense or subsequent modifications
recommended by the Federal Civil Defense Adminis-
trator. Upon recommendation of the civil defense and
disaster council of the City of _~-/~~- ,
such duties shall be changed in accordance with such
recommendations.
