III. ADLiIi~IISTRLTIO/,I 0F SALARY PLAN. (a) Appointment or promotion. All appointments shall be made at tho beginning rate of the classification range, except that employees ,,':ho az-e promot,~d may be appointed at tho step next above the -~',ate paid to them prior to promouion. (b) Advances. (1) lie emnloyee's salary shall be advanced more than one stop in any one fiscal year. (2)Advances in salary steps snail become effective only on the first day of' eaci¢ fiscal year. (3) An employee :.'bo has received the beginning rate of pay for a period of not less than six months ir.u.:ediately pr~sceeding the befj.;in.~inL~ of a fiscal year, si",all ba advanced to the second step in the ranse of nzs classificatio-a, at the beginning of the new fiscal year, in accordance with Paragraph (4).
