Be it resolved that tl~e Council does hereby adopt the follow-
ing Employees' Standardization plan for the purpose of establishing
certain policies conce~.~ning employment practices, '...vhich have not
heretofore been resolved, an¢] '~,vhich shall remain in effect until
hereafter discontinued, al'~en, dod or changed by ordinmme or reso-
lution of the City Council:
I . APPLICATION.
The salary provisions of tl~is plan slmll a?p]y to all posi-
tions employed by the City of' Ukiah, except:
(a) Occupants of positions whose compensations are
set by stat~zte.
(b) Occupants of elective offices.
(c) I.iembers of ~ ~ -~-'''

(e) Occupants of ps:'~b-timo positS, ohS whose duties cons~e

II. SALARY ~ L'~"_;~ AND TM ~'-';'

Council, salary schedules ~vi'_~ich shall include a rate,
or range of rs. tea for every classification of positions
subject to salary standardization.
(b) The City Council shall adopt or amend and adopt by
resolution a salary standardizati~on plan. If the Council
amends any rate or ranf_:e, it shall first refer the plan
to th.~ City Business ~lanager for studlr and recommendation
as to o+ner~, amend~:~ents ¥,'h'zc~:" mawr., be necessary to main-
tain e~.uity and balance bet:veen the several classifications.
III. ADLiIi~IISTRLTIO/,I 0F SALARY PLAN.
(a) Appointment or promotion. All appointments shall be
made at tho beginning rate of the classification range,
except that employees ,,':ho az-e promot,~d may be appointed
at tho step next above the -~',ate paid to them prior to
promouion.
(b) Advances.
(1) lie emnloyee's salary shall be advanced more than
one stop in any one fiscal year.
(2)Advances in salary steps snail become effective
only on the first day of' eaci¢ fiscal year.
(3) An employee :.'bo has received the beginning rate
of pay for a period of not less than six months
ir.u.:ediately pr~sceeding the befj.;in.~inL~ of a fiscal
year, si",all ba advanced to the second step in the
ranse of nzs classificatio-a, at the beginning of
the new fiscal year, in accordance with Paragraph (4).
(4) Advances shall not be automatic from the beginning
step within a r-m~fue, but shall be granted upon
recon~.~endation of the appropriate department head
accordinf.i to l~is annual written report.

V. SICK LEAVE.
6 days per year, after one year of employment, accumulating
to 60 days maximum ,,Tithoit loss of pay. ~ick time off in excess
of ~ days must be due to illness certified by a licensed physician.
VI. VACATION AND HOLIDAYS.
1 week paid vacation after completion of 1 year of employ-
ment. 2 weeks paid vs. cation each year upon completion of 2nd
year of employment.
Employees shall be paid for legal holidays when they fall on
a normal ~:~orkins day as fol.!or~s: Nei'~ Year's Day, 'i'ashington's
Birthday, Decoration Day, 4t[i of July, Labor Day, Armistice Day,
Thanksgiving Day, Christmas Day.
VII. OVERTINE A?;r:. Luoo OF TI~..., DUE INJURY.
~mployees shall be paid in accordance ¥,~ith Sections iV and IX
upon receipt of a verified time report submitted by t]"~e appropriate
department head. Additional time shall, be paid at the regular rate
when required and approved k:y the appropriate department head.
The above shall apply to earned vacation time when for reasons
approved by the a[:,propriate department head and the City Business
iiana~er the em.p!o}ee concer~'~ed can not Le given 'the earned vacatio~
period.

¥~EEREAS the City of Ukiai~, for the better operation of its
municipal affairs, has heretof¢.~'e provided for an electric depart-
ment, water department, gas department, fire department, public
works department, parks ar.d~ p].aygrounds department, police depart-
ment and airport department, and has designated certain persons as
the heads of said respa~ctive de~artments and also other city
employees:
AND WHEREAS fo~· the bet~or operation o.f said municipal govern-
ment certain conm~lttees have been designated a~'~d appointed by the
Mayor and the City Council of the said City of Ukiah, and the chair-
men of each com~ittee is, and in each case, responsible for the
committee over which he has jurisdiction;
AND WHEREAS there i~ not under the prement city government a
directing head of the various departments other than the members of
the City Council., and it is ~tvisab]oe to have such a directing head
responsible for the cond~ct of all departments, and to act under the
City Council and said respective Councilmen and to report to them,
and to be held responsible for the acts of tho various departments
and employees of the city;
AND WHEREAS, it is deemed advisable to have such an acting
Business !f, anager without establtshtnc t~e same under the organic
law of the City cf Ukiah until such time'as a ~ethod of operation
and the po¥~ers an5 duties to be given and performed by such Business
I".anager have been t~sted;

NOW THEREFORE, BE IT
Ukiah, that there is hereby created the office of Business I,[anager
to be appointed by' the Ci~,y C,~uncil of the City of Ukiah, whose
powers and duti~s shall be as follows, to-wit:
1. With the advice and co~'.~sent of the City Council, to employ,
fix' the compensation of, direc't, control and discharge, all employees
of said city, except the City C].erk, City Atto~"ney, and City
rte asurer.
2. To create, superintend and provide, with the advice and
consent of the City Council, the rules and regulations for the con-
trol of each department of' the city gcver~.m,ent and the employees
thereof.
~. To take, or to have taken, compile and preserve complete
inventory of al].. property, real and personal, owned by said city.
4. To create and superintend a complet,~ system of accounting
for the city and all officers thereof.

~. To examine and approve,
Attorney, before the execution thereof, all-contracts to be entered
into by the City Co'mucil, or any officer thereof, and to see that
such contracts are faithfully carried out and fulfilled.
6. To prspare or cause to be prepared, in collaboration with
the City Engineer, all pls. ns, specifications m'.'~d details of any and
all work to be done by the City or m~y department thereof.
?. To act as purchasing agent for the City of Ukiah, in the
purchase of all suppl~.es and equipment needed, with the advice and
consent of the City Council of the City of Ukiah, and to make such
rules and regulations which shall require that no purchases be made
in the name of the City of Ukiah, except a requisition be first
issued by him therefor, and to establish rules and regulations to
govern the furnishing of all supplies so required.
8. To attend all meetings of the City Council of' the City of
Ukiah, and made de£inite reports and reco:J.mendations regarding the
conduct and operation of the respective departments and to be
responsible to the City Council of the City o£ Ukiah, for the con-
duct and operation thereof.
BE IT FURTH[.~R RESOLVED by the City Council of the City of Ukiah,
that the salary of the Business l.lanager be, and the same is hereby
fixed at the slur., of $ per month, the same being a charge
against the general fund o--~.'~i~,.~ said City of Ukiah.
That the within resolution shall appl~.' to the affairs of the
City of Ukiah and become effective Narch l, 1946.
The foregoing resolution was introduced and passed as a regular
meeting of the City Council of the City of Ukiah held on February
27, 1956 by the follovJing vote:
