received a written petition requesting annexation of certain

to be annexed, and said properties being of the value required
by law to be cycled by such parties, the City of Ukiah and the
City Council of said City do hereby resolve as follows'
That at the ~our of 8 o' clock P.~d. on the ~ day of
Ukiah,~alifornia, the City Council of the City of Ukiah ,~vill
hear orotests made 'by any person ovming real property within the

territory proposed to be annexed to the City of '0'kiah, and any
person ovnaing real property v~ithin such territory so proposed to
be annexed and having any objection to the proposed annexation
may appesr before said City Council at said time and place and
shov~ cause, if any ne has, v,zhy such territory should not be so
anne xe d.
The said territory sought to 'be annexed is situate in
the County of ~iendocino, State of California, and is bounded and
more .oarticular!y described as follows, to-v,dt'
BEGIhR~ING at the intersection of the north line of
?Jabash Avenue and the west line of the 101 Highv~ay as sno~n
on that certain map filed in ~iap Case ~o. l, Drav~r 8, page
26, iV~endocino County Records; thence North 5° 32' V~est,
322.6 feet to a voven v~re fence; thence South 84° 48' Uest
along said woven w~re fence, 362.8 feet; thence South 5° 02'
East, 301.9 feet to the north line of ?~abash Avenue; thence
North 88° 03' East, J66.1 feet alon~% the north line of
TJabash Avenue to tt~e point of beginning. Containing 2.82
acres, more or less.
The said territory shall be desig%at~ as:"

Dear City Official:
You are urged~ in keeping with. the recommendations of a group of city officials
meeting in Sacramento on March 1Zth.~ 1953, ~o help achiek~e uniformity of sal. es and use
tax and uniformity of sales and use tax collection practices' by adoption of resolutions
similar to the enclosed resolution unanimou, slv adopted by the Counci[i. of the City of Santa
Rosa and communicate such action immediatel, y to your State Sen. a~..ors and Assemb~tymen
and to the Senate Interim Committee on Revenue and Taxation. and to i:~.e Berkeley office of
the League of California Cities. The Senate Revenue and Taxation Cornmiti:ee has scheduled
a committee hearing on Senate Bill 1344 on March. g7th at 9 a.m.
The consensus of the meeting referred to was that the prospects of' successful
conclusion of this matter during this session of the Legislature wou!.d be very dim without
agreement on the part of a substantial 'number of cities supporting state coliecti, on and sup-
porting one Bill in particular~ to wit~ Senate Bill 1344, provided it is a:nended as suggested
in the enclosed resolution.
The resolution is regretably but necessarily lengthy inasmuch as i,i; atte~tpts to state
a position upon which most cities should reach accord, and it might ~'e.!l. be, abbreviated or
some or all of the supporting arguments el. Sminated for your purposes. Ho'u~,ever~ such accord
and prompt and concerted action is necessary to the success of this Bi.il. YOU A_I~E THERE-
FORE URGED NOT TO VARY OR'OTHERWISE ENCUMBER THE PROPOSAL BY ADDITIONAL
QUALIFICATIONS OR REQUESTED AMEI~IDMENTS BEYOND THE AMEI~4DI~[E~NT THAT THE

You are further urged to immediately contact the Board of Supervisors of your county,
your local Retail. Merchants Associ. ation.~ and otKer organizations in you. r area which ,would
be interested in the proposed legislation a~.d request prompt and cor. certed actSon ~o;y tlTem in
support of Senate Bill 1.344 amended to return the full 1°~0, of ta×~ coi~.ected 'witb. in cities to
cities.
In presenting this matter to your cour. ty Board of Supervisors~ ~t is suggested that you
stress the impossibility of now or ever ga~.ning concerted city support~ lot ~ county sales tax
unless the full amount of the local tax collected within a city is returned ~co %he city~ This
position is not determined from consideratio~:~s of revenues but as a ~atter o~. principle. The
principle is that the line must be drawn at this point to protect tb.e ta.~ autonomy of cities and
prevent implications of consen[~ to subvention and dependence upon the higher echelons of
government from which might some day flow invasions of home rule deter~nination of the man-
her in which moneys so collected could be expended and the amount of such mo~eys which
should be returned to cities as against counties~
