OF PRELIMINARY DETERMINATION UNDER DIVISION 4 OF THE STREETS AND HIGHWAYS CODE SOUTHWEST ADDITION NO. 4 RESOLVED, by the City Council of the City of Ukiah, California, that 1. The public interest and convenience require, and it is the intention of this Council to order the following acquisit- ions and improvements: The acquisition, construction and installation of water mains, house services within streets, meters and meter boxes, hydrants, valves, fittings and appurtenances in U. S. Highway 101 between Beacon Lane and Talmage Road, Dora Street between Washington Avenue and Wabash Avenue, Helen Avenue between Wabash Avenue and a point about 100 feet south of Luce Avenue, Observ- atory Avenue between Helen Avenue and a point about 100 feet west of Dora Street, Washington Avenue between Helen Avenue and a point about 450 feet east thereof and between Dora Street and U. S. Highway 101, Wabash Avenue between U. So Highway lO1 and Dora Street, Beacon Lane between U. S. Highway 101 and Dora Street, Redwood Avenue from Helen Avenue west about 750 feet, the un- named lane about 375 feet east of Dora Street from Washington Avenue southerly about 400 feet, the unnamed lane about 400 feet west of U. S. Highway 101 from Beacon ~ northerly about 375 feet, and the unnamed lane about 625 feet west of U. S. Highway 101 between Beacon Lane and a point about 375 feet northerly thereof; and all acquisitions and improvements auxiliary to any of the above necessary to complete the same. 2. Reference is hereby made to the plans and specifi- cations for said improvements showing the general nature, location and extent of said improvements for a further description thereof and for all particulars relating thereto, which plans and specifi- cations are on file in the office of the City Clerk and open to public inspection. 3. The cost of said acquisitions and improvements will be assessed upon a district benefited thereby, the exterior bound- aries of which are the coterminous exterior boundaries of the area within the City of Ukiah known as Ukiah Southwest Addition No. 4. 4. The total estimated cost of the project is $136,437.04. 5. Reference is hereby made to a plat designated "Assess- ment Diagram" for a particular description of the properties to be assessed therefor and the boundaries thereof, and for all particu- lars relating thereto, which plat is on file in the office of the City Clerk and open to public inspection. 6o That proceedings for said improvements shall be con- ducted pursuant to Division 4, the Special Assessment Investigation, Limitation and Majority Protest Act of 1931, and the Municipal Improvement Act of 1913, Division 12, of the Streets and Highways Code, and bonds shall be issued pursuant to the Improvement Bond Act of 1915, Division l0 of said Streets and Highways Code. I hereby certify that the foregoing resolution was passed and adopted by the City Council of the City of Ukiah, California, at a regular meeting thereof held on the 21st day of February, 1956, by the following vote: AYES, and in favor thereof, Councilmen- NOES, Councilmen: APPROVED: Mayo~ REPORT DIVISION 4 STREETS AND HIGHWAYS CODE The undersigned· pursuant to Resolution No. ~of Preli- minary Determination· adopted by the City Council of the City of Ukiah · Mendocino County, California· to prepare a report pursuant to Division 4 of the Streets and Highways Code· covering the proposed project described therein· presents the following: (a) The general nature· location and extent of the proposed improvement or acquisition and the lands to be assessed to pay any part of the costs thereof, are shown upon the maps, plats and diagram thereof accompanying this report. (b) The total estimated cost of the proposed improvement· stating separately the estimated cost of each class of construc- tion proposed, including the incidental expenses of the proceed- ings, the total amount of which is separately stated· is shown upon the accompanying estimate of costs. (c) The total estimated costs· including the incidental expenses of the proceedings· the total amounts of which are separately stated, of the proposed acquisitions· if any· are shown upon the accompanying estimate of costs. Where the acquisition of property for more than one purpose is involved· and any such purpose will require the acquisition of property or rights for which compensation must be made· which pro- 31-F-2 perty or rights would not be required if such purpose were omitted, the estimated costs of the property or rights acquired for such purpose are separately stated. (d) The assessed valuation of each parcel of land to be specially assessed~ as shown on th~ last equalized assessment roll available on the date this report was commenced, is shown in the column entitled "(d)" in the accompanying tabulation, and the total assessed value of the land is stated at the bottom thereof. Where the assessed valuation of any such parcel of land was not separately shown upon the assess~¢nt roll~ an estimated assessed value of such parcel was ma~e by the County Assessor whose roll was used in preparing the report. (e) The assessed value of the ~.:uprovements upon each parcel of land to be specially assessed~ ss ~h¢~wn on the l~st equ~lln~d assessment roll available on the d~te this report was com~,uced, is shown in the column entitled "(e) '~ in the tabulation acco~pa~y- ing this report~ and the total assessed value of the improvements on all such parcels is stated at the bottom thereof. (f-g) The true value of each parcel of land to be assessed is as set forth in the coIumn entitled "(f-g)" in the tabulation accompanying this report~ and the total true value of all said lands is stated at the bottom thereof. Where the County assessment roll was used in paragraph (d) above, the true value of each parcel of land ~as determined by multiplying its assessed valuation by two. Where the City assess- ment roll was used, the true value of emch paree~l wa~ ,d&ter~,ined by multiplying the assessed valuation of each such parcel by a prorate factor~ which factor is double the quotient~ expressed in two decimals, of the total assessed value of all such lands as shown on the City assessment roll divided by such value as shown on the County assessmeu~b roll.~ as each such rolls for general tax purposes were ~Jvailable on the dale this report was commenced. (h) The amount, as nearly as m%y be determined, of the total principal sum of all unpaid special assessments and special assess- ments required or p~o~osed, to be levied under any completed or~.pend- ing assessment· proceedings~, other~ti~an that contemplated in the in- stant proceedings, either direct or ad valorem, upon each parcel of land proposed to be assessed, which would require an investiga- tion and report under said Division. 4, if any, is described in column "(h)" in the accompanying ts~bi~ia~tion. Where no such tabu- lation is provided, there are no s~u.~h sossessments. (i) The esti~ted a~.~!ount of th~ assessment for the proposed acquisition and i~..~provement to be lewied upon each parcel of land to be assessed is as set forth in the column entitled "(i)" in the accompanying tabulation. Where this report is made in conjunction with a report under the Municipal Improvement Act of 1913, said assessments and the description of the several parcels of land upon which they are to be levied are contained in the diagram and assessment accompany- ing this report, and set opposite the identical parcel numbers as contained in the tabulation accompanying this repor~tt~ If the assessment is to be made in proportion to the assessed value of land for the purpose of general taxation, then the total estimated cost of the acquisition or improvement less the amount, if any, proposed to be paid towards the cost of such improvement or acquisition from any source other than special assessment upon -3- benefited property and the assessed value of the lands to be assessed as shown on said last equ~!ized assessment roll, is the basis for the co~f:putation of the a~cessment for each Parcel. If the district is divf. ded into ~one's, such proposed zones and the percentages to be assessed s. gainst each such zone are shown on the district map referred to under paragraph (a) hereof, and such estimated assessment is proportioned as nearly as may be accord- ing to such zones and perce~ntages.
