Those certain plans and specifications for the furnish. ing of labor, materials and equipment for the construction of a secondary type treatment plant, including inlet works, raw sewage pumping system, preaeration and sedimention tanks, trickling filter o~:idation ponds, sludge digester, sludge Lagoons, operations build- ing and all necessary mechanical and electrical equipment and appurtenances, prepared by Brown & Caldwell, Consulting Engineers, San Francisco, California, and filed with the City Clerk of said City be, and the same are hereby, approved. 2. The City Clerk of said City is hereby directed to pub- lish a notice inviting sealed proposals for the furnishing of labor materials and equipment for the construction of a secondary type treat~:.'~ent plant, including inlet works, raw sewage pumping system, preaeration and sedimentation tanks, trickling filter, oxidation ponds, sludge digester, sludge Lagoons, operations building and all necessary mechanical and electrical equipment and appurtenances, in accordance with and as more particularly shown on the plans and specifications therefor, twice, not less than five (5) days apart, in a newspaper of general circulation printed and published in said City, the first publication of which shall be not less than ten days before the date fi×ed for the opening of bids. 3. Sealed proposals or bids will be publicly opened, ey. amine~ and declared on ~:u-n~,-,~g-~ 1957, at the hour of'~O~'o'c!ock P.?I. in the Council Chambers, City Hall, I~xiah, California. 4.. Payments for said work to be done by the contractor shall be made in cash by said City to the contractor on itemized estii-~ates duly certified and approved by the En.sineer and the City Council, based on labor and materials performed and furnished by the contractor and iiacorporated into said work during the preceding month, but said City shall retain 1~ of the amount of each such estimates, and the accumulation of said amounts so retained from said progressive payments will be paid to said contractor thirty- fi~e days after the completion and acceptance of said work by sai~ Engineer and the City Council. 5. Ail proposals or bids shall be accompanied by a cashie or certified check payable to the order of said City, amou~ting to 1~ of the bid, or by a bond in said amount and payable to said City signed by the bidder and an admitted surety insurer. Said c~ec~ shall be forfeited or said bond shall become payable to said City in case the bidder depositing the same ~oes not, within 10 days after written notice that the contract has been awarded to him enter into a contract with the City.
