HomeMy WebLinkAbout2001-50RESOLUTION NO. 2001- 50 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF UKIAH APPROVING AN APPLICATION FOR FUNDING FROM THE GENERAL/NATIVE AMERICAN ALLOCATION OF THE STATE COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) PROGRAM AND AUTHORIZING THE EXECUTION OF A GRANT AGREEMENT AND ANY AMENDMENTS THERETO WITH THE STATE OF CALIFORNIA FOR THE PURPOSES OF THIS GRANT WHEREAS, the Community Development Block Grant (CDBG) Program will assist local entities in providing assistance to very Iow, Iow, and moderate income persons (Targeted Income Group); and WHEREAS, the City of Ukiah has joined with the Ukiah Unified School District, the County of Mendocino, the Ukiah Boys and Girls Club, the Ukiah Valley Cultural and Community Center, and several non-profit community based organizations to develop a facility which will enhance the community's ability to provide services to the Targeted Income Group; and WHEREAS, the City Council has determined that because of the number of children and the economic conditions in the Ukiah area which require both parents of most families to work full time thus increasing the risks of unsupervised children, there is a priority need in the Ukiah area for safe and affordable non-school hour activities to meet the needs of area at risk youth; and WHEREAS, the Boys and Girls Club of Ukiah has been very active in providing care and services to the Targeted Income Group youth and is in need of a permanent youth development facility within which to continue to provide these services; and WHEREAS, the proposed site for this facility is surrounded by residential areas occupied by Targeted Income Group families in need of supervised activities and appropriate space for their youth; and WHEREAS, the Ukiah Unified School District is participating as a padner through the provision of land and the joint development of an adjacent new elementary school and the County of Mendocino is participating as a partner through the designation of $1,000,000 in Tobacco Settlement Funds for this project. NOW, THEREFORE, IT IS HEREBY RESOLVED, by the City Council of the City of Ukiah as follows: 1 ) The City Council has reviewed and hereby approves a CDBG application for up to $1,000,000 through a two year funding cycle for construction of the Ukiah Valley Cultural and Community Center; 2) the City Manager is hereby authorized and directed to act on the City of Ukiah's behalf in all matters pertaining to this application; and 3) if the application is approved, the City Manager is authorized to enter into and sign the grant agreement and any amendments thereto with the State of California for the purposes of this grant.
