JANUARY 2~. 1961..
The City Council convened in regular session in the Council
Chambers at 8:00 P.M. with Nayor Buxton, Councilmen Runkel,
Smalley, Banker and Wagner present.
.~PPROVAL OF MINUTES:
on. a motion by Councilman Smalley, seconded by Councilman
Banker, i't'Was unanimously carried the minutes of January
18, 1961 be approved as corrected.
RESOLUTION NO. 61-46 APPOINTING
MEMBER TO PLAN~ING COMMISSION -
WALTER GEORGE:
On a motion by Councilman Wagner, seconded by Councilman
Banker, it was unanimously carried Resolution No. 61-46
be adopted and the Mayor and Clerk be authorized to
sign same "Resolution Appointing Member to the Planning
Commission - Walter George".

REQUIREMENTS OF SECTION 13522 OF THE
PENAL CODE RELATING TO TRAINING OF
LAW ENFORCEMENT 0FFICERS:
On a motion by Councilman Wagner, seconded by Councilman
Runk'el, it was unanimously carried Ordinance No. 538 be
adopted and the Mayor and Clerk be authorized to sign
same "Ordinance Accepting the Requirements of Section
13522 of the Penal Code Relating to Training of Law
Enforcement 0f£icers".
REPORT ON LAW
PERTAINING T 0 SIGNS:

The City Attorney reported that there is a State Law
provision that signs within view of public highways
must be licensed, however, the State Law provision
is not applicable within the corporate limit of cities.
REPORT ON PROPOSED AGREEMENT
FOR AUTO RENTALS, NECESSITY
OF LICEnSInG & AMEh~DMENT TO FILBEN
LEASE TO PERMIT DEALERSHIP FOR
AIRCRAFT PARTS AND SUPPLIES:
The City Attorney reported that he has prepared an agree-
ment to cover the auto rental operation from the Filben
shop at the Airport which is in the nature of a concession
agreement. He has also prepared an amendment to the exist-
ing lease with Mr. Filben to permit the sale of aircraft
parts and supplies. As Mr. Filben has not had an opport-
unity to review these documents formal action was deferred
to the next regular meeting.
DIGHTMAN GRAZING LEASE:

In conferring with Mr. Warren Dightman, the City Attorney
reported he has proposed to supply materials, built and
maintain approximately 2,800 feet of fence at the City
Dump area if the City will in turn provide him
grazing privileges for one year rent free and charge
him at the rate of $300.00 per year thereafter.
An agreement will be drawn up by the City Attorney to
execute a lease with Mr. Dightman for use of property
at the City Dump for grazing purposes and presented to
the Council at the next regular meeting for formal action.
THREE PHASE SERVICE AGREEMENT
WITH P. G. & E. FOR AIRPORT
SHOP BUILDING N0. 2:
The City Manager requested action be deferred regarding

a three phase service agreement with P. G. & E. for
Airport Shop Bldg. No. 2 pending further investigation.
SIDEWALK LOCATION - NOKOMIS
ACRES SUBDV. UNIT NO. 2:
On a motion by Councilman Banker, seconded by Councilman
Wag~e~,- it was unanimously carried the City Engineer be
authorized to grant permission to subdivider to vary
from the improvement plan in Nokomis Acres Subdivision
Unit No. 2 so as to install sidewalk 6 feet from the
curb face on Marwen Drive so as to leave a 6 foot planter
strip'between the curb and sidewalk upon the following
conditions:
1. That subdivider grant an easement throughout the
subdivision for the public right to pass over the
area covered by the new location of the sidewalk.
2. That subdivider agree to install the same type of
sidewalk location and construction throughout the
subdivision on both sides of Marwen Drive.
DISCUSSION OF METHODS OF
CORRECTING STREET DEFICIEECIES
AND ROAD DF~ICIENCIES:
The City Manager requested the Council consider the
position they wish to take with regard a communication
from the League of California Cities concerning methods
of correcting city street and county road deficiencies.
Four possible methods were suggested as follows:
1. Raise the motor vehicle license fee from $2.00 to
$3.oo.
2. Increase Gas Tax l~ per gallon.
3. Increase user tax to produce an equivalent amount
of revenue.
4. Any combination of the above.
This matter was discussed at some length, however, no
formal action was taken.
RESERVATION FOR LEAGUE MEETING
IN SANTA ROSA - SAT. JAN. 28:

Members of the CounCil were requested to submit reservations
for the League of Calif. Cities Meeting to be held in
Santa Rosa, Saturday, January 28th.
LETTER FROM CALIF. FEDERATION OF
BUSINESS & PROFESSIONAL WOMEN'S CLUB:
,
The Council was advised of receipt of a letter from the
Business & Professional Women's Club expressing apprec-
iation for the courtesies extended their group during
their recent winter conference in Ukiah.
APPROVAL OF WARRANT:
On a motion by Councilman Runkel, seconded by Councilman
Smalley, it was unanimously carried Warrant ~962 payable
to the State Bar of Calif. be approved in the amount of
$37.00.
FIRE AND POLICE DEPARTMENT
ANNUAL REPORT:
Copies of the Fire and Police department Annual Report
were distributed to the Council for review.
COUNCIL RUNKEL:
1. Mr. Runkel suggested minor street repair work be done
in fromt of the J. C. Penney Store on School St.

2. Mr. ?.unkel suggested the City attempt to obtain add-
itional property for Perkins Street widening prior
to the construction of the new building on the corner
of Perkins and State Streets, if it appears feasible.
COUNCILMAN SMALLEY:
1. Councilman Smalley commented on the number of accidents
occurring at the corner of Oak and Smith and suggested
something be done to correct the matter. A traffic
count will be taken on this corner to determine
traffic movement and the Yield signs will be checked
for visibility.
MAYOR BUXTON:

Mayor Buxton commented on the outstanding program pre-
sented at the Rotary Club honoring Chief Smith on his
retirement.
ADJOURNMENT:
As there was no further regular business, Mayor Buxton
declared the meeting adjourned at 9:15 P.M.
