CITY OF UKIAH vs LIBRARY BOAt;.D OF TRUSTEES A~L GEORGE ?02ES: The City Attorney reported attending a hearing before the District Court of Appeals in Sacramento on February 16, 1961 regarding the case of City of Ukiah vs Library Board of Trustees and George Fones. According to Mr. Irish the City's pgsition remains the same that Library employees are un~er Civil Service. A written decision will be received on the Sacramento hearing and results reported to the Council. EXHI i~IT: On a motion by Councilman Smalley, seconded by Councilman ',~'agner, it was unanimously carried the Chamber of Commerce be granted per~,~ission to close Standley Street between crate and School Streets on ?;!arch 4, 1961 from 12:00 noon to ~:00 P.?!. for the purpose of a boat exhibit in conjunction with their annual Spring Opening March 2, 3, and .~.~th. POLICE CHIEF EXAMINASION: The City Manag',er reported by memorandum of forty-six candidates eligible to take the written examination for Police Chief, thirty-one appeared at various location~ throughout tae State and ten of the thirty-one received passi~g grades and will be eligible for interview. An oral interview board will be established and the dates of interviews will be announced after all required checking is compie t e. SALES TAX RECEIPTS: The City Manager reported the following sales tax receipts for the fiscal year through February as compared with the same period of time in 19~9-60 as follows: 1960 - 61 ............ $1g0,072.66 19~9 - 60 .......... ..,, 14~.460.ha, ~' 612.24 or 1 08%. increase .... ,~ 1, . If the sales tax revenue continues at the same rate for the balance of the fiscal year, M~. POLICE 0FFICERS' TRAINING: The Council was advised that a meeting will be held March 8th to discuss the Police Officers' Training Program and an attempt is beinE made to establish a training course at the Santa Rosa Junior College. CLAIM FOR DAM~%GES, ~36,16~.00 LOYD ~. PORTER~' 31~ W. CHURCH ST: On a motion by Councilman Runkel, s6conded by Councilman Smalley, it was unanimously carried claim for damages in the amount of ,~.36,169.00 Submitted by Loyd G. The City Hanager reported receiving notice that a hearing will be held before ~he ?ubli¢ Utilities Commission on Thursday, March 9th concerning Pacific ~ir Lines request for an increase in intra-state freight rates and charges. COU}~CILMAN RUNKEL: 1. Mr. Runkel su~ested tb.e County Health Department invest- igate conditions existing at the Ukiah Feed Lot. 2. It was also suggested by Mr. Runkel that additional fire hydrants be located at the airpoPt to protect hangars a~d equ~ pment. Mr. Runkel reported the fire hazard created by the spraying of airplanes in airport shops without proper ventilation. The Fire Department sho~uld report any such problems to the City Manager, according to Mr. Cash. COUI~CILMAN WAG~ER: 1. Mr. ,~agner inquired if the proposed County Library would increase the City tax rate. Mr. Cash explained briefly the County plan however, pointed out that the City has the optt~on of continuing to operate independent of the County operation. It could also affiliate with the County, make the entire city facility a part of the Oounty system or obtain certain services from the CoUnty operation. 2. Mr. ~agner questioned if all motorists are obligated to stop wb. en the fire sirens are in operation and was informed that all vehicles are to come to a standstill under the pro- v~sions of the traffic ordinance. The Council discussed briefly the hazard created by certain fire reserves travelling at excessive speeds to fires. Chief Smith reported that his department no longer issued citations however violaters hsd bean warned by both his deoartment an~ by Chief Bechtol. MAYOR BUXTON: The Mayor reported receiving a card of thanks from Mrs. Paul Mathews for flowers se. nt by the City Council. ADJOUINITENT: As there was no further regular business, Mayor Buxton de- clared the meeting adjourned at 9:4~q P.M. after which the Council re-.convened in closed personnel session.
