The City Council convened in regular session in the
Council Chambers at 8:00 P.M. with Mayor Buxton,
Councilmen Runkel, Smalley, Banker and Wagner pre-
sent.
A~PPROVAL OF MINUTES:
On a motion by Councilman Wagner, seconded by Councilman
~unkel", it Was unanimously carried the minutes of Feb-
rua ry 23, 1961 be approved as corrected.
6FpROVAL OF WARRANTS:
_On a motion by Councilman Runkel, seconded by Council-
man' WagnerJ~ it was unanimously carried Payroll Warrants
in the amount of $26,022.03, be approved.
On a motion by Councilman Smalley, seconded by Council-
m~n 'Ban'4er",' it was unanimously carried General Warrants
be approved as follows: Warrant #11~8 payable to Calif.
Physicians Service in the amount of $426.60 and Warrant
#1189 payable to Donn Weaver in the amount of $1,100.
RESOLUTION 61-59 GRANTING VARIANCE
APPLICATION 6-61 TO ARTHUR ALWEN

on a motion by Councilman Wagner, seconded by Council-
man Sm~lleY it was carried by a ~ to I vote Resolution
No. 61-59 be adopted and the Mayor and Clerk be auth-
orized to sign same "Resolution Granting Variance to
Arthur D. Alwen" to construct an 8' fence and arbor at
1282 So. State Street.

Copies of a memorandum from the City Attorney were dist-
ributed to members of the Council setting forth certain
proposed legislation for 1961. ~'~
It was noted that AB 77 requiring all public owned gas
and electric utilities pay an in lieu property tax to
each school district in which they are located, has been
set for hearing before the Assembly Public Utilities
and Corporations Committee on March 15th. Based~on pre-
vious action taken by the Council, the Committee and local
legislators have been notified the City Council Es opp-
osed to AB 77.
REPORT ON PACIFIC AIR LINE REQUEST

The Council was advised that Arcata, Eureka, possibly
Creseent City, Humboldt County and possibl2 Del Norte
County are interested in sharing the cost of retaining
the services of a qualified rate man to represent them
before the Public Utilities Commission, according to
Mr. John Stokes, City Attorney of Arcata. The app-
roximate cost for Ukiah to participate would be in an
amount not to exceed $500.00.
The City Manager did not feel the City could Justify a
$500.00 expenditure for this purpose. It was generally
agreed by the Council the C~ty would not participate
financially, however, the members felt the City Attorney
should be present at the hearings to be held in San Francisco
March 9th and 10th.

On a motion~ by Councilman Smalley, seconded by Council-
man "~'unkel, it was unanimously carried~er~nission be
granted to the Pocahontas Lodge to parade in the City of
Ukiah on April 15, 1961, the line of March to be from
Seminary north on State Street to Scott, west on Scott
Street to School and south on School Street to Seminary.
STATE DIV. OF HIGHWAYS MEETING
IN _EUREEA...- .MARCH ~ 8 and 9.th:
The Council was in general agreement the City Engineer
and a member of his staff attend a meeting of the State
Division of Highways in Eureka on March 7, 8 and 9th.
CHAMBER 0F C0~ERC E REQUEST
TO CHANGE NAME OF PERKINS ST.
TO UKIAH BLVD:
A letter from Louis F. Sbrana, President of the Chamber
of Commerce, was reviewed requesting the Council consider
changing the name of Perkins Street from State Street
East to Vichy Springs Road and Watson Road Intersection
to "Ukiah Blvd". This name change was recommended on
the basis it would give Ukiah an additional sign on the
new freeway announcing access to the City.
After discussing the matter, the Council unanimously
opposed changing the name of Perkins Street based on the
fact that Mr. Perkins was one of the pioneers in the City
of Ukiah and the name should be retained for historical
purposes.
PETITION REQUESTING IMPROVEMENT
TO BEACON LANE BET~EEN SOUTH DORA
AND ROSE AVENUE:

A letter from Mrs. Edmond Coble, accompanied by a petition
containing the names of eleven property owners, was re-
viewed by the City Manager requesting the section of
Beacon Lane between South Dora Street and Rose Avenue
be improved. The property owners on Tedford have agreed
to grant a 20' easement to the City for the improvement.
The City Manager will investigate this matter further.
It was suggested that annexation should be considered by
the property owners on Tedford Avenue.
COUNCILMAN RUNKEL:

Mr. Runkel reported a complaint from a property owner on
South Dora of a truck and old automobile parked on vacant
property across the street from houses in Ukiah Village
Subdivision. This matter will be checked by the Police
Department.

Mr. Runkel mentioned the fact that property on which Water
Well #3 is located has been sold. The City Manager did
not feel this would have any effect on the City obtaining
water from this source.
Mr. Runkel questioned if any work had been done toward
wee~ control and was informed that in April a determination
will be made on procedure So work may begin prior to the
dry season.
CpUNCILMAN SMALLEY:

Mr. Smalley remarked that recent rains created a lake in
the area used as a tree farm at the old sewage treatment
plant and was informed that there are some low spots that
have not been filled in, however no planting was done in
this area.

COUNCILMAN WAGNER:
Mr. Wagner reported a complaint of both diagonal and
parallel parking in the area of Perkins and Brush Streets.
In his opinion if the same is true the parking should be
uniform.

As there was no further regular business, Mayor Buxton
declared the meeting adJour~ned at 9:15 P.M.
