THE MEETI.NG .OF ...THE COUNCIL....0F THE .CI?Y .OF UKIAH - MARCH 1.~,..1961 The City Council convened in regular session in the Council Chambers at 8:00 P.M. with Mayor Buxton, Councilmen Runkel, Smalley, Banker and Wagner present. APPROVAL OF WARRANTS: _ On a motion by Councilman Banker, s~conded by Councilman ~.'~agner, 'i'~' Was' un~nimously carried General Warrants in the amount of $50,508.50 be approved. 0n_ a mo~ti.on by Councilman Runkel, seconded by Councilman Wagner, it was unanimously carried Payroll Warrants for the period of March i through 15, 1961 be approved in the amount of $25,191.13. APPROVAL OF MINUTES: 0n~ a motion by Councilman Wagner, seconded by Councilman Oanker, it was unanimously carried the minutes of March 8, 1961 be app- roved as corrected. REQUEST FROM LOW GAP ROAD IMPROVEMENT ASS'N. FOR BETTER IDENTIFICATION OF LOW GAP ROAD: The City Manager reported that a representative from the Engineering Department checked wi~h the three businesses on Brush Street and all were opposed to changing the name of Brush Street to East Low Gap Road. Present at the meeting in opposition to the name change was Harold Daniel, 160 Brush and Mr. Richard Mazzoni were presented letters of protest from F. Bricarelli and Garrett & Co. Mr. George Chalfant of the Low Gap Hoad Improvement Association was also present. Petitions containing 12~ signatures of persons endorsing the name change, was reviewed. AYES: NOES: ABSENT: Councilmen Runkel, Smalley, Banker and Wagner. Mayor Buxton None. On a motion by Councilman Runkel, seconded by Councilmen Banker, it was carried by a ~ to i roll call vote that the motion be amended to also include an adequate directional sign be posted on State Street directing south bound traffic to Brush Street. AYES: NOES: ABSENT: Councilmen Runkel, Smalley, Banker and Wagner. Mayor Buxton None. REPORT ON P. A. L. APPLICATION FOR AIR FREIGHT RATE INCREASE: The City Attorney reported attending a hearing in San Francisco March 9th and 10th before the Public Utilities Commission on Pacific Air Lines' application for air freight rate increase. According to the testimony of Pacific's representatives, Pacific is seeking additional revenue in the amount of approximately $17,000 per year, or 37% of its average annual revenue for~ the past five years. It was pointed out to the Pacific Represent- atives that the lowest rate increase they were asking was 62% and the highest in the neighborhood of 400% with an average of all the increases from point to point of 1~8% over the existing rate schedule. Pacific had no explanation for this other than that their calculations would arrive at the $17,000 increase in revenue. ' _ No decision was reached in P.A.L.'S application, according to Mr. Irish, and it was his feeling that the P.U.C. staff members were not impressed with Pacific's evidence, particularly since it was not set forth in dollars and cents how much the increased rates would generate in the way of revenue. Upon request by the Humboldt County Chamber of Commerce there will be a continued hearing held in Eureka on the 23rd of March. Pacific representatives indicated they were not going to submit further evidence at this hearing but were going to rely on the record as it stood. Mr. Raymond Jean, 208 Helen Avenue and Mr. Dick Mazzoni, 1009 W. Perkins were recognized by the Mayor protesting the service rendered Ukiah by Pacific Air Lines on the basis of its undepend- ability. CALIF. MUNC. UTILITIES ASS'N MEETING RE ANTI TRUST LAWS: The City Attorney reported also attending a meeting of the Calif- ornia Municipal Utilities Ass'n. while in San Francisco where he heard William C. Dixon, representative of the State Attorney Gen- eral's Office speak on the recent anti-trust suits against large electrical manufacturers for price fixing. Mr. ~ixon invited any future known or suspected incidents of anti- trust be brought to the attention of the Attorney Ger~ral's Office. DRAINAGE PROBLEM PRESENTED BY WALDO SHAW-REDWOOD HIGHWAY NORTH: ,. Mr. ~aldo Shaw was recognized by the Mayor relative to a drainage problem on his property at the North City Limits and Empire Gardens Subdivision. According to Mr. Shaw a l0 foot easement Joins Empire Gardens on the North and serves as a drainage channel which becomes clogged with debris causing the water to overflow onto his property.~ Mr. Shaw admitted that, in his opinion, the water causing the problem was originating outside of the City. Mr. Cash advised the Council that this easement is privately owned property and in a former discussion of this situation by the members it was agreed the drainage problem was not the City's obligation. On a motion by Councilman Smalley, seconded by Councilman Wagner, i't wa-s'" unanimously carried the Council reaffirm its position of July 8, 1959 declining acceptance of the drainage easement or responsibility of the maintenance thereof which adjoins Empire Gardens Subdivision on the North and the Shaw property which is outside the City Limits. It was suggested that Mr. Shaw attempt to present his problem to the Board of Supervisors since the problem originates outside the City Limits and creates a problem on the lands located outside of the city. AWARD OF BID - UKIAH GRAVEL GOBBI ST. C0~CRETE WORK: On a motion by Councilman Banker, seconded by Councilman Smalley, it was unanimously carried the bid for concrete work on Gobbi Street be awarded to Ukiah Gravel with the low bid of $3,039.70, and the Mayor and Clerk be authorized to sign the contract docu- ment. INVITATION TO WOOD SCHOOL CLINIC CALIF. REDWOOD ASS'N: Members of the Council were extended an invitation to attend a Wood School Clinic to be held at the Palace Hotel on Wednesday, March 22nd at 6:00 P.M.
