The City Council convened in regular session in the Council
Chambers at 8:00 P.M. with Mayor Buxton, Councilmen Runkel,
Smalley, Banker and Wagner present.
APPROVAL OF WARP. ANTS:
On a_motion by Councilman Smalley, seconded by Councilman Runkel,
it was unanimously carriedPayroll Warrants in the amount of $25,365.93
be approved for the period March 15th to March 31st.
On a motion by Counc~_lman Wagner, seconded by Councilman Smalley,
it was unanimously carried C. P. S. warrant in the amount of
$431.34 be approved.
APPROVAL OF MINUTES:
On a motion by Councilman Wagner, seconded by Councilman Banker,
it was unanimously carried the minutes of March 22, 1961 be app-
roved as corrected.
EUREF~ HEARING ON PACIFIC AIRLINES
APPLICATION FOR FREIGHT INCREASE:
The City Attorney reported that the Public Utilities Commission
continued hearing on Pacific Airlines application for a freight
rate increase was held in Eureka on March 23, 1961. An estimated
40 persons attended the hearing. ~he stand taken by the Eureka
Chamber of Commerce is that improved service is needed to justify
higher rates, both on freight and passenger service.
No final decision was made at the Eureka hearing and, according
to the Referee, a decision will not be reached for a period of
at least three weeks.
...... , P~0POSED 1961 LEGISLATURE:
The City Attorney reviewed from his memorandum of March 28, 1961
certain proposed legislature for 1961, which he felt would be of
interest to the City Council.
OAK MANOR SUBDV. - MATTERN
CLAIM:
Harold Irish reported receipt of a letter from Fielding H. Lane,
Attorney for Nipper &.Pomeroy, to the effect that while Mr, Richard
Mattern may have a good claim against Peletz Construction Co.,
his claim against Nipper & Pomeroy has no validity whatever. In
order to protect the City from any possible liability, Nipper &
Pomeroy is willing to provide a title insurance policy or other
similar document~covering the full amount of the Mattern claim
if it is considered necessary.
The City Council indicated it will consider acceptance of the
improvements already completed in Oak Manor Subdivision, Unit ~o.
i despite the existence of Mr. Mattern's ctaim'for~.~ork or
materials on such improvements, conditional upon receipt of a
title insurance policy or other similar document covering the
full amount of the Mattern claim.
It was noted that to date the renewal bond covering improvements
in Oak Manor Subdivision has not been received, however, this
matter will be checked into by the City Attorney.
ASSIGNMENT OF AIRPORT SHOP BLDG. NO. 2
LEASE TO FRANK H. PRENT.~CE~..JR.:
On a motion by Councilman Runkel, seconded by Councilman Wagner,
it was unanimously carried the Mayor and Clerk be authorized to
execute -in behalf of the City a consent to assignment of the
lease for Airport Shop Bldg. #2 from Herbert B. Filben to Frank
H. Prentice, Jr.
RESOLb~rION NO. 61-60 GRANTING VARIANCE
TO JAM~S B. M~_S.SENG,ILL~ M. D.:
On .a ~o_tion by Councilman Wagner, seconded by Councilman Banker,
ib was unanimously carried Resolution 61-70 be adopted and the
Mayor and Clerk be authorized to sign same "Resolution Granting
Variance to James B. Massengill, M. D." to permit use of a build-
ing at 717 So. ~ora St. for the purpose of conducting a professional
medical office.
APPROVAL OF PLANS FOR GRACE
LUTHERAN CHURCH CONSTRUCTION:
On a motion by Councilman Runkel, seconded by Councilman Banker,
i't ~as"u'n'animously carried the building plans as presented by
the Grace Lutheran Church be approved with the understanding
that the Church will presently construct curb and gutter only
along that portion of Cresta Drive to be utilized for the first
stage of the building program with the balance of curb and gutter
on Cresta Drive and Dora to be deferred until further construct-
ion, the City to construct curb and gutter along Wabash for
which in return the Church will dedicate five feet of property
for street purposes.

200 PARKING METERS:
A tabulation of bids received for 200 replacement parking meters
was reviewed by the Council. Bids were submitted as follows:

On a motion by Councilman Banker, seconded by Councilman ~agner,

$7,904.00 and purchased under contract on the basis of $300.00 per
mort th.

CLAIM FOR DAMAGES -
DAN' COHEN $7,500.00:
On a motion by Councilman Wagner, seconded by Councilman Banker,
it was unanimousl~ carried claim for damages submitted by Dan Cohen
in the amount of $7,500.00 from alleged tnJurte~ occuring from
the explosion of a manhole cover, be denied.

On a motion by Councilman Smalley, seconded by Councilman Wagner,
it was unanimously carried the Mayor and Clerk be authorized to
sign a request for additional documents from the Board of Admin-
istration of the State Employees' Retirement System regarding
proposed participation effective on approval by the voters and to
liquidate liabilities for prior service over a period of 30
years.
CONSIDERATION OF PLANS AhUD
SPECIFICATIONS FOR WATER LINE
REPLACEMENT ON MILL, BARBARA,
~MAE, CAROLYN,.. j0,~VE.S' & SPRING STS.:
The City Engineer presented for Council consideration plans and
specifications for the replacement of water lines on Mill, Barbara,
Mae, Carolyn, Jones & Spring Streets. The Council requested
prices be obtained on cement lining of the Mill Street line prior
to any formal action being taken on the overall project.
WEED CONTROL:
On a motion by Councilman Banker, seconded by Councilman Smalley,
it was unanimously carried the City Clerk be authorized to
request the necessary names and addresses from the Assessor of
owners of certain vacant properties within the City requiring
weed abatement.
A resolution adopting a weed abatement program for the City will
be prepared by the City Attorney for presentation at a future
meeting.
LEAGUE OF CALIF. CITIES
MEETING - APRIL 29~, 196.1:
Members of the Council were reminded of the League Meeting to
be held at Hamilton Field on April 29th.
UKIAH GLASS CO. REQUEST FOR
~R~2DUCTION IN RENTAL RATE:
A letter from the Ukiah Glass Company was read requesting the
rental rate on a city-owned building on Mason Street be reduced
from the present rate of $12~.00. No action was taken on this
request pending an inspection by the Building Inspector.
DISCUSSION RE UKIAH GARDEN~ CLUB
PLANS, FOR BEAUTIF.I, CATIO_N .OF FREEWAY:
A short discussion was held briefly outlining the Ukiah Garden
Club's plans for beautification of the future freeway.
COE'TRACT WITH COUNTY OF
MEh~DOCIN0 FOR CITY PRISONERS
MEALS:
The Council was advised that the contract between the City and
County of Mendocino to provide meals for City prisoners will
expire April 30, 1961.
On a motion by Councilman Wagner, seconded by Councilman Banker,
it was unanimously carried the City Attorney write the Mendocino
County Board of Supervisors requesting the existing contract
for furnishing meals for city prisoners be continued on a month
to month basis to allow the new Chief of Police an opportunity
to review the program.

COUNCILMAN BANKER:
Mr. Banker questioned if the Clay Street dip would be repaired
soon and was informed that it would be.

PUBLIC SCHOOLS WEEK:

Mayor Buxton announced that April 2~th thru 2~th has been pro-
claimed Public School's Week in Ukiah.
ADJOURN~NT:
As there was no further regular business, Mayor Buxton declared
the meeting adjourned at 9:20 P.M.
