APRIL 19~ 1961:
The City Council convened in regular session in the ~ouncil
Chambers at 8:00 P.M. with Mayor Smalley, Councilman Runkel,
Banker, ~agner and Buxton present.
APPROVAL OF MINUTES:
On .a motion by Councilman Runkel, seconded by Councilman
Wagner, it was unanimously carried the minutes of April 12,
1961 be approved as corrected.
APPROVAL OF WARBAi~TS:
On a motion by Councilman Runkel, seconded by Councilman
Banker, it was unanimously carried Payroll Warrants for the
pay period April 1st to April 15th, be approved in the
amount of $25,396.19.
On a motion by Councilman Runkel, seconded by Councilman
Buxton, it was unanimously carried General Warrants in the
amount of ~?~63,132.59 be approved.
DIGHTMAN GRAZING LEASE
DUMP AREA:
It was reported by the City Attorney that Warren Dightman
has completed fencing the dump area, the fence has been in-
spected and appears to be very well constructed. According
to the City's agreement with Mr. Dightman be will be allowed
one year of free rent in return for having constructed the
fencee
RESOLUTION ~0. 61-62

(GOLDEN GATE TRANSPORTATION
COMMISSI0~):
On a mot.iqn by Councilman Banker, seconded by Councilman
wag~'~r, it was unanimously carried Resolution 61-62 be
adopted and the Mayor and Clerk be authorized to sign same
"Resolution of the City Council of the City of Ukiah Opposing
Senate Bill No. 8~3" (Golden Gate Transportation Commission).
CONTRACT WITH ME~DOCIN0
COUNTY FOR PRISONERS MEALS:
The City Attorney reported that the Board of Supervisors
is agreeable to extending the contract for prisoners meals
on a month tO month basis in order to give Chief Donn Saulsbury
an opportunity to review the program.
RESOLUTION ~0. 61-63 DECLARING
WEEDS AND RUBBLE UPON PRIVATE
PROPERTY TO BE PUBLIC NUISANCE
AND ORDERING ABATEMENT OF SAME:
On a motion by Councilman Buxton, seconded by Councilman
Runkel, it was unanimously carried Resolution 61-63 be adopted
and the Mayor and Clerk be authorized to sign same "Resolution
Declaring Weeds and Rubble Upon Private Property to be
Public ~uisance and Ordering Abatement of Same". (Public
hearing to be Held Wednesday, May 10, 1961).
RESOLUTION NO. 61-64 APPOINTING
ERNEST F. BA~KER ALTERNATE DIRECTOR
OF UKIAH VALLEY SANITATION DISTRICT:
On a mo.tion by Councilman Wagner, seconded by Councilman
Euxton, it was unanimously carried Resolution No. 61-64 be

adopted and the Mayor and Clerk be authorized to sign same
"Resolution Appointing Ernest F. Banker Alternate Director
of Ukiah Valley Sanitation District".
PROPOSED LEGISLATION:
The Council was advised of certain proposed legislation to
be presented by the City Attorney at the next regular meet-
ing.
AUTHORIZATION TO CALL
FOR BIDS FOR WATER IM-
PSOVEMENTS - 1961:
On a motion by Councilman Buxton, seconded by COunCilman
Wagner, it was unanimously carried the plans and specifications
be approved, for water main improvements - 1961 (Mae, Barbara,
Carolyn, Jones and Spring Streets) and the City Clerk he
authorized to call for sealed bids to be opened at 2:00 P.M.,
May 9, 1961.
REPORT ON FLOOD CONTROL
WORK ON ORR CREEK:
It was reported by the City Manager that Congressman Clem
Miller has forwarded material regarding flood control work
on Orr Creek to the U. S. Army Engineers and has requested
a feasibility study be made.
PROPOSAL FOR CON~ROL
BURNING PROJECT:
The City Manager advised the Council of a proposed joint
project between the Division of Forestry, City and County~
for the construction of a fire break on City, County and
private property which would enable controlIed burning of
several hundred acres of land adjacent to the northwest
portion of the City.
AIRPORT LIGHT STA~DARD
AND SIGN ~ STANDARD 0IL:
A sketch was reviewed by the Council illustrating a new light
standard and sign to be constructed by Standard 0il Company
at the municipal airport.
COUNCILMAN RUNKEL:
Mr. Runkel suggested that a proper numbering program be
initiated in Oak Manor Subdivision. Mr. Banker reported that
although the houses do not display numbers, the numbers
have been assigned.

As there was no further regular business, Mayor Smalley
declared the meeting adjourned at 8:40 P.M. after which the
Council reconvened in closed personne~ session.
