HomeMy WebLinkAboutMin 04-26-61The City Council convened in regular session in the Council Chambers at 8:00 P.M.~with Mayor Smalley, Councilmen Runkel and ~agner present. Councilmen Buxton and Banker were absent. APPROVAL OF MINUTES: On a motion by Councilman Wagner, seoonded by Councilman Runkel, it was unanimously carried the minutes of April 19, 1961 be approved as corrected. PETITION FOR ABANDONFZ~T OF ALLEY OFF WALNUT STREET: Mr. L. H. Foster, Jr. of 544 Hazel Street was recognized presenting a petition signed by owners of five parcels of property bordering an alley approximately 10 feet wide and 300 feet long off ,,~'alnut Street. The alley is not being used by the City for utility purposes and the petitioners feel it would be to their benefit as well as to the benefit of the City if it were abandoned. The City Attorney was requested to investigate abandonment proceedings for report to the Council st a future date. WARREN DI SHTP~N GRAZING LEASE: On a motion by Councilman Runkel, seconded by Councilman Wagner, it was unanimously carried the City enter into an agreement with Warren Dightman for use of dump property for grazing purposes effective April 26, 1961 for the period of one year and the Mayor and Cl~rk be authorized to execute sa~e. RESOLUTION .NO. 61-6~ APPOINTING MEMBER T0 AIRPORT _GOMMISSION (EARL On a motion by Councilman Wagner, seconded by Councilman Runkel, it was unanimously carried Resolution No. 61-62 be adopted "Resolution Appointing Member to Airport Comm- ission'' and the Mayor and Clerk be authorized to sign same. PROPOSED LEGISLATION - 1961: The City Attorney summarized briefly bills to be presented in the Assembly and State Senate which would be of interest to the City Council insofar as they involve City Government. ~Ze Council directed the City Attorney to prepare a resol- ution supporting Senate Bill 1031 restoring governmental immunity. COUNCILMAN ~ANKER AR8IVED AT THiS POINT IN THE MEETING - 8:~2~..,P-~.- The Council was advised by Mr. Irish that first of the new City codes will be presented for consideration at an early date. ~ APPROVAL OF WARRANTS: On a ~otion by Councilman ~agner, seconded by Councilman ~unkel, it was unanimously carried the following warrants be approved for payment: #1~61 - J. AGREE~HENT BETWEEN CITY AND UKIAH VALLEY FIRE PROTECTION DISTRICT: On a motion by Councilman Banker, seconded by Councilman Wagner, it was unanimously carried the City enter into an agreement with the Ukiah Valley Fire Protection District for the period of one year from July 1, 1961 to June 30, 1962, in which the District agrees to pay the City ~17,112., and the Mayor and Clerk be authorized to sign same. SUGGESTED METit0D FOR PURCHASING MISC. HARD~ARE:~ The City Manager proposed the initiation of a new method for purchasing miscellaneous hardware items whereby formal bids would be requested on a discount basis to cover pur- chases over a period of one year. M~. Cash was requested to investigate the bidding procedure on an informal basis. SENATE BILL 853 AF~=ECTING THE GOLDEN GAq~E BRIDGE AlqD HIGHWAY DISTRICT: , , . ,, 111 11 ,~u ,, -- The City Manager reported letters of acknowledgment from Senator Slattery and George Anderson of Res. 61-62 adopted by the City Council opposing Senate Bill 853 which would transfer the control of the Golden Gate Bridge and Highway District to the Golden Gate Transportation Co~uission. C. P. S. INSURANCE: The Council was advised that C. P. $. Insurance is subject to an adjustment in cost ~nd benefits according to a letter received by the City Manager. Additional information will be presented to the Council at a later date. SHERIFF' S DINNER: Members of the Council were extended an invitation to attend a dinner to be given by the Sheriff to mark the conclusion of F. B. I. School for police personnel. The dinner will be held at the Fairgrounds at 6:30 P.M. on Friday, April 28th.
