Councilman Banker was absent. APPROVAL OF WARRANTS: iii i On a motion by Councilman Runkel, seconded by Councilman Wagner, 'it' was una'~imously carried General Warrants in the amount of $40,616.67 be approved. AGREEMENT RETAINING FITZPATRICK AND POULSEN, C. P. A. TO AUDIT REC0.RDS. FOR 1961.-6.2-63 $1,250: _ On a motion by Councilman Buxton, seconded by Councilman Wagner, it WA's Unanimously carried the City enter into an agreement retaining Fitzpatrick and Poulsen, C. P. A. to audit records for 1961, 1962 and 1963, and the Mayor and Clerk be authorized to sign same. PACIFIC AIR LINES PASSENGER RATES: - , i i il ~ _ The City Attorney reported that the~ case concerning Pacific Air Lines' request for an increase in passenger rates was decided on a separate basis from the freight rate case and it was ordered Pacific be allowed the passenger fare increase as reques ted. ASSIGNMENT OF INTEREST IN AIRPORT HANGAR LEASE FROM WELCH AND WELCH to F._M. DISCUSSION OF UKIAH AREA BEING _DECLARED .,A.R.EDEVELOPMENT ARE~....: The City Manager reported information to the effect, .that the Secretary of Commerce will designate Ukiah as a redevelopment area under terms "area redevelopment act" enacted by Congress earlier this year thereby becoming eligible for financial and technical assistance upon approval of an overall economic de- velopment plan for the Ukiah area. Assistance includes loans or grants for puolic facilities, commercial-industrial develop- ment, and re-training. COUNCILMAN. B.ANKE ARRIVED,AT TH_IS POI~? IL__ REQUEST TO CALL FOR BIDS --FOR-- STATIONERY ..SUPPLIES: -- On a mot%o~n by Councilman Wagner, seconded by Councilman Banker, it was unanimously carried the City Clerk be authorized to call for bids for stationery supplies for the 1961-62 fiscal year, bids to be opened at 2.:00 P.M. ~June 27, 1961. REQUEST FOR ABANDONMENT OF ALLEY B_ETWEEN BUSH AND DORA AVENUE: -- -- ill, ~ ' ' ~ ..... ~ , i _ The Council was advised of a request froTM Vern ArneSon that a ~ edicated alley which is not in use and has never been im- ~- proved, located between Bush and Dora Avenue be vacated. Property owners directly affected, Thorne and Arneson, have both signed the request for abandonment. The City Engineer was instructed to determine the necessity ~o retain a utility easement in this area. The matter of abandon- ment of the alley will be referred to the Planning Commission for recommendation. . AWARDS FOR MAYOR ' S SAFETY _C_0MMITTEE WI,ND, 0W DI.SP.~LAY CONTE.ST,: Councilman Buxton presented the following awards to winners in the Mayor's Safety Committee Window Display Contest: Shirley Clarke - First Place $25.00 Jim Markus - Second Place ~15.00 Karen Quick - Third Place $10.00 ADOPTION OF ORDINANCE NO. 540 ,2 o? .,~DYOr Smalley declared Public Hearing open at ~:40 P.M. on ivision 2 - Business" Ordinance No. 540. The Council was advised by the City Attorney that it is not a legal requirement that the ordinance be read a second time. Comments were heard from ~. Joe Weber of We0er Buick .Agency protesting the additional tax this ordinance would incur. The City Manager reviewed a written protest from automotive parts wholesalers. On a mo~ioD by Councilman Wagner, seCOnded by Councilman Banker, it was ~unahimously carried, by a roll call vote that Ordinance No. 540 be adopted "An Ordinance Adopting Division 2 of the Ukiah City Code Entitled "Division 2 - Business" Enacting certain New Provisions in Division 2 Consisting of Chapter 1 Entitled "Licens- ing Bustnes~ for Revenue"; and Repealing Ordinances Nos. 327, 3~4, 3&0, 373~ 432, 4~3, 454, and 518, and Ail Conflicting Ordinances. AYES: NOES: ABSENT: Councilmen Runkel, Buxton, Banker, Wagner and Smalley None None COMPLAINT RE DRAINAGE DITCH - WAUGH LANE: · , Mr. Glen H. Burger was recognized by the Mayor requesting action be taken by the City to correct the nuisance created by a drain- - age ditch in Waugh Lane. The ~ity Engineer was instructed to investigate this matter for report to the Council at an early date. REVIEW OF PLANS AND SPECIFICATIONS · FOR AIRPORT ADMINISTRATION BUILDING: Donn Weaver, Architect, was recognized and presented for Council consideration plans and specifications for the Airport Administrat- i on Bui iding. MINUTES OF THE MEETING OF THE COUNCIL OF THE CITY OF UKIAH - JUNE 14j .... 196.1 - P.AGE_ 3: ,ILl' ~ I__ .,, - Also present were Don Rones, Buzz Harlowe and Earl Fullerton, members of the Airport Commission.?~ The City Attorney was requested · to review the specifications, in preparation for request for bid call DISCUSSION RE CITY EMPLOYEES, at the next regular meeting. _HOSPITAL _I.N_SURANCE PROGRAM: The Council was advised that California Physician's Service will increase its rates by 16% as of June 15, 1961 and benefits will be reduced to 80% of~ the ward rate for hospital room rent payment instead of 100% as it has been in the past. The new rates compare with the old as follows, including life insurance: OLD NEW Employee $ 9.48 $ 10.99 Plus 1 dep. "I9.10 21.09 Plus more than 1 dep. 20.46 23.89 Inasmuch as information was not available early enough to permit the required investigation in advance of the adjustment, the increased rate by C. P. S. will be effective for at least two months. This matter will be discussed further at the next regular meeting when proposals by other companies will be presented. mETING WITH SOUTHERN PACIFIC ~E THEIR PURCH~.SE, OF W-~T~N PACIFIC: -- i i i i i i ii ii i -- . , , No action was taken concerning the meeting held by Southern Pacific regarding their purchase of Western Pacific pending further consideration of this matter by the Council. RECREATION .& PARKS BROC,HURE:j A copy of a brochure prepared by the Director of Recreation and Parks, Dave Strong, was distributed for Council review. The brochure outlines all activities of the recreation program for 1961 and will be mailed to all utility customers. COUNC_I LMA~, RUNKE~.,.', lo . Mr. Runkel questioned if the City's water supply was holding up during the recen%~ hot weather and was informed it is being watched carefully and appears to be maintaining normal level. Mr. Runkel also questioned action taken on request for a sign on North State Street and was informed that the Planning Commission granted a Use Permit to Foster & K eister for a sign in the vicinity of Brownie~-s Market, South State, but denied request for sign in the vicinity of Ukiah Floral Company on North State St. . Mr. Runkel suggested something be done to remove broken glass from streets. Mr. Cash~informed the Council that any time broken glass is reported it would be removed.
