HomeMy WebLinkAboutMin 06-28-61MINUTES OF THE MEETING OF THE COUNCIL OF THE CITY OF UKIAH - JUNE 2--8, 1961: The City Council convened in regular session in the Council Chmmbers at 8:00 P.M. with Mayor Smalley, Councilmen Runkel, Buxton, and Wagner present. RESOLUTION NO. 61-73 APPOINTING MEMBERS TO RECREATION COMMISSION ~NE_WEL~. RAWLES AND LEE SANDW.~.IN: On a motion by Councilman Runkel, seconded by Councilman Wagner, it was unanimously carried Resolution No. 61-73 be adopted "Resolution Appointing Members to Recreation Commission" (NeWell Rawles and Lee Sandelin for a term of three (3) years) and the Mayor and Clerk be. authorized to sign same. RESOLUTION NO. 61-75 DECLARING WEEDS AND RUBBLE UPON PRIVATE PROPERTy TO BE PUBLIC NUISA..NCE A,ND 0RDERI_NG_.ABATEMENT OF SAME: ,, __ The Council was advised that approximately 35 additional parcels of property within the City which were not included under the original program, required weed abatement. TI_N.G -.....8_~1~ P.M. _ _ _ On a motion by Councilman Wagner, seconded by Councilman ~uxton; it Was unanimously carried Resolution No. 61-75 be adopted "Declaring Weeds and Rubble Upon Private Property to be Pu01ic Nuisance and Ordering Abatement of Same" setting date of Public Hearing to be 8:30 P.M. July 12, 1961, and the Mayor and Clerk be authorized to sign same. PRESENTATION BY SANTA FE RAILROAD RE P0SSIB PURCHASE OF W STERN _PACIFIC. ,.,RAILROAD .FACIL.ITIE.S:,, __ M~. H. G. Jones and Mr. L. F. Heyman were present representing Santa Fe Railroad requesting Council support by the adoption of a resolution of intervention concerning their proposed purchase of Western Pacific Railroad facilities. Councilman Runkel made a motion the City Attorney be directed to draw up a resolution supporting Santa Fe's position. The motion was seconded by Councilman Banker. Under the question, there was some question as to whether the motion included the direction to intervene in the I.C.C. action. Councilman Banker withdrew his second and Councilman Runkel made a new motion to the effect that the City Attorney be directed to draw a resolution asking that the City intervene in the I.C.C. action in support of Santa Fe. This motion died for lack of a second. Charles Bell, Attorney, was recognized representing Southern Pacific. MINUTES OF THE MEETING OF THE COUNCIL OF THE CITY OF UKIAH - JUNE 28. 1,96!, ',, P~GE _2: ..... , , RESOLUTION N0. 61-76 ENDORSING SANTA FE PROPOSAL TO ACQUIRE CONTROL OF WESTERN PACIFIC RAILROAD COMPANY: -- , , ,i -- ,, i · ~ On a motion by Councilman Banker, seconded by Councilman W~gner, it" was unanimously carried Resolution No. 61-76 be adopted "Resolution Endorsing Santa Fe Proposal to Acquire Control of Western Pacific Railroad Company" and the Mayor and Clerk be authorized to sign same. DISCUSSION OF POSSIBLE ANNEXATION _0F PROP.ER.TY IN AREA OF C.00 ,,PER LANE,{ This matter was brought to the attention of the Council as a result of previous requests by Melvin and David Cooper that the City extend water service to their properties located out- side the City Limits. These requests were denied based on COuncil-established policy prohibiting the extension of water mains outside the City Limits, however, an alternate proposal of annexation to the City of properties in this area has been under study. The City Manager proposed two separate annexations, one to in- clude the Foutz property and the other, properties on Gooper~ Lane; both to be classed as uninhabited annexations due to the number of residents in the area. In order to bring Cooper Lane up to standard for dedication it was proposed curb and gutter be installed on the north side, a six inch water line be in- 'stalled and the roadway be paved with asphalt concrete 30 feet in width. These improvements would entail an approximate cost of $9.00 per front foot to each property owner with two possible methods of financing (1) full cost of improvements or (2) for- mation of a small assessment district. The City Manager and City Engineer were authorized to proceed with investigation concerning the development and annexation of properties on the north side of Cooper Lane and the Foutz property. AWARD OF BID FOR STATIONERY SUPPLIES - H. S CROCKER CO: Bids received for stationery supplies June 27, 1961 were as follows: Hansen's Stationery Shop - $1,111.73 plus tax $44.~7 - $1,156 20 H. S. Crocker Co. - $8 71.~2 ' 0n a mo.tion by Councilman Banker, seconded by Councilman Runkel, it was unanimously carried bid for stationery supplies be awarded to H. S. Crocker Co. in the amount of $871.42. AUTHORIZATION TO CALL FOR BIDS FOR AIRPORT, ADMI~,~!STRAT!ON BLDG_: 0n a motion by Councilman Banker, seconded by Councilman Buxton, it was unanimously carried the City Clerk be authorized to call for sealed bids for the Airport Administration Building as per specifications, bids to be opened at 2:00 P.M. July 25, 1961. VACATION OF ALLEY BETWEEN BUSH & DORA: j ,i i i i ___ The Council was advised of action taken by the Planning Commission on June 22, 1961 in which the members concurred with the pro- posed abandonment of an alley between Bush and Dora Streets with the reservation that required utility easements be retained by the City. REQUEST BY UKIAH BASEBALL CLUB FOR _FREE u..S.E OF. ANTON..STAD!U,.M:' A request by the Ukiah Baseball Club, a new organization, for free use of Anton Stadium for its first three games was con- sidered ~y the Recreation Commission at its regular meeting on June 27th and approved. In discussing this matter it was felt further information should be obtained prior to taking formal action on this request. ,C0,U~,CI,L~JAN RU,NKEL: l. Councilman Runkel suggested consideration be given to replacing Madrone trees at McGarvey Park which are dying from excessive water which is detrimental to this species of tree. Mr. Cash informed the Council that a planting program is planned for this park. ~0UNCI,LMAN BUXT ~oN~: l$ Mr. Buxton suggested members of the Council visit the Ukiah Disposal Area to view the type of housing furnished the attendant.
