Councilman Banker was absent. APPROVAL OF MINUTES: On a motion by Councilman Wagner, seconded by Councilman Buxton, it was unanimously carried the minutes of June 28, 1961 be approved as submitted by the Clerk. APPROVAL OF WARRANTS: On a motion by Councilman Buxton, seconded by Councilman Wagner, it was unanimously carried the following general warrants be approved for payment in the total amount of $26,267.33: A. Bel]agio Cooperage Shop M. B. Stevenson C .P.S. RESOLUTI'ON NO. 62-1 OF INTENTION TO VACATE UNNAMED ALLEY NORTH OF GROVE STREET AND BETWEEN DORA AND BUSH STREETS: $ 1,181.88 24,662.7O 422.75 On a motion by Councilman Wagner, seconded by Councilman Buxton, it was unanimously carried Resolution No. 62-1 be adopted "Res- olution of Intention to Vacate Unnamed Alley North of Grove Street and between Dora and Bush Streets", and the Mayor and Clerk be authorized to sign same. (Public Hearing July 26, 1961 at 8:15 P.M.) AGREEMENT AUTHORIZED WI TH 12TH DISTRICT AGRICULTURAL ASSOCIATION FOR POLICE PATROL: On a motion by Councilman Wagner, seconded by Councilman Buxton, it was unanimously carried the City enter into an agreement with the State of California, 12th District Agricultural Association, to provide Police Patrol service during the Redwood Empire Fair and Sports Show from 8:00 P.M. August 2, 196l to 8:00 A.M. Aug- ust 7, 1961 at a total cost of $8 1.94, and the Mayor and Clerk be authorized to sign same. WAIVER OF LICENSE FOR 12th DISTRICT FAIR SPONSORED CARNIVAL: On a motion by Councilman Buxton, seconded by Councilman Runkel, it was unanimously carried the carnival license fee of $100 per day be waived for the 12th District Fair sponsored carnival to be held August 2nd through August 5th, 1961. NOTICE OF MEETING RE MARKETING OF INTERTIE POWER FROM THE PACIFIC NORTHWEST: Members of the Council were advised of a meeting to be held Wednesday, July 12, at 9:30 A.M. in Portland, Oregon, to dis- cuss with all Public agencies in California the marketing of power that might be transmitted over the intertie, including surplus peaking capacity and energy from the Pacific Northwest. CURB AND GUTTER CONSTRUCTION POLICY DISCUSSED: The Council was requested by the City Manager to consider the advisability of enforcing construction of curb and gutter in instances where over 50% curb and gutter have been installed in a block. In considering this matter, the members of the Council felt that property owners should be encouraged to install curb and gutter but not required to do so. Personal contacts by a representative of the City was Saggested as a means of acquainting property owners of the City's policy of permanent street construction upon completion of curb and gutter exceeding 50% in a block. AUTHORIZATION TO ESTABLISH A CHARGE FOR DOCUMENTS REPRODUCED UPON RE(~UEST: On a motion by Councilman Wagner, seconded by Councilman Buxton, it was unanimously carried the City Manager be authorized to establish a charge for documents which are reproduced upon request. COUNCILMAN BANKER ARRIVED AT THIS POINT IN THE MEETING - 8:~;0 P.M. COUNCILMAN RUNKEL: · · COUNC Mr. Runkel questioned the necessity of a loading zone on the East side of State Street in front of Portlock's hardware inasmuch as parking is provided by Portlock!s at the rear of their store. Mr. Cash informed the Council that Chief Saulsbury, in making a survey of loading zones, has suggested this zone be eliminated and a parking meter be installed, together with other corrections in the complete block. Mr. Runkel reported a complaint concerning the dust problem on So.
