HomeMy WebLinkAboutMin 07-19-61MI NUTES 1961 OF THE MEETING OF THE COUNCIL OF THE CITY OF UKIAH- JULY 19, The City Council convened in regular session in the Council Chambers at 8:00 P.M. with Councilmen Wagner, Runkel and Banker present. Mayor Smalley and Councilman Buxton were absent. Councilman Wagner acted as Mayor Pro tempore. APPROVAL OF WARRANTS: On a motion by Councilman Runkel, it was unanimously carried General $60,525.90 be al~lbroved. APPROVAL OF MINUTES: On a moti on i t was unan approved as by Councilman Runkel, seconded by imously carried the minutes of July submitted by the Clerk. Councilman Banker, 1 2, 1961 be PROPOSED ORDINANCE REGULATING THE KEEPING OF HORSES AND OTHER LIVESTOCK IN THE CITY LIMITS: The City Attorney reviewed a suggested form of ordinance which would regulate the keeping of horses and other livestock within the City Limits. Mr. James Toucher was recognized speaking in behalf of horse owners in the community and protested certain phases of the ordinance. Also present was Mr. and Mrs. Ralph Oakley and Mr. and Mrs. Merle Morgan. Due to the absence of two members of the Council, action on the proposed ordinance was deferred to the next regular meet- ing. RESOL Of DI WEED UTION NO. 62-5 CONFIRMING REPORT RECTOR OF PUBLIC WORKS REGARDING ABATEMENT CHARGES .. Public Hearing on the Director of Public Works' report on weed abatement charges (1st program) was declared open at 8.'30 P.M. There were no persons present on behalf or express- ing protest to the report as submitted. On a motion by Councilman Banker, seconded by Councilman Runkel, it was unanimpusly carried Resolution No. 62-5 be adopted and the Mayor and Clerk be authorized to sign same "Resolution Confirming Report of Director of Public Works Regarding Weed Abatement Charges". JACK DEW OF SOUTHERN PACIFIC RE WESTERN PACIFIC RAILROAD: Mr. Jack Dew of Southern Pacific was recognized requesting the Council re-consider its action of supporting Santa Fe's purchase of Western Pacific Railroad. Also heard were Mr. Henry Dohring and Mr. Maurice Coffin speaking on behalf of Southern Pacific. On a motion by Councilman Runkel, seconded by Councilman Wagner, it was unanimously carried the City Attorney be instructed to prepare a resolution rescinding action previously taken support- ing Santa Fe's proposed purchase of Western Pacific and stating that the City Council now takes a neutral stand on the matter. August 15, NORTHWESTERN PACIFIC RAILROAD REQUEST TO ABANDON STOCK CORRAL: The Council was advised of a letter from the Public Utilities Commission to the effect that Northwestern Pacific Railroad Company has expressed intention to abandon the stock corral at Ukiah effective August 15, 1961 as there is no present nor forseeable need in the future for this facility. There was no protest expressed by the Council to the abandonment of the corral. STATE COMPENSATION DIVIDEND POLICY YEAR ENDING 7-1-60 ($1,953.44): The City Manager reported receipt of a dividend check in amount of $1,953.44 from the State Compensation Insurance for the policy year ending July 1, 1960. the Fund MEETING RE MARKETING OF I NTERTIE POWER FROM THE PACIFIC NORTHWEST: Mr. Cash reported that a representative of the Municipal Electric Association was in attendance at the meeting in Portland regard- ing the marketing of intertie power from the Pacific Northwest and a detailed report will be forthcoming in the very near futu re. AREA ECONOMIC REDEVELOPMENT ACT: It was also reported by the City Manager that a Federal represent- ative will be in Ukiah within the very near future concerning the area economic development act. LEAGUE MEETING - EUREKA SATURDAY.. JULY 29, 1961: Members of the Council were reminded of reservations for the North Bay Division, League of California Cities.meeting to be held in Eureka, July 29, 1961.
