The City Council convened in regular session in the
Council Chambers at 8:00 P.M. wi th Mayor Smalley,
Councilmen Runkel ~and Wagner present. Councilman
Banker and Buxton were absent.
APPROVAL OF MINUTES:
On a motion by Councilman Runkel, seconded by Councilman
Wagner, it was unanimously carried the minutes of July
19, 1961 be approved as corrected.
APPROVAL OF WARRANTS:
On a motion by Councilman Wagner, seconded by Councilman
Runkel, it was unanimously carried General Warrants be
approved as follows payable from the Recreation Trust
Fund: #1763 payable to Jim Reid in the amount of $23.00
and #1764 payable to Joe Brennan in the amount of $27.00.
RESOLUTION NO. 62-6 RESCINDING
ENDORSEMENT OF A. T. & S. F.
PROPOSAL TO ACQUIRE CONTROL OF
WESTERN PACIFIC, AND ESTABLISHING
A NEUTRAL POSITION:
On a motion by Councilman Wagner, seconded by Council-
man Run~]: it was unanimously carried Resolution No.
62-6 be adopted and the Mayor and Clerk be authorized
to sign same "Rescinding Endorsement of A. T. & S. F.
P~oposal to Acquire Control of Western Pacific, and
Establishing a Neutral position".

IMPROVEMENTS BARBARA, MAE,
CAROLYN, JONES & SPRING
STS. & AUTHORIZATION TO
FILE NOTICE OF COMPLETION:
On a motion by Councilman Runkel, seconded by Council-
man Wagner, it was unanimously carried water main improve-
ments by M. B. Stevenson Santa Rosa, contractor, to Barbara,
Mae, Carolyn, Jones & Spring Streets be accepted and the
City Clerk be authorized to file necessary Notice of
Completion in the office of the County Recorder.
RESOLUTION NO. 62-7 VACATING
UNNAMED ALLEY NORTH OF GROVE
ST. & BETWEEN DORA & BUSH STS.:
Public Hearing on abandonment of alley North of Grove Street
and between Dora and Bush Streets was declared open by
Mayor Smalley at 8:15 P.M. Affidavit of Posting by the
Director of Public Works was filed wi th the Mayor. Mr.
J. H. Thorne, 620 N. Bush Street was present on behalf
of the petition to vacate the alley. There were no persons
present protesting its abandonment.
On a motion by Councilman Wagner, seconded by Council-
man Runkel, it was unanimously carried Resolution No.
62-7 be adopted and the Mayor and Clerk be authorized
to sign same re'Resolution Vacating Unnamed Alley North
of Grove Street and Between Dora and Bush Streets'.'.
BIDS REJECTED FOR CONSTRUCTION
OF AIRPORT ADMINISTRATION BUILDING:
Bids opened July 25, I961 at 2:00 P.M. for the construction
of the Airport Administration Building were as follows:

It was the City Manager's recommendation that all bids
be rejected on the basis the amounts bid far exceeded
the architect's estimate of $62,000 for the entire structure.
On a motion by Councilman Runkel, seconded by Councilman
Wagner, it was unanimously carried all bids for the con-
struction of the Airport Administration Building be
rejected as recommended by the City Manager.
Don Rones, Chairman of the Airport Commission, requested
additional time for his committee to review the plans and
submit a .revised proposal, requiring approximately one
month to six weeks. This request received iCouncil approval.
LETTER FROM SOUTHERN PACIFIC CO:
A letter from Southern Pacific Company was reviewed by the
City Manager expressing appreciation for Council support
in connection with their efforts to obtain control of
Western Pacific and requesting the.opportunity to be
heard again should the matter be re-opened.

POLICE PATROL:

On a motion by Councilman Runkel, seconded by Council-
man Wagner, it was unanimously carried contract dated
July 5~ 1961 With the 12th District Agricultural Ass'n.
be rescinded a new contract for police patrol be approved
in the amount of $960.15 and the Mayor and Clerk be auth-
orized to sign same. (Salary increases authorized in the
1961-62 budget necessitated revised contract).
OBSERVATION OF NATIONAL FORESTRY PRODUCTS
WEEK BY BLACK BART HOO-HOO CLUB #181:
A request from the Black Bart Hoo-Hoo Club #181 to park a
semi-trailer and to locate a booth on Standley Street
between School and State Streets during National Forest
Products Week October 15 through 21 was reviewed by the
City Manager.
On a motion by Councilman Wagner, seconded by Councilman
Runkel, it was unanimously carried the request as outlined
above be granted subject to the requirements that permission
be obtained from the merchants in the area and the Police
and F..ire Chiefs approve the location of the ejquipment.
PROPOSED ORDINANCE AMENDING ORDINANCE
NO. ~506 RE TRAFFIC ON STEPHENSON ST.:
The Council was advised of ~he hazard created by fi re
equipment entering State Street via Perkins Street inter-
section. It was recommended Stephenson Street from State
to School Streets permit two-way traffic and the City
Attorney was authorized to proceed wi th a proposed ordinance

amending Ordinance No. 506 on an emergency basis.
ORDINANCE REGULATING KEEPING OF
LIVESTOCK IN THE CITY:
Councilman Runkel made a motion ordinance regulating
the keeping of livestock in the city be tabled inasmuch
as there was not a full council present. The motion
died for lack of a second.

The proposed ordinance was read by the City Attorney.
Mr. James R. Tocher, P. O. Box 711, was recognized
requesting the ordinance be tabled. A1 so recognized
was Ralph Oakley, Maple Avenue and Orval Thomas, 756
Pomolita Way.
Councilman Wagner introduced Ordinance No. 541, entitled
'lAn Ordinance Regulating. the Keeping of Livestock
Within the City Limits of the City of Ukiah" A Public
Hearing was scheduled for 8:30 P.M. August 1~, 1961
and the Clerk instructed to notify all interested parties
of same.

declared the meeting adjourned at 9:30 P.M. after
