2, 1961
The City Council convened in regular session in the Council
Chambers at 8:00 P.M. with Mayor Smalley, Councilmen Runkel,
Buxton, Banker and Wagner present. Acting City Manager in
the absence of Mr. Cash was Mr. A. S. Kruth.
APPROVAL OF WARRANTS:
On a motion by Councilman Buxton, seconded by Councilman Runkel,
it was unanimously carried Payroll Warrants coverin~ the period
of July 15th to July 31st in the amount of $31,352. 6 be app-
roved.
On a motion by Councilman Wagner, seconded by Councilman
Banker, it was unanimously carried General Warrants in the
total amount of $3,584.48 be approved as follows:
#1765 Calif. Phys. Service $427.50
#1766 Jim O'Farrel 1 50.00
#1767 Ethel Humphrey 296.35
#1768 M.B. Stevenson 2,8!0.63
APPROVAL OF MINUTES:
On a motion by Councilman Runkel, seconded by Councilman
Wagner, it was unanimously carried the minutes of July 26,
19~1 be approved as submitted by the Clerk.
RESOLUTION NO. 62-7-A APPOINTING
MEMBERS TO THE AIRPORT COMMISSION
.(MARSHA AND FULLERTON):
On a motion by Councilman 'dagner, seconded by Councilman
Buxton, it was unanimously carried Resolution No. 62'7-A
be adopted and the Mayor and Clerk be authorized to sign
same "Resolution Appointing Members to the Airport Comm-
ission''. (Dr. Trevis Marsha and Mr. Earl Fullerton).
ORDINANCE NO. 542 PROVIDING FOR THE
INSPECTION, REGISTRATION, AND LICENSING
OF BICYCLES, PRESCRIBING PENALTIES FOR THE
VIOLATION THEREOF, AND REPEALING SECTIONS
1 THROUGH 9, INCL. OF ORDINANCE NO. ~52:
Ordinance No. 542 was reviewed by the City Attorney and dis-
cussed briefly by the Council.

Ordinance No. 542 providing for the Inspection, Registration,
and Licensing of bicycles, Prescribing Penalties for the
Violation Thereof, and Repealing Sections 1 through 9 inclusive
of Ordinance No. 352 was introduced by Councilman Buxton.
ORDINANCE NO. 543 AMENDING A PORTION OF SECTION
72 OF ORDINANCE NO. 506 SO AS TO MAKE STEPHENSON
ST. ONE-WAY WESTERLY ONLY FROM SCHOOL ST. TO DORA ST.:
Ordinance No. 543, an emergency ordinance, was reviewed by the
City Attorney and introduced by Councilman Wagner.
On a motion by Councilman Wagner, seconded by Councilman Buxton,
it was unanimously carried Ordinance No. 543 be adopted and
the Mayor and Clerk be authorized to sign same "'Ordinance
Amending a Portion of Section 72 of Ordinance No. 506 So as
to Make Stephenson St. One-Way Westerly only from School Street
to Dora Street.

RESOLUTION 62-8 ADOPTING AND SUBMITTING
A BUDGET FOR EXPENDITURE OF FUNDS ALLOCATED
FROM THE STATE HIGHWAY FUND TO CITIES:
On a motion by Councilman Banker, seconded by Councilman
Runkel, it was unanimously carried Resolution 62-8 be
adopted and the Mayor and Clerk be authorized to sign same,
"Resolution Adopting and Submitting a Budget for Expenditure
of Funds Allocated From the State Highway Fund'to Cities".
RESOLUTION 62-9 ADOPTING AND SUBMITTING
A BUDGET FOR EXPENDITURE OF STATE
ALLOCATED (ENGINEERING) FUNDS:
On a motion by Councilman Runkel, seconded by Councilman
Buxton, it was unanimously carried Resolution 62-9 be adopted
and the Mayor and Clerk be authorized to sign same "Resolution
Adopting and Submitting a Budget for Expenditure of State
A1 located (Engineering) Funds".

for the Elks Charity Circus to be held September
COUNCILMAN RUNKEL:
1. Mr. Runkel reported receiving a complaint regarding the water
pressure being low on North School Street.
~
He also suggested that Chief Sautsbury have an article published
in the local newspaper warning deer hunters that it is unlawful
to discharge fi rearms within the city limits.
3.. Mr. Runkel expressed concern regarding the dip at Clay and Oak
which is again in need of repair.
COUNCILMAN BANKER:
Mr. Banker suggested repairs be made at the intersection where
Oak enters Gobbi Street.
ADJOURNMENT:
As there was no further regular business, Mayor
