20, 1961.
APPRO
The City Council convened in regular session in the Council
Chambers at 8:00 P.M. with Mayor Smalley, Councilmen Runkel,
Banker, and Wagner present. Councilman Buxton was absent.
VAL OF WARRANTS:
On a motion by Councilman Runkel, seconded by Councilman Wagner,
it was unanimousl~ carried Warrant #2036 payable to P.G. & E.
in the amount of 22,883.55 be cancelled and Warrant #2040 be
issued in the same amount, and that qeneral warrants in the
total amount of $72,373.80 be approved including Warrant #2040.
On a motion by Councilman Runkel, seconded by Councilman Wagner,
it was unanimously carried Payroll Warrants for the pay period
September 1st to 15th, 1961 be approved in the amount of
$28,064.04.
APPROVAL OF MINUTES:
On a motion by Councilman Wagner, seconded by
Banker, it was unanimously carried the minutes
13, 196l be approved as submitted by the Clerk.
RESOLUTION NO. 62-14 APPOINTING
MEMBER TO AIRPORT COMMISSION -
DONALD L. GILMER:

On a motion by Councilman Wagner, seconded by Councilman Banker,
it was unanimously carried Resolution No. 62-14 be adopted
and the Mayor and Clerk be authorized to sign same "Resolution
Appointing Member to the Airport Commission" (Donald L.
Gi liner) . '
NORTHERN CALIF. MUNICIPAL ELECTRIC
ASS'N. MEETING - SACRAMENTO SEPT.
19, 196]:
The City Attorney reported attending a NCMEA meeting in Sacramento
on September 19, 1961, also attended by Director of Public
Works, at which time consideration was given by the Association
to opposition of A.B. 77. This proposed legislation would
tax municipally owned electric utilities. The Association
voted to express its opposition to this measure and to instruct
one of its representatives to represent the Assocation before
the committee's hearing September 20th in San Diego.
PACIFIC AIRLINES APPLICATION
FOR RATE INCREASE:
The Council approved the City Attorney attend a meeting to be
held by the Public Utilities Commission in San Francisco on
September 20th regarding rates, practices and operation of
Pacific Airlines.
ORDINANCE REGARDING
FREEWAY BEAUTIFICATION:
The City Manager reviewed a freeway beautification ordinance
as adopted by the County of Mendocino to cover the area between
Robinson Creek and Forsythe Creek. Mrs. William Moores was
present representing the Ukiah Valley Beautification Committee,
the group spearheading this project.
After considerable discussion it was agreed the City Attorney
be instructed to prepare a similar ordinance in code form for
Council consideration at the next regular meeting.

COUNCILMAN BUXTON ARRIVED AT THIS POINT IN THE MEETING - 8:30 P.M.
AIRPORT ADMINISTRATION BUILDING:
A letter from Donn Weaver & Associates, Architects, was read
in which Mr. Weaver's recommendation, concurred in by the
Airport Commission, was that the Airport Administration
Building and Restaurant be put out to bid a second time in
the fall or winter, using the original drawings as much as
possible but omitting certain details and items in order to
keep the cost of rebidding as low as possible.
Mr. Weaver proposed to make the necessary changes to drawings
and specifications at no cost to the City except the printing
costs involved. Attached to the letter was a statement showing
an estimated architectural fee of $4,640.00 based on an estimated
construction cost of $58,000.00, allowing for a 5% increase in
costs which have taken place during the year between preliminary
estimates and the bidding time.

REQUEST FOR ABANDONMENT OF
WEST PORTION OF CITY-OWNED
PROPERTY AT END OF MILL STREET:
The Council was advised of a request from Larry Baldwin that
the city abandon the west portion of a cul-de-sac at the end
of Mill Street for the reason that it would be an improvement
to the development of the area and has not been used for several
years.
No action was taken pending further discussion of the matter
with adjacent property owners Lee White and Larry Baldwin.
AUTHORIZATION TO CALL FOR BIDS
FOR CONSTRUCTION OF GARAGE AND
SHOP BUILDING AT MUNICIPAL PARK:
On a motion by Councilman Banker, seconded by Councilman
Runkel, it was unanimously carried specifications be approved
and the City Clerk be authorized to call for bids for the
construction of a garage and shop building at the Municipal
Park, bids to be opened at 2:00 P.M. October 17, 1961.
ANNUAL AUDIT:
Copies of the annual audit of city records were distributed
to the Council for review.

Civil Defense and the City Manager reported that
r of Commerce has offered to make door to door
istributing Civil Defense literature and general

Dr. Tom Nicholson, Radiologist, described the fallout pattern
for the State and recommended the City participate in a
program to provide food for refugees from heavily populated
areas, encourage the construction of fallout shelters and
provide auxiliary power to insure ample water. The Council
was advised of a meeting of Civil Defense officials to be
held October 19, 1961. It was agreed the City should be
represented at this meeting.

As there was no further regular business, Mayor Smalley
declared the meeting adjourned at 9:50 P.M. after which
