MINUTES OF THE MEETING OF THE COUNCIL OF THE CITY OF UKIAH -
SEPTEMBER 27, 1 961
The City Council convened in regular session in the Counci!
Chambers at 8:00 P.M. with Mayor Smalley, Councilmen Runkel,
Buxton, Banker and ':A/agner present. City Clerk Marie Church
was absent. Councilman Banker was appointed City Clerk pro
tem by the Mayor.
APPROVAL OF MINUTES:
On a motion by Councilman '~/agner, seconded by Councilman
Buxton, it was unanimously carried the minutes of September
20, 1961 be approved as corrected.

October 4, 1961 was the date set for the second reading and
adoption of this ordinance.
REPORT ON P.U.C. HEARING
RE PACIFIC AIRLINES:
The City Attorney reported attending a P.U.C. hearing in San
Francisco September 21, 1961 regardin9 Pacific Airlines.
Accordin9 to Mr. Irish the investigation disclosed that none
of the rates, operations or practices discussed were in relation
to the City of Ukiah. No decision has been received from
the previous hearin9 regarding freight rate increases. The
September 2]st hearing was continued to December 19th, however,
it was the opinion of the City Attorney that it was not nec-
essary for a representative from the City to be present.
PUBLIC HEARING RE ANNEXATION
NO. 62-1 CONTINUED TO OCT. llth:
On a motion by Councilman Runkel, seconded by Councilman
Banker, it was unanimously carried public hearing regarding
Annexation No. 62-1 be continued to October l l, 1961 at 8:15
P.M. to be held in the Council Chambers.

On a motion by Councilman Runkel, seconded by Councilman
Wagner, it was unanimously carried claim for damages submitted
by James L. Ti pton in the amount of $55.00 for damages claimed
to have occurred August 27, 1961 by a City-owned truck back-
lng into the left rear side of his car at Foster's Freeze
Drive-in parking lot, be denied.

The City Manager reviewed Variance Application No. 62-2 by

petition containing sixteen signatures protesting continued

The Council considered all the factors at hand and determined
that it would be appropriate that the Planning Commission have
an opportunity to review the problem. The Council therefore
declined to take any immediate action on the petition and
suggested the petition be filed with the Planning Commission
along wi th the application for variance.

The Council was advised that under the conditions of the contract
the Architects are entitled to 6% of their estimate of $58,000
or $3,b~80.00. They have received payments in the amount of
$2,200.00 leaving a balance due of $l,280.00.
The City Attorney was instructed to prepare a supplemental
contract covering revision of the plans and specifications
and rights and duties of parties thereto for presentation at
the next regular meeting. It was further agreed that the
Council consider revisions to the plans and specifications
prior to their being printed as there will be an additional
charge for this service.
TRAINING COURSE IN FI RE
DEPARTMENT ADMINISTRATION:
As a point of information the Council was advised that textbooks
and lessons have been distributed toward initiating a six month
course in Fi re Department Administration. Four fi re department
officers, the City Manager and Di rector of Public Works will
participate in this course.
DELAY IN DELIVERY
OF STREET SWEEPER:
The City Manager reported that the 30 day delivery date specified
by the Holz Company for delivery of the street sweeper has not
been complied wi th and it was his recommendation that if a
satisfactory reply stating the reasons for delay is not forthcoming
the contract be cancelled. The Council concurred wi th this
recommendati on.

Commented on the State Officials congregated on Low Gap Road
viewing the catch basin at the corner of State and Low Gap
which was damaged by truck and bus traffic.
