MINUTES OF THE MEETING OF THE COUNCIL OF THE CITY OF UKIAH - OCTOBER
4, 1961.
The City Council convened in regular session in the Council
Chambers at 8:00 P.M. wi th Mayor Smalley, Councilmen Runkei,
Buxton, Banker and Wagner present.
APPROVAL OF MINUTES:
On a motion by Councilman Wagner, seconded by Councilman Banker,
it was unanimously carried the minutes of September 27, 1961
be approved as corrected.
APPROVAL OF WARRANTS:
On a motion by Councilman Runkel,
i t was unanimously carried Payroll
September 15th to 30th be approved
JR. CHAMBER OF COMMERCE
RESOLUTION RE CIVIL DEFENSE:
seconded by Councilman Buxton,
Warrants for the ~ period
in the amount of ,357.00.
Approximately l0 members of the Junior Chamber of Commerce were
.present supporting a resolution adopted by this group recommend-
~ng the City Council take immediate action in properly safe-
guarding the City's water supply and develop the necessary
plan for Civil Defense for the City..
The Council was agreeable and interested in the development of
a Civil Defense Plan for the City. The members also agreed that
the City's routine operations are a large part of any plan that
is developed. However, they felt the matter had been very poorly
presented and that the Junior Chamber had not determined the
facts before making their criticisms.
In an attempt to clarify some points of controversy, the Council
requested a meeting wi th the County Coordinator and Assistant
Director of Civil Defense at an early date.
ORDINANCE NO. 545 REGULATING ADVERTISING
DISPLAYS ADJACENT TO LANDSCAPED FREEWAYS:
Councilman Wagner made a motion, seconded by Councilman Banker,
the second reading of Ordinance No. 545 be waived, the ordinance
be adopted "Regulating Advertising Displays Adjacent to Landscaped
Freeways" and the Mayor and Clerk be authorized to sign same.
The motion was passed by a 4 to 1 roll call vote.

RT ADMINISTRATION BUILDING:
On a motion by Councilman Wagner, seconded by Councilman Banker,
it was unanimously carried the Council approve a modified agree-
ment wi th Donn Weaver & Associates for architectural services in
connection with the Airport Administration Building and the
Mayor and Clerk be authorized to sign same.

The Council was advised by the City Attorney
October 2, 1961 regarding the Brown Act was

CHANGE IN UNEMPLOYMENT
INSURANCE CODE:
The Council was also informed by the City Attorney of 1961
legislature which provides a change in the Unemployment Insurance
Code whereby it is un!awful for an employer to discharge any

Mr. Runkel inquired if the City Manager had a recent report
on Sales Tax receipts and Mr. Cash reported the figures
would be available in about two weeks.

Mr. RunkeI also questioned the fact that monthly reports
from the Police Department have not been received. Mr.
Cash informed the Council that a concise report on Police
Department activities is in the process of being prepared
by Chief Saulsbury.

Mr. Runkel inquired if duck hunting would be allowed at
Sewage Treatment Plant and it was the general feeling of
those present that hunting should not be allowed.
