MINUTES OF THE MEETING OF THE COUNCIL OF THE'CITY OF UKIAH- OCTOBER

The City Council convened in regular session in the
at 8:00 P.M. with Mayor Smalley, Councilmen Runkel,
Banker present. Councilman Wagner was absent.
APPROVAL OF MINUTES:

On a motion by Councilman Banker, seconded by Councilman
it was unanimously carried the minutes of October 4, 1961
approved as submitted by the Clerk.
PETITION TO C. A. B. REGARDING
EXTENSION OF SERVICE PAST

A petition to the Civil Aeronautics Board for extension of service
by Pacific Air Lines to Ukiah past December 29, 1961 and for a
period of not less than 5 years from the date of the Board's
decision was read in full by the City Attorney.
On a motion by Councilman Runkel, seconded by Councilman Buxton,
it was unanimously carried the City Attorney be authorized to
fi le this peri tion wi th the Civi 1 Aeronautics Board.

received a petition by the Board of Library Trustees

ANNEXATION NO. 62-I:
Public Hearing regarding proposed Annexation No. 62-1 was declared
open at 8:20 P.M. The City Attorney reported that the necessary
publications have been made, the petition of the property owners
has been filed and the matter is in the necessary form for the
public hearing. A written protest signed by eight (8) property
owners on Waugh Lane was considered by the City Council. It was
noted that alt signatures were owners outside the territory to be
annexed wi th the exception of Mr. George Burnham.
Those present protesting the annexation were: John McGehee, 816
Waugh Lane, Mrs. Otto Avants, 766 Waugh Lane, Mr. George Burnham
817 Waugh Lane. '
Mr. Joe Foutz, a petitioner for the annexation, was also present.
The Council determined that the only protest affecting this
annexation was that of ~r. George Burnham and that his property
within the territory to be annexed was of a value of less than
50%. Public Hearing was declared closed by Nay or Smal ley at
8:45 P.M.
Ordinance No. 546 "An Ordinance Approving the Annexation of
Certain Uninhabited Territory, Designated Annexation No. 62-1"
To the City of Ukiah was read by the City Attorney and i ntroc~uced
by Councilman Runkel.
NEGOTIATIONS TO PURCHASE
P. G. AND E. FACILITIES:
Copies of the City Manager's report regarding negotiations to
purchase P. G. & E. were distributed to the' Council. The report
was read in full by Mr. Cash.
R. W. Joyce, E. J. Lage, E. S. Day, Herman Karbe and John Sproul
were present representing P. G. & E. Mr. Sproul was recognized
requesting time be made available for review of the report by
P. G. & E. Mr. Joyce al so spoke on behalf of P. G. & E.
LETTER FROM MENDOCINO-LAKE COUNTY
MEDICAL SOCIETY RE CIVIL DEFENSE:
A letter from the Mendocino-Lake County Medical Society was read
by the City Manager advising the Council of a resolution passed
by this group urging the county government and its included units
to prepare for possible nuclear disaster by action to:
1. Stockpile food for the community on a large scale.
2. Safeguard the community water supplies.
3. Encourage community shelter programs.
Study and review existing programs to insure continued
communications and sources of power for the community.
AGREEMENT FOR TEMPORARY WATER
SERVICE - COOPER PROPERTY:
An agreement for temporary service to the Cooper and Strong
properties on Cooper Lane was read by the City Attorney.
On a motion by Councilman Runkel, seconded by Councilman
Banker, it was unanimously carried~ 'the agreement be approved
and the Mayor and Clerk be authorized to sign same.
METROPOLITAN HEAL TH
INSURANCE PROGRAM:
The Council was advised that a representative from the Metropolitan
Life Insurance Company is contacting employees and distributing
information relative to its health insurance program. The plan
will become effective November 15th.
PRESIDENT'S APPROVAL
TO CHANGE NAME OF OFFICE
OF CIVIL DEFENSE:
The City Manager reported receiving a communication from Frank
B. Ellis, Di rector of the Office of Emergency Planning to the
effect that the name of the Office of Civil and Defense
Mobilization has been changed to the Office of Emergency Planning
by action of the President.
COUNCILMAN RUNKEL:
