Councilman Buxton was absent. On a moti, on by Councilman Wagner, seconded by Councilman Banker, it was unanimously carried Payroll '~/arrants for period from October 15th to October 31st be approved in amount of $28,062.21. the the Onaa motion by Councilman Runkel, seconded by Councilman Wagner, it was unanimously carried General Warrants be approved as follows in the total amount of $10,959.35: C.P.S. " Holz Company ', State Water Rights Boa rd 2188 $ 432.25 2189 75.87 2190 59.00 2191 10,387.23 2192 5.00 APPROVAL OF MINUTES: On a motion by Councilman Wagner, seconded by Banker, it was unanimously carried the minutes 18, 1961 be approved as submitted by the Clerk. SUPREME COURT HEARING DENIED - CITY vs. LIBRARY BOARD: (FONES): Councilman of October The City Attorney reported receiving a communication from the Clerk of the Supreme Court to the effect that hearing was denied in the case of the City of Ukiah vs. Library Board of Trustees. PETITION TO RE-ZONE FORD STREET PROPERTY FROM C-2 TO C-1 ZONE: The Council was advised that the Planning Commission held its second public hearin9 on a petition by Mrs. Evelyn Banta to re-zone Ford Street property from C-2 to C-i zone on October 19, 1961, and by formal action recommended the petition be deni ed. On a motion by Councilman Wagner, seconded by Councilman Bani<er, it was unanimously carried the City Council hold a public hearin9 on the proposed zone change in the Council Chambers at 8:15 P.M. on November 15, 196l . ORDINANCE NO. 547 INTRODUCED ADOPTING BY REFERENCE CERTAIN EXISTING ORDINANCES - DIVISION 3~ BUILDINGS AND DIVISION 4~ UTILITIES: Ordinance No. 5/+7 "An Ordinance Codifyin9 and Adopting by Reference the Followin9 Ordinances and Portions of Ordinances in Code Form to be included in Division 3 of the Ukiah City Code Entitled "3uiidings',: Ordinance No. 527 Relating. COUNCILMAN BUXTON ARRIVED AT THIS POINT IN THE MEETING - 8:10 P.M. AGREEMENT BETWEEN CITY AND HERMA SCHAMBER - WIDENING OF WABASH AVENUE: In considering an agreement between the City and Herma Schamber for the widening of Wabash Avenue, it was the feeling of the Council that the City Engineer present a statement of street expenditures to date prior to action being taken on acquiring property for street widening purposes. VARIANCE APPLICATION #62-3 DR. ROBERT WERRA- 729 SO. DORA: Action by the Council was deferred on Variance Application #62-3 by Dr. Robert Werra to permit a professional medica! office on property located at 729 So. Dora Street, pending receipt of a plot plan of the property in question. REQUEST BY ANGEL INE'S RESTAURANT FOR WAIVER OF STATUTORY 30 DAY PERIOD ON SUPPLEMENTAL APPLICATION: On a motion by Banker, i t was letter to the to the effect of the statutory for an alcoholic Councilman Buxton, seconded by Councilman unanimously carried the City Manager direct a State Department of Alcoholic Beverage Control the City Counci! has no objection to the waiver 30 day period on the supplemental application beverage license by Angeline's Restaurant. AUTHORIZATION TO CALL FOR BI DS FOR FOUR (4) POLICE CARS: On a motion by Counci 1man Runkel , seconded by Councilman Wagner, it was unanimously carried the City Clerk be authorized to call for bids for four (/+) police cars as per specifications presented, bids to be opened at 2:00 P.M. November 21, !96!. CLEANING AND REFINISHING 1..00,000 GAL. WATER TANK: The Council was advised that the Consolidated Tank Company is presently cleaning and refinishing the 1OO,OO0 gallon water tank. STANDBY GENERATOR FOR POLICE DEPARTMENT: The City Manager reported that the standby generator for the Police department has been checked out and the cost to put it into operation will be in the neighborhood of $1,000. A 1,000 gallon gasoline tank will be included in the project to provide fuel for the: generator and preclude the necessity of poi ice cars refueling at the Fi re Department. AUXILIARY POWER FOR WATER WELLS: On investigation of equipment to supply auxiliary power for water wells, i t has been determined that it is possible to install a stationary engine with angle drive on one well at a cost of approximately $11,O00, while a portable generator, which will adequately operate on any of the three wells, will cost approximately $15,000. 121 MINUTES OF THE MEETING OF THE COUNCIL OF THE CITY OF UKIAH - NOVEMBER 1, 1961 - PAGE 2: The Council concurred wi th the City Manager's suggestion that he investigate the availability of equipment through the Surplus Property program in an effort to reduce the cost of the purchase. DISCUSSION RE WAUGH LANE DRAINAGE CHANNEL: It was reported to the Council that in order to correct the Waugh Lane Drainage channel problem it would be necessary to install a pipe line, a costly project which would eventually be abandoned when the drainage plan for this area, as set forth in the Brown and Caldwell Survey, is followed. As a temporary corrective measure, it was agreed the ditch be cleaned by the City. The City Manager reported that the Sales Tax and Police Department reports would not be available for this meeting. ADJOURNMENT: As there was no further regular business, Mayor Sma.lley declared the meeting adjourned at 9:20 P.M. after which Council re-convened in closed ATTEST: CITY personnel session. the
