NOVEMBER 8, 1961
The City Council convened in regular session in the Council
Chambers at 8:00 P.M. wi th Mayor Smalley, Councilmen Runkel ,
Buxton, Banker and ;'~agner present.

REPORT ON P.U.C. RECOMMENDATIONS
RE PACIFIC AIR LINES APPLICATION
FOR FREIGHT RATE INCREASE:
The City Attorney rePorted receiving P.U.C. staff recomm-
endations regarding Pacific Air Lines' application for
freight rate increase and it was noted that the rates proposed
by the staff of P.U.C. are substantially ~ower than those
.proposed by Pacific Air Lines. They recognized that Pacific
~ s enti tled to an increase, as competing a;r lines have had
similar increases, and the recommendation of the P.U.C. staff
insofar as Ukiah is concerned, is from ]¢ to 1_~¢ per pound
under the proposed rates by Pacific.
STATUS OF CITY PETITION TO C.A.B.
RE EXTENSION OF P.A.L. CERTIFICATE
TO SERVE UKIAH:
The City Attorney reported receipt of a communication from
S,:-~nator C]air Engiels office, with an attached copy of a letter
from C.A.B. acl<nowledgin9 receipt of the City's petition for
extension of service by Pacific Air Lines to Ukiah beyond
the present expiration date of December 29, i96]. The
peti tion has been assigned Docket ]3]]] and wi] ] receive
the Board's most careful consideration.
ORDINANCE NO. 5Q7 ADOPTING BY
REFERENCE CERTAIN EXISTING ORDINANCES
DIV. 3, BUILDINGS AND DIV. b~, UTILITIES:
The City Attorney reported that the second reading of Ord.
No. 547 codifyin9 certain existin9 ordinances as Division
3 "Buildings" and Division 4 "Utilities" could not be held
at this time due to the fact that necessary public hearin9
and notice had not been scheduled.
On a motion by Counci 1man Wagner, seconded by Counci ]man
Banker, it was unanimously carried public hearing on Ordinance
No. 5~7, as outlined above, be set for December 6, ]96] at
8:00 P.M., or as soon thereafter as it may be heard.
ORDINANCE NO. 5/~8 INTRODUCED "TO AMEND, REPEAL
AND RENUMBER CERTAIN SECTIONS OF CHAPTER 8 OF
DIVISION 1 OF THE UKIAH CITY CODE RELATING TO
SALES AND USE TAX:
Ordinance No. 5/+8 was read in full by the City Attorney and
introduced by Councilman Wagner !'An Ordinance to Amend,
R~pea] and Renumber Certain Sections of Chapter 8 of Division
] of the Ukiah City Code ReIatin9 to Sales and Use Tax".
VARIANCE NO. 3-62 DR. ROBERT WERRA
729 SOUTH DORA STREET:
Application for Variance No. 3.62 by Dr. Robert Werra to
permit a doctor's office on property located at 729 South
Dora Street and accompanyin9 plot plan were reviewed. Donn
W~aver was present representing Dr. Werra on beha!f of the
app] ication.

The Planning Commission considered this application on
October 19, 1961 and recommended the variance be granted
subject to the following conditions:

CLAIM FOR DAMAGES -- LOIS COOK
FOR RHOBY COOK - ~9.00:
On a motion by Councilman Runkel, seconded by Councilman
Buxton, it was unanimously carried claim for damages by Lois
Cook for injuries claimed to have occurred to Rhoby Cook at
the Municipal Swimming Pool totalling $9.00, be denied.
PROTEST TO SALE OF ALCOHOLIC
BEVERAGES - MUNICIPAL CLUB HOUSE:
Mrs. Hayes Hickey, President of the Yokayo P.T.A., and
lng all elementary school P.T.A.'s within the City, was

WAUGH LANE DRAINAGE PROBLEM:
Mr. Glen Burger was recognized protesting that maintenance
work done by the City on the Waugh Lane drainage di tch has
aggravated the problem and is hurting him financially as he
cannot obtain renters because of the hazard to children.
It was pointed out to Mr. Burger that the approximate cost
of installing culvert in the drainage ditch would be $20,000
and funds are not ava] ]able for such a project at this time.
P.G. & E. NEGOTIATIONS:
Officials from P.G. & E. were in attendance and presented for
Council consideration their "Analysis of City Manager's Report
on Pacific Gas and Electric Company Proposal to Lease City-
owned Electric and Gas Facili tiesl'..
COUNCILMAN RUNKEL:
Mr. Runkel reported a complaint that the street sweeper has
not been cleaning Perkins Street.
